Belgorodsky Cement opens packing and palletising line
23 April 2020Russia: Eurocement subsidiary Belgorodsky Cement has dispatched the first batch of bagged cement from the new packing and palletising line at its 3.8Mt/yr integrated plant in Belgorod West, Belgorod Oblast. The 70t/hr-capacity line produces 50kg cement bags on pallets of 1.7t (34 bags).
Eurocement has also announced the first delivery of cement from its Belgorodsky Cement plant to Yaroslavl, Tolyatti and Nizhny Novgorod by river in 2020. Eurocement senior vice president Alexander Sapronov said, “The delivery of products by river transport is one of the most cost-effective methods of transportation. High-quality loading and reliable packaging guarantee consumers complete cargo safety.”
Eurocement has continued production throughout the coronavirus outbreak, but has restricted meetings, conferences and training sessions since 23 March 2020. The Group said, “Eurocement products are strategically important to the nation's economy. In order to ensure smooth operation of production facilities and of the group as a whole, measures have been taken to minimise the risk of spreading the coronavirus.” These include: ‘regular health check-ups and temperature measurements for employees and subcontractors, air disinfection, antiseptic treatment of operational surfaces, provision of skin antiseptics in toilets and informing employees about safety recommendations.’
Lehigh Cement plans plant closure due to coronavirus
16 April 2020US: Lehigh Cement has announced plans to suspend operations at its 0.5Mt/yr Glens Falls, New York, plant and associated Moreau quarry by 1 May 2020 in response to the coronavirus outbreak. The move will see its local staff of 90 reduced to 36 for the duration of the shutdown. Times Union newspaper has reported that Lehigh Cement will cover the 54 dismissed employees’ health insurance payments and ‘provide assistance in applying for unemployment and other layoff-related benefits.’ Lehigh Cement Glens Falls plant manager David Dreyer said, “We look forward to the day when our nation's health is no longer at such risk and our customers' demand for cement products returns, so we can welcome our employees back and resume full operation.”
Quarry health & safety in Australia
26 February 2020The Queensland state government in Australia took a blunt approach to health and safety earlier this month when a report it commissioned said that it expected 12 deaths to occur in the mines and quarries sector over the next five years unless changes were made. This is far removed from the usual news stories that industry magazines like Global Cement and others cover. Typically, these are either plants or companies reaching Lost Time Injury (LTI) milestones or sad (but thankfully rare) reports of death.
The forecast in Queensland was based on a review of fatalities in the sector that the state commissioned from Sean Brady, Department of Natural Resource, Mines and Energy, looking at the years 2000 to 2019. Year-by-year the figures were significantly lower than those occurring in the 1900 to 2000 period but didn’t appear to have any discernable pattern. However, when presented as a 12-month rolling sum of fatalities, a two to three year cycle seemed to occur. Brady then went on to look at how the fatalities happened, how the industry behaved and reacted and what could be done to improve the situation. His recommendations included looking more deeply at the causes of seemingly unrelated accidents and then changing overall organisational behaviour and insight through methods such as adopting principles of High Reliability Organisational theory, simplifying the reporting system and changing the standard safety indicators like LTI.
That last point is interesting given the prevalence of LTI indicators on corporate sustainability reports in the cement industry. The point that Brady cites here is that LTI can become a measure of how well injuries are managed, not how safely an organisation is performing. For example, the definition of what an injury is can be manipulated, leading to distortion, as can workers being brought back to work before they recover or into lighter duties. Instead he recommends that ‘serious accidents’ be used in place of LTI. These are defined as incidents that result in a fatality or incidents where an individual requires admission to hospital for treatment of an injury. The preference here is based on so-called ‘serious accidents’ being unambiguous and transparent because they are defined by a third-party medical practitioner.
Wider critiques of health and safety measurements have identified under-reporting of incidents arising from safety incentive programmes, safety culture, employee perceptions of reporting and workplace bullying. This isn’t to say that the LTI measure is not fit for purpose. It has undoubtedly led to higher safety conditions around the world, with reduced injury and mortality from working conditions, and it allows for comparisons between organisations. Yet, any health and safety metric or indicator could be liable to bias or manipulation either unconsciously or consciously. Serious accidents, for example, could be potentially undermined by an organisation having its own medical centre and would also suffer from different health care systems in different locations. Throw in different legislative frameworks around the world and comparing countries can also start to become confusing.
This tension between data and real-life safety is acknowledged by the Global Cement and Concrete Association (GCCA) in its sustainability guidance from late 2018. It distinguishes between so-called ‘lagging’ indicators, like LTI and fatalities, which show the effectiveness of a safety programme after the fact and the importance of continual safety improvement plans that aim to prevent adverse events before they happen. It is easy to become lost in a dust storm of facts and figures on health and safety but, as the Queensland authorities and the GCCA agree, measuring health and safety is a means to an end. The aim is zero harm to everyone involved.
Chris Leese leaves Cemex UK
07 August 2019UK: Chris Leese has decided to leave Cemex UK after 30 years with the company. His varied career at Cemex has seen him taking responsibility for a broad range of activities, notably as Vice President of Readymix VP and more latterly as Vice President of Aggregates.
Leese has been a long-standing champion of health and safety improvements, taking a lead role at Cemex and the broader industry. He was the chair of the MPA Health and Safety committee for over nine years.
Russia/Ukraine: Dyckerhoff cement plants in Russia and Ukraine have gained OHSAS 18001 or ISO 45001 certification in occupational safety. The OHSAS 18001 and ISO 45001 standards provide for a safe and healthy workplace environment and set forth guidelines for continually identifying and controlling health and safety risks, reducing accidents and improving overall performance.
Philippines: Republic Cement has held a rally assembling over one thousand construction workers at its Norzagaray Plant to aim for five million safe man hours. The cement producer has reached 4.5 million man hours at its expansion projects at Bulacan, Batangas and Iligan. This includes no lost-time injuries or fatalities.
“Safety is not a punishment. It’s not a punishment to wear your helmet, boots, or harness. It’s a gift of life - the life of your fellow workers and of your family,” said
Roy Ruedas, Project Lead at Aboitiz Construction.
Mexico: Holcim Mexico has won an award from the National Chamber of Cement (CANACEM) for reporting no accidents at its cement plants in 2018. The award was presented at CANACEM‘s XXXVI National Congress of Occupational Health and Safety in Chihuahua.
Arawak Cement to introduce breath test for workers
12 March 2019Barbados: Arawak Cement plans to introduce alcohol breath tests for all of its workers in late March 2019. Previously the cement producer had been conducting random tests, according to the Barbados Today newspaper. The introduction date for the breath test has been delayed following negotiations with the Barbados Workers Union. Multiple breaches of the company’s alcohol rules could lead to drug treatment, counselling or discipline. The cement producer says it has introduced the alcohol testing on health and safety grounds.
US: Lehigh Cement’s Mitchell plant in Indiana has won a 2019 Governor’s Workplace Safety Award for innovations as a medium-sized company. The awards are issued by the Indiana Department of Labor.
The subsidiary of Germany’s HeidelbergCement recorded no lost-time accidents in 2018 and the plant has not had a lost-time accident since September 2015, according to the Herald Times newspaper. The company uses a Safety Action Plan with specific targets that focus on areas of significant risk, including critical risk management and zero fatalities. It also runs weekly safety conversations between employees to raise health and safety issues with management.
Cemex in 2018
13 February 2019Cemex was the first of the big multinational cement producers to release its fourth quarter results this week. Revenue, sales volumes of cement and gross profit were all up in single digits. Earnings growth was less impressive, with operating earnings before interest, taxation, depreciation and amortisation (EBITDA) rising by 1% year-on-year on a like-for-like basis to US$2.56bn in 2018. This was a decrease of 1% in real terms. Cemex blamed this on rising energy costs and on lower earnings from its territories outside of Mexico and the US.

As Figure 1 shows, over three quarters of Cemex’s sales come from Mexico, the US and Europe. Elsewhere its presence is smaller but it does have plants in key countries like the Philippines and Egypt. The former, for example, saw its cement sales rise by 7% in 2018 bringing along the rest of the Asia, Middle East and Africa region into volume growth.
Some other non-financial results to consider lead with the good news that 2018 was the first year ever that Cemex has had without any employee fatalities. This probably doesn’t include contractors or third parties, we’ll have to wait for the next sustainability report to find out for sure, but this is undoubtedly a milestone. Another point of interest was the growth of Cemex Go, its online sales platform. In 2018 it was responsible for around 40% of the company’s sales volumes. Around 85% of its recurring clients use it and it has nearly 30,000 customers. The analytics alone from the system and the potential for further tailoring it towards both customer and company objectives sound promising. Lastly, Cemex was also keen to note its alternative fuels substitution rate of 27% in 2018.
In recent years the other metric that the analysts have been watching is Cemex’s debt. It dropped by 8% year-on-year to US$10.4bn in 2018 compared to a high of US$17.5bn in 2013. Its plan is to reach an ‘investment-grade’ balance sheet by 2020.
In this way Cemex has been ahead of the curve of the major European cement multinationals like LafargeHolcim and HeidelbergCement that have taken on ‘indigestible’ acquisitions more recently. Possibly behind all of these companies is CRH, which has steadily been growing in recent years through acquisitions. It made the headlines this week on the corporate side when Swedish so-called ‘activist investor’ Cevian bought what is thought to be around a 3% stake in the Irish company. The financial press thinks it’s after a seat on the board to try and influence CRH to focus on margins rather than its acquisition strategy. CRH’s EBITDA margin was 12% in 2017 compared to 23%, 19% and 19% for LafargeHolcim, HeidelbergCement and Cemex respectively. This is just one way of comparing these companies. CRH, for example, might be keen to promote how its other metrics like cash generation and return on capital employed perform compare favourably to its competitors.
The point though is that it has taken Cemex over a decade since its acquisition of Rinker to rebuild its finances. All being well, it stands ready to take advantage of whatever the cement market holds in the 2020s.
