New Zealand: Fletcher Building says that its subsidiary Golden Bay cement is waiting to embark on a US$119 – 178m course of capital expenditure (CAPEX) investment. However, the group said that it will first require ‘clarity from the government’ on any upcoming changes to industrial CO2 emissions allocations or border adjustments.
CEO Ross Taylor said “Until we get certainty there, we really can’t pull the cord.” He added “There’s a good pipeline of existing stuff which will really start maturing in two or three years, but there’s another really sizeable pipeline beyond that.”
Fletcher Building invested a total of US$182m across its businesses during the 2023 financial year, which ended in June 2023. The Bay of Plenty Times newspaper has reported that the investments are part of the group’s growth strategy for the four-year period up to the end of the 2027 financial year. Planned areas for investments include adding value to the group’s wood products by developing its alternative fuel (AF) capacity. The growth strategy has a budget of US$474m.
EU enacts carbon border adjustment mechanism regulation
18 August 2023Europe: The EU has enacted the implementing regulation for the carbon border adjustment mechanism (CBAM) under its emissions trading scheme (ETS). Under the CBAM, importers of cement to the EU will eventually pay taxes for its embedded CO2 emissions, equivalent to those levied against EU-based producers. Importers must begin to collect emissions data from 1 October 2023, and submit a report for the fourth quarter of 2023 to EU authorities by 31 January 2024. No financial adjustment will yet be payable during the transition period to full CBAM implementation from the start of 2026.
The Asset newspaper has reported that dedicated IT tools and training materials for importers affected by the CBAM are currently in development, according to the European Commission.
Taiheiyo Cement Philippines to more than double capacity of San Fernando cement plant
17 August 2023Philippines: Taiheiyo Cement Philippines plans to install a second production line at its 0.8Mt/yr San Fernando cement plant in Cebu. The Philippines Department of Trade and industry says that the new line will more than double the plant’s capacity to 3Mt/yr. It will also entail an upgrade to reduce its total energy-related CO2 emissions by 10%. The Philippine Daily Enquirer newspaper has reported that the producer will additionally build a 700,000t/yr terminal at Calaca in Batangas. The facility will cost US$68.4m. Altogether, the company expects its growth plans to generate 2000 new jobs in the Philippines. The Philippines government has committed 6% of gross domestic product (GDP) to infrastructure investments annually.
Taiheiyo Cement Philippines previously indicated in August 2022 that the San Fernando cement plant might eventually expand to a capacity of 5Mt/yr. At that time, it expected to commission the new Line 2 in May 2024.
Special trade representative to the Philippine Trade and Investment Centre in Tokyo, Dita Angara-Mathay, said "The company's latest announcement materialises its plans to expand to Luzon from its long-time base in the Visayan region."
Carbon border adjustments being considered in Australia
16 August 2023Australia’s Climate Change Minister announced plans this week to look at a potential carbon border adjustment mechanism (CBAM). Chris Bowen told an Australian Business Economists forum in Sydney that policies were needed to ensure a level playing field for Australian firms. Mentioning the European Union’s (EU) CBAM by name, he said that his department would prepare a review to assess carbon leakage risks, develop policy options and look at the feasibility of an Australian CBAM, particularly in relation to steel and cement.
The Antipodean nation has past form when it comes to carbon legislation. Back in 2012 it introduced the Clean Energy Act under the Gillard administration. The legislation was intended to introduce an emissions trading scheme with a carbon pricing scheme. However, it faced opposition from rival political parties and the Cement Industry Federation warned that the local cement sector was vulnerable to overseas competitors outside of the scheme. Job losses followed and Adelaide Brighton appeared to react by focusing more on imports. The Abbott administration then abolished the act in 2014 putting forward its Clean Energy Future package instead, which focused more on investing towards change. Jump forward nearly a decade and the Albanese government passed its Climate Change Bill in 2022. This set legally binding targets, including a commitment to cut CO2 emissions by 43% from 2005 levels by 2030. Bowen’s look at a CBAM is an obvious next step from here, addressing one of the main criticisms of the previous Clean Energy Act.
Local building materials company Boral reacted positively to a CBAM in its annual results released earlier this week with chief executive officer Vik Bansal saying that the company was “...advocating for an effective Carbon Border Adjusted Mechanism for Australia.” He also reconfirmed the group’s commitment to a target of net zero emissions by 2050. However, at the same time, Boral also reduced its emissions reduction target to 2025 from 2019 figures to up to 14% from 19% previously. This was blamed on “external factors” such as delays in securing the required regulatory approvals for the next phases of an alternative fuel program. Mining company Rio Tinto also warned in late July 2023, as part of its half-year financial results, that it might potentially miss its emissions target for 2025 unless it resorted to buying carbon credits.
CBAMs became serious in 2023 when the EU passed its own scheme into law in May 2023. The EU CBAM will now enter into a transitional phase from 1 October 2023 until the end of 2025. During this period importers of goods covered by the legislation will be required to report greenhouse gas emissions (GHG) embedded in their imports (direct and indirect emissions) but they will not have to make any financial payments or adjustments. The system will then enter its full format from 1 January 2026, with affected importers being forced to purchase and surrender CBAM certificates, which will be priced at the EU emission trading scheme (ETS) rate, currently at around Euro88/t. Other CBAMs have also been mooted in Canada and the US. In Canada the government ran a consultation on border carbon adjustments in 2021. It is currently considering its next steps. The US meanwhile has had both Republican and Democrat party senators make separate suggestions for a CBAM since at least 2021.
Just because the EU is set to implement its CBAM and other countries are considering their own versions doesn’t mean that they are necessarily a good idea. Cembureau, the European cement association, has been steadily lobbying on the details such as indirect emissions and waste incineration in the EU CBAM for years. Criticisms of CBAMs in general include potential clashes with World Trade Organisation rules, accusations of protectionism, triggering inflation, not being equitable to less developed nations and even failing to stop carbon leakage in the first place. The EU CBAM has also linked itself to the local ETS price. So, even after the transitional period, the carbon price may start to jump about in unpredictable ways once the system fully goes live in 2026.
The game-changer in recent years for international carbon emissions reduction legislation though was arguably when the US government introduced its Inflation Reduction Act in 2022. This is because it served both sustainability and self-interest on a grander scale than seen previously. The act promised US$369bn in subsidies for companies to invest in low carbon technology. However, the catch was that the investment tied supply chains to the US market, much to the ire of some of the US’ trade partners such as the EU. CBAMs offer a similar opportunity to governments around the world if they choose. They can be used to protect domestic carbon emission reduction effects in heavy industry but they can also be used for protectionism. Hence Bowen was due to say during his speech that the Inflation Reduction Act and other policies elsewhere “mean that Australia needs to act to stay in the game.” Australia has the advantage that it can watch how the EU CBAM pans out before it implements its own version.
US: The United States Geological Survey has reported that the US consumed 40.5Mt-worth of cement shipments in the first five months of 2023. This corresponds to a 4.3% year-on-year fall from five-month 2022 volumes of 41.5Mt. Blended cement, primarily Type IL Portland limestone cement (PLC), accounted for 37% of shipments, compared to 16% in the corresponding period of 2022. Total demand rose by 4.3% year-on-year and by 19% month-on-month to 10.2Mt in May 2023. Imports of cement and clinker totalled 10.5Mt. The leading source of imported cement and clinker were Türkiye, which supplied 3.34Mt (32%), Canada, which supplied 1.58Mt (15%), and Vietnam, which supplied 1.3Mt (13%).
US production of clinker dropped by 2.1% to 29.5Mt in the first five months of 2023, from 30.1Mt a year earlier.
Malaysia: YTL Cement and Thailand-based SCG have signed a memorandum of understanding with Innocement, a joint venture between the Sarawak Economic Development Corporation (SEDC) and the Bintulu Development Authority (BDA). The agreement is intended to strengthen the cement supply chain, secure the reliability of supply and stabilise prices in the region, according to the Star newspaper. In January 2023 representatives of the SEDC and the BDA had visited SCG in Bangkok. At this time it was reported that a joint venture between the SEDC and the BDA wanted to import 0.5 – 1Mt/yr of cement from SCG.
Ghana: Dangote Cement says that it has finished building a new grinding plant in Ghana. Tech Economy News has reported that the new facility has a capacity of 400,000t/yr.
Dangote Cement already operates the Tema cement terminal in Accra. Local press previously reported that Dangote Cement imported 1.5Mt of cement into Ghana in 2022.
Indonesia: The Indonesian cement industry produced 29.3Mt of cement during the first half of 2023. This corresponds to a utilisation rate of 51% across an installed national capacity of 116Mt/yr. Throughout 2022, the industry produced 64Mt of cement and recorded a utilisation rate of 55%. Local capacity utilisation levels in the first half of 2023 were as low as 45% in some regions. Only Bali-Nusa Tenggara Region and Maluku-Papua Region did not suffer from overcapacity. National demand was 28Mt in the first half of 2023 and 63Mt throughout 2022. Meanwhile, first-half exports rose by 12% year-on-year in opening six months of 2023.
Indonesia Government News has reported that the Ministry of Industry has instigated a moratorium on investments in the construction of new cement capacity. Director general Ignatius Warsito said "These efforts can provide legal certainty for cement industry players in the country, as well as support competitiveness." Warsito noted the health of Indonesia's existing export markets for cement, but noted the uncertainty of the industry's coal supply and its price. Coal currently accounts for 40% of Indonesian cement's fuel consumption by value.
Tax authorities probe Wan Heng Ghana
12 July 2023Ghana: The Bureau of National Investigations (BNI) and the Ghana Revenue Authority (GRA) have arrested managers of Wan Heng Ghana. The Business and Financial Times newspaper has reported that the cement producer is suspected of neglecting to pay US$43.1m in tax. An investigation showed that the company received sufficient imported clinker to produce US$120m-worth of cement between 2018 and 2021, yet declared only US$19.6m-worth of sales. Management then reportedly refused to cooperate with further investigations, leading to the arrests. Wan Heng Ghana produces Sol brand cement.
The Chamber of Cement Manufacturers Ghana (COCMAG) affirmed its commitment to ensuring fair competition and ethical practices within the cement industry. It represents cement producers in the country, including Wan Heng Ghana.
Cementos Inka commissions Pisco grinding plant
10 July 2023Peru: Cementos Inka has announced the successful commissioning of its new 800,000t/yr Pisco grinding plant. The new plant is equipped with Christian Pfeiffer grinding and separation equipment. El Comercio News has reported that the producer invested US$55m in the plant. This exceeded previous budgets by 15 - 22%, due to coronavirus-related costs rises. This latest commissioning triples Cementos Inka's installed capacity to 1.2Mt/yr. General manager Carlos Choy estimated that the producer's market share has risen to 10% from 3.9%.
Choy said that the producer's next project will be the construction of a 1 - 1.5Mt/yr kiln line to produce clinker at the site.
