Ghana: Dzata Cement, a 1.2Mt/yr bagging plant based in Tema, plans to start commercial production by June 2021. The unit cost US$100m and includes a two line bagging and packaging equipment supplied by Germany-based Haver & Boecker, according to the Ghana News Agency. It will use imported cement. Proposed later phases at the site will see an upgrade in bagging operations to 2.4Mt/yr and the eventual installation of two 3Mt/yr vertical roller mills. As a safeguard against surges of cement imports the government has also introduced new export and import legislation requiring licenses for imports from outside the Economic Community of West African States (ECOWAS) region.

The plant’s founder Ibrahim Mahama is the brother of former Ghanian president John Dramani Mahama. In November 2020 the Ghana News Agency reported that Kofi Amoabeng, the former chief executive officer of UT Bank, said that loans made to companies including Dzata Cement had contributed to the bank being declared insolvent in 2017.

Argentina: Holcim Argentina, part of Switzerland-based LafargeHolcim, has completed a US$120m upgrade at its integrated Malagueño cement plant in Córdoba province. In a meeting with the Minister of Productive Development, Matías Kulfas, the cement producer said it was planning in inaugurate a newly refurbished 0.51Mt/yr production line at the site later in May 2021. The work also included adding a vertical roller mill and new bagging area with a capacity of 120,000bags/day. The project was originally announced in late 2017 and Germany-based KHD was awarded a related contract in early 2018.

India: Jagatpur police have raided a counterfeit cement bagging facility in Jagatpur Industrial Estate, Cuttack. Odisha TV News has reported that the operation is suspected of using marble dust, small amounts of white cement and artificial colouring in the fake product. Large amounts of empty packaging from several different cement brands were recovered in the raid. The police made one arrest and seized a vehicle.

Russia: Eurocement subsidiary Belgorodsky Cement has dispatched the first batch of bagged cement from the new packing and palletising line at its 3.8Mt/yr integrated plant in Belgorod West, Belgorod Oblast. The 70t/hr-capacity line produces 50kg cement bags on pallets of 1.7t (34 bags).

Eurocement has also announced the first delivery of cement from its Belgorodsky Cement plant to Yaroslavl, Tolyatti and Nizhny Novgorod by river in 2020. Eurocement senior vice president Alexander Sapronov said, “The delivery of products by river transport is one of the most cost-effective methods of transportation. High-quality loading and reliable packaging guarantee consumers complete cargo safety.”

Eurocement has continued production throughout the coronavirus outbreak, but has restricted meetings, conferences and training sessions since 23 March 2020. The Group said, “Eurocement products are strategically important to the nation's economy. In order to ensure smooth operation of production facilities and of the group as a whole, measures have been taken to minimise the risk of spreading the coronavirus.” These include: ‘regular health check-ups and temperature measurements for employees and subcontractors, air disinfection, antiseptic treatment of operational surfaces, provision of skin antiseptics in toilets and informing employees about safety recommendations.’

Colombia: Cementos Argos has announced that its Green Bags initiative has seen the production of over 5 million bags from recycled paper, of which 808t was saved from going to waste. Cementos Argos supply chain manager David Restrepo that the initiative provides an alternative to ‘the felling of over 8000 trees and use of 64,000m³ of water, the equivalent of 26 Olympic swimming pools.’

Liberia: HeidelbergCement subsidiary Cemenco has commissioned a 0.3Mt/yr cement plant in Liberia following an investment of US$14m. The Daily Observer newspaper has reported that the plant is equipped with a 2000t silo, bulk truck unloading equipment and a bagging line, in addition to four Samson Eco Hoppers for dust-free delivery in the Port of Monrovia. Cemenco already operates a 0.8Mt/yr grinding plant on Bushroda Island in Monrovia.

India: The Confederation of Indian Industry (CII) has lobbied the government in its Pre-Budget Memorandum 2020-21 over customs duties. The body is suggesting a reduction on the customs duty on packaging for use in bagging cement to 5% from 10%. There is currently no import tax on cement and duties of 5% and below on various clinker constituents.

Panama: New technical regulations for cement composition and behavioural characteristics will enter force on 3 December 2019. All packaging must display the contents’ net weight, country of origin, cement type and production date. La Estrella has reported that the legislation gives enforcing power to the Ministry of Commerce and Industry’s Directorate General of Industrial Technology Standards (DGNTI), the Consumer Protection and Competition Defence Authority (ACODECO) and customs authorities.
