Colombia: Austria-based Mondi Group plans to open its first South American paper bags plant in Cartagena in January 2021. The unit will start with one production line with a capacity of approximately 50m bags/yr. The bags will be targeted at the cement, chemical and food industries. The group said that the plant is located in a free-trade zone with good access to ports in Panama, the east coast of the US, the Gulf of Mexico and other Caribbean ports.

"Our global network already includes 39 plants across 22 countries. We are excited to be expanding our footprint to Colombia, helping us to provide innovative, sustainable and customer-focused paper packaging solutions to customers in South America who share our commitment to quality," said Claudio Fedalto, Chief Operating Officer Paper Bags, Mondi.

Vietnam: Siam Cement Group (SCG) subsidiary SCG Packaging has launched Doozypack, a Kraft paper cement bag made using recycled paper. The company “applied the circular economy principle to the product’s development, enabling consumers to live sustainably,” according to general director Ekarach Sinnarong. Viet Nam News has reported that SCG Packaging partner Vina Kraft Paper is able to recycle Doozypack bags, along with all other SCG paper cement bags, thereby “extending the circular economic principle into the next cycle of use.”

Australia: Adelaide Brighton says that it has begun bagging its cement in water-resistant bags developed in partnership with packaging supplier Mondi, which supplied its Advantage Protect White water-resistant sack kraft paper product, and local bagging solutions provider Pope Packaging.

Adelaide Brighton is promoting the high tensile strength and water repellent surface of the bags, which it says can withstand rain for up to six hours and exposure to damp for 120 hours, earning them the nickname ’rain barriers.’ The company said, “After being actively involved in testing and developing the new product, Adelaide Brighton is the first business in the country to market the new innovative product. We are in the process of converting all of our cement and hydrated lime paper bags, manufactured in South Australia and the Northern Territory, across to rain barrier bags.”

Russia: Eurocement subsidiary Mordovcement has begun packaging its CEM-I Ordinary Portland Cement (OPC) in 50kg bags made of polypropylene. The company said that the plastic has strength advantages over paper and makes its products harder to counterfeit. It advised customers to reuse the bags for collection and disposal of waste, or to recycle them.

Tunisia: The Ministry of Industry and Small and Medium-Sized Enterprises has issued a decree authorising the use of polypropylene cement bags, with the aim of increasing the competitiveness of Tunisian cement against rival Turkish products on the Libyan market. The Economiste Maghrebin newspaper has reported that the loss of a valuable exporter market following Algeria’s attainment of a cement surplus led the ministry to enact the cost-cutting policy. In January 2020, Algeria enacted a progressive prohibition on this type of packaging with a view to a blanket ban from 1 January 2021.

Minister of Industry and Small and Medium-Sized Enterprises Salah Ben Youssef says that his department “submitted a report on the impacts of the use of polypropylene packaging for cement to the Ministry of the Environment in May 2020 and received no reply,” but implemented the initiative because it was the only viable alternative to kraft bags, which he says are “overpriced due to monopolies in raw materials and assembly.” Ben Youssef said that polypropylene bags, which are permitted for use in food, lime, animal feed and fertilisers packaging, are “both recyclable and reusable,” and would enable the Tunisian cement industry to become self-sufficient in serving its bagging needs. As a further cost-cutting measure, Ben Youssef proposed that the government establish a solar power plant in order to reduce cement companies’ total energy bills by US$5.13m/yr.

The 16Mt/yr-capacity Tunisian cement sector, which includes international companies such as Carthage Cement and Brazil-based Votorantim Cimentos subsidiary La Cimenterie de Jbel Oust, produced 11Mt of cement in 2019 against a domestic demand of 7.0Mt.

Egypt: Austria-based Mondi Group subsidiary Mondi Paper Bags has announced its acquisition of two cement bag plants, the Helwan Cement bag plant and InterCement bag plant, with a combined capacity of 60m – 80m bags/yr. As a result, Mondi Paper Bags will now meet the bagging needs of both cement producers.

Chief executive officer (CEO) Claudio Fedalto said, “These collaborations will offer Helwan and InterCement access to our latest innovations, industry expertise and our strong plant network and customer service in the Middle East. Thanks to Mondi’s vertical integration, our partners will further benefit from our high quality kraft paper.”

Helwan Cement owner Suez Cement managing director Jose Maria Magrina said, “We are delighted to continue our relationship with a reputable and reliable global paper bags supplier like Mondi, while we can focus on our core operations, the production of grey cement and ready-mix.” InterCement subsidiary Amreyah Cement legal and administration director Paulo Dall’Aqua added, “Building sustainable partnerships is InterCement’s tagline, and it is exactly what this deal represents.”

France: LafargeHolcim France has said that all bagged cement will now bear a 360Score CO₂ emissions reduction rating, “to allow traders, artisans and homebuilders to know the precise carbon impact of their cement.” The rating, between ’A’ and ’D,’ corresponds to the factor of CO₂ compared to CEM-I Ordinary Portland Cement (OPC). ’A’ Class cement produces 75% – 100% less CO₂, while ’D’ class cement produces 0% – 25% less.

LafargeHolcim France chief executive officer (CEO) François Petry said, “By applying the 360Score rating scale to our bags of cements, we are continuing to implement our Lafarge 360 approach, which consists in supporting all builders to build in a more responsible manner.”

Germany: Haver & Boecker and BillerudKorsnäs have published ten Sack Packaging Norms to provide a “common language” to correct “repeated, unnecessary errors which to lead to waste and loss of product performance.” BillerudKorsnäs Technical Service Director Mikael Peterson said, “If producers and users of paper bag packaging follow the recommendations and guidelines, and implement these norms in their supply chain - efficient and effective packaging manufacturing, filling, handling, storage and transport of the finished goods will be secured. As an industry we will reduce waste significantly, making a major contribution to saving our planet.”

India: JK Cement’s sales rose by 10% year-on-year to US$763m in the financial year to 31 March 2020 from US$691m in the same period in 2019. Its sales volumes of cement decreased slightly to 9.8Mt and its profit after tax nearly doubled to US$63.5m. However, its sales fell slightly in the fourth quarter, sales volumes of cement dropped by 7% year-on-year to 2.9Mt and it reported a significantly reduced standalone net profit.

The cement producer said that its operations had gradually stabilising since coronavirus lockdown measures were relaxed. All of its integrated and cement grinding plants had resumed production and despatch. It noted that due to lower power demands less fly ash was available so it is sourcing this from other locations. Labour shortages are also affecting bag supplies and the availability of drivers. As part of cash conservation measures it has restricted capital expenditure to US$66m in the current financial year.

India: The Confederation of Indian Industry (CII) has lobbied the government in its Pre-Budget Memorandum 2020-21 over customs duties. The body is suggesting a reduction on the customs duty on packaging for use in bagging cement to 5% from 10%. There is currently no import tax on cement and duties of 5% and below on various clinker constituents.
