Pakistan's first-quarter cement sales fall by 25% in 2022 financial year

Pakistan: Pakistani cement companies sold 9.61Mt of cement during the first quarter of the 2022 financial year, down by 25% year-on-year from 12.8Mt in the first quarter of the 2021 financial year. Exports declined by 34% to 1.01Mt of cement, from 1.55Mt. The All Pakistan Cement Manufacturers Association (APCMA) said that current economic conditions impacted both domestic and export sales.

Separately, the APCMA has expressed its concern over State Bank of Pakistan limits on the use of letters of credit by companies for the purchase of spare parts and other machinery. The association says that present restrictive conditions will create operational difficulties for the industry.

Adani Port seeks damages for Vizhinjam port construction delays

10 October 2022

India: Adani Group subsidiary Adani Port has sued the government of Kerala for US$9.56m in compensation for on-going delays to the construction of the upcoming Vizhinjam port in the south of the state. A local church-led protest over the rights of fishing communities has stalled construction of the port. The New India Express newspaper has reported that Adani Port had lost over US$12m on 8 October 2022 as a result of the delay. The company rented 12 barges for the work.

The government will hold talks with protestors on 13 October 2022.

Nigerian parliament orders Obajana cement plant closure

06 October 2022

Nigeria: The House of Assembly of the Nigerian parliament has ordered Dangote Cement to suspend its operations at the Obajana cement plant until the company presents 'credible evidence' of its acquisition of the plant from the government. The Premium Times newspaper has reported that the state and Dangote Cement concluded a deal for transfer of ownership of the plant in 2002. Kogi State Commissioner Kingsley Fanwo says that Dangote Cement has failed to show evidence of its payment for the asset.

Local people petitioned the state for an enquiry into the plant's legal status after it allegedly created industrial pollution 'bordering on' a hazard. Protestors have reportedly 'driven out' staff from the plant.

Holcim appeals change to Russian business’ benefactors

29 July 2022

Russia: Switzerland-based Holcim has written to multiple Russian government ministries to challenge a court ruling changing the benefactors of its Russian business. Local press has reported that the producer is subject to attempted assets raiding, with multiple anonymous submissions to the Russian Federal Tax Service requesting structural changes to its legal entities in Russia.

Holcim decided to leave the Russian market in March 2022 following the invasion of Ukraine.

Beumer Group supplies palletisers to Cooperativa La Cruz Azul’s cement plants

26 July 2022

Mexico: Beumer Group has won a contract to supply Cooperativa La Cruz Azul’s cement plants with 14 new 5500 – 6000 bag/hr palletisers. The cement company made the decision to modernise palletising operations at its plants following a law change requiring cement to be packaged in 25kg bags, instead of 50kg, from the start of 2023. Beumer Group plans to deliver the first five palletisers in the third quarter of 2022. The other nine machines will follow by 2023.

The supplier said “Cruz Azul and Beumer Group have had a trustful and successful partnership for decades. The system provider has convinced with its highly developed and sustainable technology and a sophisticated concept, which will enable the cement manufacturer to achieve the required performance in its packaging terminal” It continued “Covid-19 presented a particular challenge in this project. Due to the pandemic, it was not possible for Beumer experts to be on site with the customer in person. All concepts were discussed, debated and agreed online and with the support of the local group company in Mexico City.”

Jaypee Cement loses government guarantee for coal mine loan

26 July 2022

India: The Indian Coal Ministry has deducted Jaypee Cement’s bank guarantee for a lease for a planned coal mine. The Hindu newspaper has reported that the project is among 44 others penalised for delays in operation or missing production targets. UltraTech Cement also received a show cause notice regarding adherence to its timeline at one of its coal blocks.

St Mary’s Cement obtains extension for McInnis cement plant dust emissions compliance order

Canada: The Canadian government’s Environment and Climate Change department has granted an extension to St Mary’s Cement to an order regarding alleged sticky dust emissions from its McInnis cement plant. The Journal de Québec newspaper has reported that the producer now has until 8 August 2022 to submit its observations on the situation. Environment and Climate Change Canada has identified 12 different equipment failures as contributors to the alleged illegal emissions. On 20 July 2022, it had received a total of 80 reports from the public about the situation.

Conch Cement puts down Xuancheng Conch tax evasion rumours

China: Conch Cement has explained that neither its subsidiary Xuancheng Conch, nor any officers of the company, are subject to investigation or penalties for tax evasion. The producer said that a local media outlet had reported false allegations to this effect.

Conch Cement said "Xuancheng Conch has met all payment obligations for taxation in strict compliance with the relevant laws and regulations of the People's Republic of China."

Locals disrupt operations at JSW Cement’s Khatkurbahal mine

28 June 2022

India: Protestors have halted mining operations at JSW Cement’s Khatkurbahal mine in Odisha, which serves the company’s Sundargarh cement plant. The New Indian Express newspaper has reported that the protestors accuse the company of mining and dumping overburden on neighbouring agricultural land, damaging properties with debris from blasts, drying up six wells and creating excessive dust pollution. The protestors also complained that the mine has failed to create new jobs for local people.

Indonesia to demand compensation for any extension of Philippines cement tariff

10 June 2022

Indonesia: The Indonesia government says that it will ask for compensation if the Philippines Tariff Commission extends tariffs on cement. The Manila Bulletin newspaper has reported that the government suggested that the fellow Association of Southeast Asian Nations (ASEAN) member state should take more targeted measures against any country responsible for cement dumping, in line with the bloc’s rules.

In 2019 – 2021, Indonesia exported 532,000t of cement to the Philippines, constituting 2.7% of the country’s cement imports. Vietnam, meanwhile, exported 15.8Mt (80%).
