Cemex shuts up shop in Panama and Colombia

26 March 2020

Colombia/Panama: Mexico-based Cemex has announced the suspension of production at all of its plants in Panama and those of its Colombian subsidiary Cemex Latam Holdings from 25 March 2020. It said it ‘may resume certain activities on or before 13 April 2020,’ according to Noticias Financieras News. The NAFTA 2.0 newspaper has included Cemex on a list of Mexico’s companies most exposed due to a large European presence to the impacts of the coronavirus there. Europe is the second-largest market for Cemex’s products, generating 24% of its revenue in 2019.

Progreso publishes Panama plans

10 March 2020

Panama: Guatemala-based Cemento Progreso, which acquired Cemento Interoceanico on 21 November 2019, has shared plans to expand its 0.25Mt/yr La Chorrera plant to 0.3Mt/yr production capacity. Noticias Financieras News has reported that the company will also establish three new concrete plants, in David, Chiriquí province, Columbus, Columbus province, and Tocumen, Panama province. Through these it hopes to serve major infrastructure projects such as the construction of a fourth Panama canal bridge and to increase its cement market share from 10%.

New Panamanian regulations to enter force on 3 December 2019

02 December 2019

Panama: New technical regulations for cement composition and behavioural characteristics will enter force on 3 December 2019. All packaging must display the contents’ net weight, country of origin, cement type and production date. La Estrella has reported that the legislation gives enforcing power to the Ministry of Commerce and Industry’s Directorate General of Industrial Technology Standards (DGNTI), the Consumer Protection and Competition Defence Authority (ACODECO) and customs authorities.

Cementos Progreso buys Cemento Interoceanico in Panama

22 November 2019

Panama: Guatemala’s Cementos Progreso has acquired a full stake in Cemento Interoceanico. The latter company informed its staff that working conditions would remain unchanged, according to the Panamá América newspaper. Panama consumed 1.67Mt of cement in 2018. Imports increased by 2% year-on-year to 32,900t.

Panama scales down cement production as imports hit high

15 October 2019

Panama: 0.87Mt of domestically produced cement was sold in Panama in the six months to 31 July 2019, corresponding to a drop in production of 12.8% compared to the same period of 2018. Figures released by the treasury office showed total cement imports at a high of 85,600t; 10% of domestic consumption.

Argos Panama to expand Buena Vista cement plant

21 August 2019

Panama: Argos Panama plans to install a line for the production and storage of clinker at its plant in Buena Vista, Colón Province. In an environmental impact study submitted to Panama’s Ministry of Environment, Argos estimated the total cost of the project, called the Balboa Project, at US$168m.

Panama still considering hexavalent chromium regulations for cement imports

06 August 2019

Panama: The government is set to look at new regulations for hexavalent chromium (chromium VI) in cement imports. Jorge Azcárraga, the general manager of Cemento Interoceánico said that the authorities are expected to set up a technical forum to discuss the issue, according to the Panamá América newspaper. The issue is being treated separately from newly introduced requirements and standards of cement because it is considered a health issue. It was previously reported that the government was set to introduce testing imports for chromium VI in March 2019.

Panama improves cement quality requirements and standards

30 July 2019

Panama: Ramón Martínez, the Minister of Trade and Industry, has signed two resolutions intended to improve the requirements and standards of cement quality both domestically and for imports. DGNTI-COPANIT 5-2019 sets out the chemical, physical and performance requirements of general and specialised cements, as well as the packaging, transportation, storage and use requirements, according to La Estrella newspaper. DGNTI-COPANIT-90-2019 specifies the procedure for verifying and monitoring the quality of hydraulic cements produced, imported and marketed in the country.

Venti Oelde expands sales network in Bulgaria and Central America

Bulgaria/Panama: Germany’s Venti Oelde has increased its sales presence in Europe and Central America. Its has appointed a new sales representative in Bulgaria, as well as one in Panama to cover countries including Mexico, Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama. The company manufactures industrial products including fans and filters.

Panamanian government to test cement imports for chromium

18 March 2019

Panama: The Ministry of Commerce and Industries (MICI) is planning to introduce regulations testing cement imports for Hexavalent chromium (chromium VI). Edgar Arias, Director of Standards and Industrial Technology of the MICI, said at a trade forum that the new rules had been agreed, according to La Estrella de Panamá newspaper. At present cement is tested at the discretion of the importer. Under the new regulations cement will be tested before it leaves its country of origin, when it arrives in Panama and for a third time at the point of sale at the discretion of the authorities.

Panama imports 10,000 – 20,000t/month of cement from countries including China, Turkey and Vietnam. Around 20 importers handle the market. Import tax on cement ranges from 10 – 20% depending on the point of origin.
