Bangladesh: The European Union (EU) and Spanish ambassadors and Swiss chargé d'affaires to Bangladesh have formally requested that Bangladeshi authorities lift all restrictions on LafargeHolcim Bangladesh's sale of crushed limestone in the country. The Financial Express newspaper has reported that Bangladeshi court previously ruled in favour of LafargeHolcim Bangladesh's right to sell its crushed limestone 'on the open market' on 5 January 2022. Limestone Importers and Suppliers Group had challenged the legal status of such sales, given that the raw limestone used in LafargeHolcim Bangladesh's produces its crushed limestone production is imported from India.

The Bangladesh government granted LafargeHolcim Bangladesh, a subsidiary of Switzerland-based Holcim, a temporary licence to resume its crushed limestone operations on 27 March 2022. This resulted in protests by local limestone producers.

India: The state government of Himachal Pradesh says that it will take 'legal action' against Adani Group should it fail to reopen its Darlaghat and Gagal cement plants. The Times of India newspaper has reported that measures may include cancellation of the cement producer's relevant land leases. Out-of-work truck drivers agreed to cancel a state-wide road blockade in protest against the closures after the government promised a 'resolution' on 4 February 2022. It now plans to hold talks with Adani Group, in which it will relay truck drivers' offer of an 11% reduction in per-kilometre freight rates to US$0.12/t from US$0.14/t.

Himachal Pradesh industries minister Harshwardhan Chauhan said that the state government is empowered to take drastic measures in defence of Himachali people's interests.

Geological Survey of India (GSI) officials are reportedly investigating alleged illegal mining at the sites of the Darlaghat and Gagal cement plants.

India: Police arrested 50 truck drivers and union leaders at protests outside Ambuja Cements’ Darlaghat cement plant in Himachal Pradesh on 1 February 2023. The events marked the 50th day of on-going protests against Adani Group’s closure of the Darlaghat and Gagal cement plant following its acquisition of Ambuja Cements and ACC in September 2022. The Times of India newspaper has reported that cement truck driver’s unions are now threatening to escalate the protests to a ‘chakka jam’ demonstration across Himachal Pradesh. This would involve blocking roads at five planned locations in the state. Union representatives will meet Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on 3 February 2022. Sukhu has repeatedly expressed support for protestors, saying that the state will not tolerate exploitation.

United News of India has reported that protestors on 1 February 2023 voiced criticism of Indian ‘lawlessness’ and of Adani Group and Prime Minister Narendra Modi’s Bharatiya Janata Party’s (BJP) power ‘monopoly’ in the country.

Peru: Cemento Gloria subsidiary Cemento Yura's Yura cement plant has allegedly been the source of intermittent dust emissions, water contamination and destructive vibrations during its 50 years of operation. In May 2022, local authorities declared four houses uninhabitable due to cracks in walls and roof collapses. Local people have attributed the damage to the vibrations from the Yura cement plant's activities. In November 2022, local water supply is unavailable for over 40 minutes every day, allegedly also due to the plant's operations.

The La República newspaper has reported that Yura residents have launched a protest against the alleged environmental mismanagement outside of the company's plant.

Ghana: A court has issued an injunction for Empire Cement to desist from operating its unlicensed McCarthy Hills cement facility. Ghana News Agency has reported that the China-based producer's activities at the site present a health hazard to local people. The McCarthy Hills Residents' Association said that the company was established to be exclusively a producer of paper bags for cement products.

Pakistan: Residents of Hattar have taken to the streets against outbreaks of various illnesses that they claim are due to pollution and the release of wastewater from Bestway Cement’s plant in Hattar. Protesters gathered outside the factory gates to lodge a strong protest and chanted slogans against the ‘anti-people policies’ of the factory management.

The protest was led by local councillor Sajjad Hussain Shah, Imran Ali Shah and Syed Zaheer Shah, who complained that the plant had blocked canal water, discharged chemically-contaminated water into sewage lines, illegally used union council roads and failed to act regarding quotas to employ local residents. The protesters claimed that ‘every second person’ in the area had fallen victim to asthma and that the canal blockage had brought locals the ‘gift of dengue fever,’ which spreads via flies in stagnant water.

The management of the plant said that any decision regarding the demands of the protesters could only be taken after getting approval from head office, issuing a statement that read, “We received a four-point formula from the protesters and assured them that their demands will be accepted. We will inform our head office regarding the whole situation. We hope that the issues will be settled soon.” This was countered by the protesters, who claim that several similar protests had gone unheeded in the past.

India: A violent disturbance brought an end to a public hearing over ACC's plans to establish a new integrated cement plant in Masturi, Chhattisgarh, on 3 November 2022. Police reportedly used 'mild force' to subdue protestors who claimed that ACC has acted illegally. The Free Press Journal has reported that land recorded by ACC as 'barren' in document submissions is allegedly used by residents for cultivation of rice and other crops.

Limestone mining has already commenced at the Masturi site.

Nigeria: The government of Kogi State ordered Dangote Cement to shut down its Obajana cement plant within 48 hours on 13 October 2022. Kogi State Governor Yahaya Bello also ordered the release of impounded Dangote Cement trucks across the state.

Bello thanked Kogi residents for their “resoluteness in the ownership impasse between Dangote Group and the state government.” He added, "While the state government recognises the right of the citizens to peaceful protest, as we witnessed across the state yesterday, we urge people to remain civil and law abiding and to give room for constitutionalism. Breakdown of law and order will not be in the interest of anyone."

Lorry drivers blocked the Abuja - Lokoja road in protest against the closure on 14 October 2022, according to the Advocate newspaper. Meanwhile, a gang has raided the plant, destroying property and shot firearms at the 27 employees who remained on site.

India: Adani Group subsidiary Adani Port has sued the government of Kerala for US$9.56m in compensation for on-going delays to the construction of the upcoming Vizhinjam port in the south of the state. A local church-led protest over the rights of fishing communities has stalled construction of the port. The New India Express newspaper has reported that Adani Port had lost over US$12m on 8 October 2022 as a result of the delay. The company rented 12 barges for the work.

The government will hold talks with protestors on 13 October 2022.

Mexico: A group of approximately 400 former workers of Cooperativa la Cruz Azul, who maintain possession of the Tula cement plant in Hidalgo, staged a demonstration on 22 August 2022 in front of the offices of the Federal Electricity Commission (CFE) demanding that power to the plant be reinstated.

Through a press release, the CFE said that it had met with some of the protesters. After negotiations, it concluded that the reconnection of the plant "will be made as soon as notification is received from the court or competent authority."

Local reports have suggested that the cut was ordered on 17 August 2022 by Víctor Manuel Velázquez Rangel, who heads the Board of Directors of the Cooperativa la Cruz Azul, the legal owner of the plant. The justification was that the plant has become dangerous to operate after two years of occupation by the protestors.
