Philippines: The Philippines Tariff Commission (TC) has launched an investigation into the possible extension of the safeguard measure against imports of ordinary Portland cement (OPC) Type 1 and blended cement Type 1P. The Cement Manufacturers Association of the Philippines previously filed a petition for the extension. The TC will hold its preliminary conference on the matter on 8 March 2022.
The commission said “Matters for discussion include the timelines, nature of investigation, appearance of counsel and parties, number of witnesses, notification, accessibility of documents and public file, confidentiality of documents, submission of position paper(s) and memoranda, conduct of inspection and verification of data and schedules of public hearings and other activities.”
Locals stage armed protest against Dalmia Cement (Bharat)’s Katamateru cement plant plans
10 January 2022India: Locals in Odisha’s Malkangiri district gathered in the town of Katamataru on 9 January 2022 to protest plans for the establishment of a new Dalmia Cement (Bharat) cement plant in the area. The New Indian Express newspaper has reported that protestors allege that the state government did not conduct the proper tendering procedures for the proposed plant. More than 2000 people, wielding traditional tribal weaponry, gathered at an assembly. They resolved not to vote at upcoming village council elections if the government continues not to listen to their objections.
Canada: St Mary’s Cement plans to apply for a licence to substitute alternative fuel (AF) for a part of its coal, gas and petcoke fuel mix. The plant previously held a two-week AF substitution trial in May 2011. CBC News has reported that the subsidiary of Votorantim Cimentos will present its plan at an evening meeting for the general public on 18 November 2021. The company says that it plans to implement similar AF arrangements to those at its Bowmanville plant, where it uses 90,000t/yr of biomass, wood from construction and demolition and non-recyclable paper and plastics.
Environmental manager Ruben Plaza said "Lower CO2 emissions is the first consideration and, equally as important, the material has to be approved and available in sufficient quantities with a reliable and sustainable long-term supply."
Kerala government announces plan to reduce cement prices
04 November 2021India: The government of Kerala plans to increase its cement production in order to help lower the price of cement in the state. The Times of India newspaper has reported that the state owns 10% of its cement industry. It plans for state-owned Travancore Cements to increase grey cement, white cement and wall putty production at its Nattakom grinding plant in Moolavattom. Its other cement company, Malabar Cement, previously increased its cement production.
The state government also convened a meeting of private sector cement producers in order to discuss the possibility of a reduction in the price of cement.
Belgorodsky Cement opens packing and palletising line
23 April 2020Russia: Eurocement subsidiary Belgorodsky Cement has dispatched the first batch of bagged cement from the new packing and palletising line at its 3.8Mt/yr integrated plant in Belgorod West, Belgorod Oblast. The 70t/hr-capacity line produces 50kg cement bags on pallets of 1.7t (34 bags).
Eurocement has also announced the first delivery of cement from its Belgorodsky Cement plant to Yaroslavl, Tolyatti and Nizhny Novgorod by river in 2020. Eurocement senior vice president Alexander Sapronov said, “The delivery of products by river transport is one of the most cost-effective methods of transportation. High-quality loading and reliable packaging guarantee consumers complete cargo safety.”
Eurocement has continued production throughout the coronavirus outbreak, but has restricted meetings, conferences and training sessions since 23 March 2020. The Group said, “Eurocement products are strategically important to the nation's economy. In order to ensure smooth operation of production facilities and of the group as a whole, measures have been taken to minimise the risk of spreading the coronavirus.” These include: ‘regular health check-ups and temperature measurements for employees and subcontractors, air disinfection, antiseptic treatment of operational surfaces, provision of skin antiseptics in toilets and informing employees about safety recommendations.’
Suppliers reaffirm the importance of cement in crisis
20 March 2020World: Suppliers are taking all necessary measures to ensure the continued supply of equipment and services to cement industry customers the world over during the coronavirus crisis. US-based Webster and Germany-based Starlinger have both cut travel and limited face-to-face meetings to reduce the virus’ impact on the supply chain. Austria-based RHI Magnesita has established regional task forces consisting of members of various departments to monitor and react to the spread of coronavirus. FLSmidth, which is using its remote monitoring, maintenance and support software to avoid all but essential on-site work, said, “Cement is a vital, basic component in keeping societies functioning as normally as possible.”
World: Cement producers are mobilising human and material resources and implementing strategies to keep operations going with the minimum possible impact from the coronavirus. Germany-based HeidelbergCement subsidiary Lehigh Hanson has closed a minority of its facilities and prepared a contingency plan for further reduced operations ‘if conditions worsen.’ Brazil-based Votorantim Cimentos has established a Special Coronavirus Crisis Management Commission to aid communications and emergency response implementation across its facilities. UK-based Quinn has suspended all non-essential travel for employees.
Nigeria: The Lagos State Commissioner for Health Akin Abayomi has said that an Italian national employed as a consultant by Lafarge Africa was Nigeria’s ‘patient zero’ in the international coronavirus outbreak. No further cases have yet been recorded. Vanguard newspaper has reported that the consultant, who flew in to the country from Milan via Istanbul and attended a meeting in Ewekoro, Ogun State, before staying at a guesthouse there, has been confined to a treatment facility in Yaba, Lagos State. Abayomi praised the astuteness of medical staff in Yaba for isolating the patient overnight after he began to show symptoms after his second day in the country.
Cemex may reopen Wampum plant
23 January 2020US: Residents of Shenango, Pennsylvania attended a public hearing regarding Cemex USA’s plan to begin limestone mining at a 593 acre site in the township. New Castle News has reported that the proposal is part of a planned reopening of the company’s 0.9Mt/yr integrated Wampum plant, decommissioned in 2010 after 136 years’ operation, located nearby in Lawrence County. Cemex USA director of cement resources Mark Davies said that Cemex has plans that would generate ‘as much as US$109m’ for Lawrence County and Pennsylvania. Cemex’s legal staff advised residents that 100 new jobs and at least US$100m was at stake.
Resident alleges insufficient checks made on use of glass at Holcim Süddeutschland Dotternhausen plant
16 January 2020Germany: A Zollernalb, Baden-Württemberg resident who mounted legal action against Tübingen Council in June 2019 over LafargeHolcim subsidiary Holcim Süddeutschland’s use of waste glass in cement production at its 1.1Mt/yr integrated Dotternhausen plant has submitted ‘extensive reasoning’ for the challenge. The Schwarzwälder Bote has reported that Holcim Süddeutschland allegedly did not complete the proper tests before introducing glass to cement production at Dotternhausen in late 2017. The claimant ‘noticed a rise in heavy metal levels.’
At a subsequent council meeting, a Holcim Süddeutschland employee bore witness to the presence of a defective bag filter. By receiving glass ground to grains of a certain fineness, the claimant alleges that Holcim Süddeutschland was able to bypass federal waste regulations necessitating contaminant checks. They said the company was ‘taking citizens for idiots.’
