India: The state government of Himachal Pradesh has issued a show cause notice to Adani Cement subsidiaries ACC and Ambuja Cements. The notice requires the producers to submit grounds for the government not to pursue 'appropriate administrative action' against the companies over the planned closures of their respective 4.4Mt/yr Gagal and 1.6Mt/yr Darlaghat cement plants. The administration says that it is prepared to take such action as is necessary to 'safeguard lives and livelihoods' across the various sectors impacted by the move.

The regional government said, "It is indeed alarming that you have not taken the state government or its functionaries into confidence before taking such a major decision involving the lives and livelihoods of so many stakeholders. Moreover, you have not even tried to approach or exhaust various forums, avenues, or channels available with the state machinery in order to resolve whatever concerns, grievances or issues that they might have."

The state of Himachal Pradesh owns the land on which the Gagal and Darlaghat cement plants are built and the associated limestone reserves.

India: Adani Cement has published its plans for the closure of two integrated cement plants in Himachal Pradesh. The Hindustan Times newspaper has reported the plants as ACC's 4.4Mt/yr Gagal cement plant in Bilaspur District and Ambuja Cements' 1.6Mt/yr Darlaghat cement plant in Solan District. The management of the Gagal cement plant said that losses ensuing from high operating costs, including transport costs, are the reason behind the decision to shut down that plant. ACC employs 1000 company staff and contractors at the site, and an additional 4000 truck drivers in its cement despatch operations. 3500 truck drivers also work in delivering cement from the Darlaghat cement plant. The Gagal cement plant alone reportedly despatches 5000t/day of cement for the Himachal Pradesh, Haryana and Punjab markets.

The Bilaspur District Truck Operators' Society said "The transport sector of Bilaspur is heavily dependent upon the Gagal cement plant. It's the source of livelihood for thousands of people, including operators, drivers and conductors. This decision should be reconsidered in the interest of the people." It added "Most roadside restaurants and mechanics' shops will also lose business. We never thought that this plant could ever stop functioning. It has been part of our landscape and economy for decades now."

India: Adani Cement has announced the launch of a dedicated waste processing subsidiary called Geoclean. Geoclean will process waste for recycling and use as alternative fuel (AF) in its cement production and alternative raw materials in its production of other building materials. Geoclean inherits the projects and all 14 waste management plants of its predecessor company Geocycle India. The Orissa Diary newspaper has reported that Geoclean aims to help Adani Cement to co-process 3.7Mt of AF over the five-year period up to the end of 2027. This would raise its subsidiaries ACC and Ambuja Cements’ AF substitution rate to 30%, from 6% in 2021.

India: ACC has appointed Ajay Kapur as its chief executive officer (CEO). He succeeds Sridhar Balakrishna in the post. Kapur is already the CEO of ACC’s parent company Ambuja Cement. His appointment as CEO and an independent director at ACC is intended to enable the two companies to work together better and improve synergies.

Ajay Kapur holds over 25 years of experience in the cement and construction, power and heavy metals sector. He joined Ambuja Cement in 1993 as an executive assistant to the then managing director (MD). He held various strategic positions over the past two decades, and from 2014 to 2019, he served as the CEO and managing director of the company. Prior to joining Adani Group in June 2022, Kapur was CEO - Aluminium and Power and MD - Commercial at Vedanta. Most recently he served as CEO of Special Projects at Adani Ports and Special Economic Zone. Kapur is an economics graduate from St Xavier's University in Mumbai and holds a Master’s of Business Administration (MBA) from the KJ Somaiya Institute of Management. He has also attended the Advanced Management Programme at the Wharton School of the University of Pennsylvania.

India: Adani Group is negotiating with several international banks to extend and refinance loans worth US$3.5bn that it used to buy Ambuja Cement and ACC. The Business Standard newspaper reports that the company hopes to extend the bridging loans it originally secured to a tenure of five years. Adani Group purchased the former subsidiaries of Switzerland-based Holcim for around US$6.5bn in September 2022. It later said it planned to invest a further US$2.5bn into its new cement business to double its production capacity.

Egypt: Arabian Cement Company (ACC) has signed an amendment to its 2019 contract with Amarenco SolarizEgypt (ASE) to establish a solar photovoltaic (PV) unit at its Suez plant. The amendment to the agreement aligns with updated regulations recently issued by the Egyptian Electric Utility and Consumer Protection Regulatory Agency (EgyptERA) to encourage and support self-built solar energy projects as Egypt hosts the United Nations Climate Change Conference (COP27) in Sharm El Sheikh.

ACC already generates 20.6MW of power from a solar PV plant, representing 3% of its total power needs and saving 5500t/yr of CO₂. Construction of a second site, capable of saving 13,000t/yr of CO₂, will now begin in early 2023. The actual commissioning and start-up of operations is expected in September 2023.

“As part of our sustainable development strategy, we are continually assessing opportunities to develop Egypt’s cement industry with projects that integrate sustainable and environment-friendly solutions and renewable energy resources given their significant environmental, social impact and on the economy at large,” said Sergio Alcantarilla, the chief executive officer of ACC.

India: A violent disturbance brought an end to a public hearing over ACC's plans to establish a new integrated cement plant in Masturi, Chhattisgarh, on 3 November 2022. Police reportedly used 'mild force' to subdue protestors who claimed that ACC has acted illegally. The Free Press Journal has reported that land recorded by ACC as 'barren' in document submissions is allegedly used by residents for cultivation of rice and other crops.

Limestone mining has already commenced at the Masturi site.

India: Adani Group plans to invest US$12.1bn across the various sectors in which it operates in the state of Karnataka before 2030. Press Trust of India News has reported that the company has confirmed that expansions to its cement operations will be included under the investment package.

Adani Group's four cement facilities in Karnataka share a cement production capacity of 7Mt/yr.

India: Shree Cement has appointed Neeraj Akhoury as its designated managing director. Hari Mohan Bangur has also been appointed as chair and Prashant Bangur as Vice Chair. All these personnel changes are subject to approval by the members of the company. In addition, Gopal Bangur has resigned as chair and will become Chairman Emeritus.

Akhoury holds nearly 30 years of professional experience in the cement and steel sectors. He began his career in 1993 at Tata Steel, working for both the cement and steel divisions. He joined Lafarge India in 1999 and worked as member of the Executive Committee responsible for corporate affairs followed by sales. In 2011, he moved to Nigeria as the head of Lafarge AshakaCem. Later, he was appointed as Strategy & Business Development Director for the Middle East & Africa at Lafarge’s headquarters in Paris. He became the head of LafargeHolcim Bangladesh in 2015 and then was appointed as the head of ACC in 2017 and Ambuja Cement in 2020.

Akhoury is a graduate in economics from Allahabad University and holds a Master of Business Administration (MBA) from the University of Liverpool. He has also studied one-year General Management Program at XLRI Jamshedpur and is an alumunus of Harvard Business School.

India: ACC recorded consolidated sales of US$1.56bn in the first nine months of 2022, up by 8.3% year-on-year from US$1.44bn in the first nine months of 2021. The producer's cement sales were US$1.44bn, up by 7.2% from US$1.35bn. A 24% cost increase, to US$1.49bn from US$1.2bn, caused ACC's profit for the period to fall to US$64.8m, down by 66% from US$191m in the first nine months of 2021.

ACC said that its power and fuel costs rose by 51% to US$443m, its freight costs rose by 8.5% to US$376m and its raw materials costs rose by 24% to US$243m.

Looking forward to the fourth quarter of 2022, chief executive offcier Sridhar Balakrishnan said “The post-monsoon quarter will see the traditional rebound for the sector. Recent cooling off in energy costs will impact us positively."
