Cembureau welcomes EU CBAM agreement
19 December 2022Europe: Cembureau has welcomed a satisfactory conclusion to talks over the new Carbon Border Adjustment Mechanism (CBAM) under the European Union (EU) Emissions Trading Scheme (ETS). Negotiators from different EU institutions agreed to a gradual CBAM implementation, which will officially commence in October 2023. Free allocations of ETS credits to the EU cement sector and other industries will phase out between 2026 and 2034. During this transition period, CBAM duties will apply to imported products in proportion to EU production not covered by free allocation.
Cembureau's chief executive Koen Coppenholle said “The agreements on CBAM and ETS are essential to create a global level playing field on CO2 and support our sector in its transition to carbon neutrality. It is positive that the EU institutions strengthened some key aspects of CBAM. We however regret that the adopted texts do not provide a structural solution for exports. Some EU countries export up to 50% of their domestic cement production and these will be at risk should no concrete export solution be found before 2026.”
Coppenholle added “Looking ahead, we need to focus on CBAM implementation and its water-tightness, to ensure the mechanism fully equalises CO2 costs between EU and non-EU suppliers. It is also essential that policymakers support EU industries like cement, which are confronted with unsustainably high energy costs at a time some of our trading partners are launching massive subsidy programmes. CBAM, ETS and a strong innovation fund are essential parts of the puzzle, but we look forward to European Commission proposals for a truly ambitious industrial policy, as requested by the European Council in its meeting of 15 December 2022.”
Indian government to implement new cement standards
19 December 2022India: The government is planning to introduce new quality standards for cement. Reuters has reported that the central government plans to implement the change before the end of December 2022. A government source said "Better standards help comply with international standards." It hopes that the cement sector will increase its export opportunities as a result.
Guyanese officials meet Cementos Cienfuegos representatives
29 November 2022Cuba/Guyana: Guyanese government officials attended a meeting with representatives of Cuba-based Cementos Cienfuegos on 25 November 2022. The Guyana Chronicle newspaper has reported that the Cuban government advised the Guyanese officials of the feasibility of importing Cuban building materials, including cement, into Guyana.
Vicem awards 6Mt cement and clinker import contract in Philippines
24 November 2022Philippines: Vietnam Cement Industry Corporation (Vicem) has awarded a three-year, 6Mt cement and clinker import contract to Fenix (CEZA) International and Gold Falcon Trading Corp. The agreement will have effect from 2023 until 2025. Việt Nam News has reported that Vietnam's Minister of Construction, Nguyen Thanh Nghi, and National Assembly chair, Vuong Dinh Hue, attended the contract's signing in Manila.
Declining demand, primarily from China, has diminished Vietnam's cement exports over past months. Vietnam produced 130Mt of cement in 2021, but consumed just 65Mt.
Safi Çimento acquires Sancim Bilecik Çimento from Aşkale Group
21 November 2022Türkiye: Safi Holding subsidiary Safi Çimento has acquired former Aşkale Group subsidiary Sancim Bilecik Çimento. The TR Monitor newspaper has reported that Sancim Bilecik Çimento's Bilecik plant commands 1.2Mt/yr-worth of integrated cement capacity, with an additional 300,000t/yr in grinding capacity. It serves the Central Anatolia, North Aegean and South Marmara markets, as well as export markets. Safi Holding indicated that export sales and marketing operations will continue at its newly acquired subsidiary.
Belarus cement exports to Russia on the rise
16 November 2022Belarus/Russia: Exports of cement from Belarus to Russia increased by 61% to 0.43Mt in September and October 2022 compared to the same period in 2021. Eurocement has also warned that Russia’s total imports could rise to 2.2Mt in 2022, comprising 1.5Mt from Belarus, according to RIA. The Russia-based cement producer forecast that total imports could rise to 5Mt in 2023, split mainly between imports from Belarus and Iran. Eurocement noted that it had encountered problems with rising imports already in 2022.
Taiheiyo Cement reports loss in first half
10 November 2022Japan: Taiheiyo Cement’s sales in the first half of its financial year to 30 September 2022 rose by 10.6% year-on-year to US$2.57bn from US$2.32bn in the same period in 2021. Its reported an operating loss of US$2.14m compared to a profit of US$176m previously. Its domestic and export sales volumes of cement fell by 0.5% to 6.56Mt and 27% to 1.41Mt respectively.
By region the group said that, although demand was consistent for its business in the western US, sales volumes fell due to poor weather. In China sales volumes dropped to the effects of the country’s zero coronavirus policy upon the market. Sales decreased in Vietnam, partly due anti-dumping duties imposed by the Philippines upon imports.
Argentine cement sales drop in October 2022
08 November 2022Argentina: Shipments of cement fellby 1.3% year-on-year to 1.14Mt in October 2022. This was the first decrease following nine consecutive months of year-on-year growth, according to the Portland Cement Manufacturers Association (AFCP).
In the first 10 months of 2022 the country produced 10.9Mt of cement, a rise of 9.5% year-on-year compared to the same period in 2021. The entire volume was consumed domestically with no exports.
The AFCP’s provisional projections for 2022 show a total production estimate of 13.2Mt that, if realised, would represent growth of 8.9% year-on-year compared to 2021, as well as the highest volume since 2017.
Pakistan’s cement dispatches fall in October 2022
07 November 2022Pakistan: Cement dispatches declined by 18.5% year-on-year across Pakistan in October 2022, according to data from the All Pakistan Cement Manufacturers’ Association (APCMA). Total cement dispatches during October 2022 were 4.25Mt, compared to 5.22Mt in October 2021. Local dispatches fell by 3.98Mt in October 2022 from 4.60Mt in October 2021, a fall of 15.5%. Exports fell by 40.7% from 611,000t in October 2021 to 362,000t in October 2022.
During the first four months of the current fiscal year, which began on 1 July 2022, Pakistan’s total cement dispatches - domestic and exports - were 13.9Mt, down by 23.1% from more than 18Mt during the corresponding period of the prior fiscal year. Domestic dispatches during this period were 12.5Mt against 15.9Mt a year earlier, a reduction of 21.4%. Exports were 36.0% lower than in the first four months of the 2021 - 22 fiscal year, falling to 1.38Mt.
Chinese cement producer imports Zimbabwean coal
03 November 2022China/Zimbabwe: A cement producer in China has imported 20,000t of coal from Zimbabwe. The Zimbabwean Coal Producers Association said that the Port of Beira, Mozambique, despatched the order. Mining News has reported that the shipment is a trial, with other orders also anticipated.
