Cemex UK to implement MP Connect driver card by 2022

15 July 2021

UK: Cemex UK says that use of MP Connect contractor and haulier cards will be mandatory across its operations by the start of 2022. The Mexico-based Cemex subsidiary is presently rolling out the cards in its London and Southern ready-mix locations. It previously launched them at aggregates sites in its Central and Southern business areas. The system is now live at 39 sites and is used over 2000 times weekly, according to the company. It said that the initiative will help to streamline internal processes and enhance management of hauliers and contractors, legislative and site requirements are complied with.

Supply chain director Dave Hart said “Safety is Cemex’s number-one priority and we are always looking for ways to make our processes in this area more streamlined and effective. Implementation of the MP Connect system across our business will ensure that all drivers meet the standards set through checks of qualifications and competencies, while also providing them with more support and making their visits to different sites easier.” Cemex said that this will ‘enable the business to continually raise standards and lead the industry in safety and compliance.’

The MP Connect system was launched by the Mineral Products Qualifications Council (MPQC) in late 2020. It is intended to provide a single unified record of driver and operator working achievements that, when presented on a reader at site, can be viewed by logistics personnel. The information on the card then allows the logistics team to grant access, safe in the knowledge that the correct safety criteria applicable to the site, have been met by the person carrying the card.

Cemex UK trials FHOSS cyclist warning system on seven vehicles in UK truck fleet

01 June 2021

UK: Cemex UK has agreed to trial a new cyclist warning system produced by road safety specialist FHOSS. The supplier says that the system alerts truck drivers to cyclists in their left-hand side blind spot. For the trial, Cemex UK will install the system in a Rugby-based cement tanker, a London-based rigid tipper and six London-based mixers.

UK and France Supply Chain Director David Hart said, “This new safety technology from FHOSS supports our road safety strategy, which is all about helping save lives.” He added, “Operating large cement tanker and aggregate tipper fleets means we are always looking at innovative technology that will aid the driver and protect vulnerable road users.”

Cemex UK to sell Attenborough Nature Reserve to Nottinghamshire Wildlife Trust

18 December 2020

UK: Cemex subsidiary Cemex UK has concluded a deal with the Nottinghamshire Wildlife Trust for the sale of its Attenborough Nature Reserve near Nottingham. The trust received a Euro828m grant from Biffa Award towards the acquisition. The Site of Special Scientific Interest (SSSI) on the River Trent is home to over 1000 species including bitterns and otters. The former sand and gravel quarry became a nature reserve in the 1960s when it was opened by the broadcaster and natural historian David Attenborough.

Cemex Europe regional land development and permitting director Stephen Redwood said, “After more than half a century of partnership, we are enormously pleased to see the transfer of this amazing and award-winning site to the Trust being completed. To see Attenborough evolve into such an important nature reserve in such close proximity to major population centres has been most rewarding.” He continued, “Our partnership with the Trust - which has included the establishment of the impressive Visitor Centre with support from the company’s own Landfill Communities Fund - has been a major success and we look forward to the Trust taking ownership as the site moves on to the next phase in its development.”

Cemex UK invests Euro0.65m in rail transport in 2020

05 November 2020

UK: Cemex UK has invested around Euro0.65m in its UK rail transport network between 1 January 2020 and 31 October 2020, upgrading the Crawley, Cambridge, Dove Holes, Salford, Selby and Sheffield railheads. The company spent Euro0.44m on the Dove Holes railhead upgrade, “extending the rail loading wall to increase the shovel loading and storage capacity and installing track working modifications to provide more flexibility to operations” at the site in Derbyshire. It said that the investments are “part of a rolling four-year development programme, with plans in place to spend similar amounts each year.” This will include further upgrades to the Sheffield and Selby railheads in 2021. The company said that the aim is “to increase safety standards and reliability while providing opportunities to grow and enhance service levels.”

David Hart, Cemex’s Supply Chain Director for UK & France, said, “As a result of the investment into our rail network this year we have been able to grow volumes and make our service more reliable, which in turn has halved our unplanned outage costs and incidents. These developments will also ensure our railheads lead the industry for safety standards and are more robust. Rail is an integral part of Cemex UK’s supply chain network and we are committed to increasing our service further, capitalising on the time, capacity and efficiency benefits this form of transport offers.”

14 September 2020

UK: The Competition and Markets Authority (CMA) has announced that it will consider the undertakings offered by Breedon Group to which its deal with Cemex UK for acquisition of several of the latter’s ready-mix and aggregates operations would be subject. The regulator explained its ruling by saying, “There are reasonable grounds for believing that the undertakings might be accepted by the CMA under the Enterprise Act 2002.” This may lead to the completion of the acquisitions, which were agreed on 21 January 2020.

Breedon Group’s Cemex UK acquisition faces regulatory challenge

27 August 2020

UK: The Competition and Markets Authority (CMA) has said that Breedon Group’s acquisition of a minority of Cemex UK’s ready-mix and aggregates operations “may lead to a substantial lessening of competition in the supply of ready-mixed concrete, non-specialist aggregates or asphalt in 15 local markets across the UK” in a letter to the group. The Herald newspaper has reported that the potentially affected markets are in localities where Breedon Group is already dominant, such as eastern Scotland and the East Midlands.

CMA senior director Colin Rafferty said, “As consumers source the majority of these materials locally, it’s vital to ensure that enough competition will remain at the local level so there’s enough choice and prices remain fair.” If it fails to respond to the CMA’s concerns by 2 September 2020, Breedon Group will face an in-depth Phase 2 investigation into the deal.

CMA to investigate Breedon’s Cemex acquisitions

23 January 2020

UK: The Competition and Markets Authority (CMA) has issued Initial Enforcement Orders (IEOs) to Breedon Group and Cemex over the former’s acquisition of a minority of UK ready-mix and aggregates operations, as well as a cement terminal, belonging to the Mexican cement giant for Euro211m. Breedon Group said that the IEO was expected and would govern, among other things, the ‘form and scope of the information that can be shared between Breedon and Cemex’ in defence of customers’ interests, according to The Construction Index website.
