UK: Cemex UK has announced the publication of Environmental Product Declarations (EPDs) for its cement products manufactured at the Rugby and Tilbury plants. The EPDs are for the cement delivered in bulk tankers, covering over 80% of its manufactured cements.
Head of sustainability for Cemex Europe, Paul Fletcher, said "Achieving third-party verification through the International EPD System provides independent and transparent information of our cement’s environmental performance over the entire lifecycle of the product."
Building codes and low-embodied carbon building materials
15 November 2023Last week the US General Services Administration (GSA) announced that it was investing US$2bn on over 150 construction projects that use low-embodied carbon (LEC) materials. The funding is intended to support the use of US-manufactured low carbon asphalt, concrete, glass and steel as part of the Inflation Reduction Act. For readers who don’t know, the GSA manages federal government property and provides contracting options for government agencies. As part of this new message, it will spend US$767m on LEC concrete on federal government buildings projects following a pilot that started in May 2023. This is relevant because the US-based ready-mixed concrete (RMX) market has been valued roughly at around US$60bn/yr. One estimate of how much the US federal government spent on concrete was around US$5bn in 2018. So the government buys a significant minority of RMX in the country, and if it starts specifying LEC products, this will affect the industry. And, at present at least, a key ingredient of all that concrete is cement.
This isn’t the first time that legislators in the US have specified LEC concrete. In 2019 Marin County in California introduced what it said was the world’s first building code that attempted to minimise carbon emissions from concrete production. It did this by setting maximum ordinary Portland cement (OPC) and embodied carbon levels and offering several ways suppliers can achieve this, including increasing the use of supplementary cementitious materials (SCM), using admixtures, optimising concrete mixtures and so on. Unlike the GSA’s approach in November 2023 though, this applies to all plain and reinforced concrete installed in the area, not just a portion of procured concrete via a government agency. Other similar regional schemes in the US include limits on embodied carbon levels in RMX in Denver, Colorado, and a reduction in the cement used in RMX in Berkeley, California. Environmental services company Tangible compiled a wider list of embodied carbon building codes in North America that can be viewed here. This grouping also includes the use of building intensity policies, whole building life cycle assessments (LCA), environmental product declarations (EPD), demolition and deconstruction directives, tax incentives and building reuse plans.
Government-backed procurement codes promoting or requiring the use of LEC building materials for infrastructure projects have been around for a while in various places. The general trend has been to start with measurement via tools such as LCAs and EPDs, move on to government procurement and then start setting embodied carbon limits for buildings. In the US the GSA’s latest pronouncement follows on from the Federal Buy Clean Initiative and from when California introduced its Buy Clean California Act in 2017. Outside of the US similar programmes have been introduced in countries including Canada, Germany, the Netherlands, Sweden and the UK. On the corporate side members of the World Economic Forum’s First Movers’ Coalition have committed to purchasing or specifying volumes of LEC cement and/or concrete by 2030. Examples of whole countries actually setting embodied carbon emissions limits for non-government buildings are rarer, but some are emerging. Both France and Sweden, for example, introduced laws in 2022 that start by analysing life-cycle emissions of buildings and will move on to setting embodied carbon limits in the late 2020s. Denmark, Finland and New Zealand are also in the process of introducing similar schemes. The next big move could be in the EU, where legislators are considering embodied carbon limits for building materials as part of its ongoing revisions to its Energy Performance of Buildings Directive or the Construction Products Regulation legislations. Lobbying, debate and arguing remains ongoing at present.
To finish, Ireland-based Ecocem spent a period in the 2010s attempting to build a slag cement grinding plant at Vallejo, Solano County, in the San Francisco Bay Area of California. The project met with considerable local opposition on environmental grounds and was eventually refused planning permission. The irony is that slag cement is one of those SCM-style cements that Marin County, also in the San Francisco Bay Area, started encouraging the use of just a few years later. Ecocem held its inaugural science symposium in Paris this week. A number of scientists who attended the event called for existing low carbon technologies to be adopted by the cement and concrete sectors as fast as possible. One such approach is to lower the clinker factor in cement through the use of products that Ecocem and other companies sell. A point to consider is, if Marin County’s code or the GSA’s recent procurement directive came earlier, then that slag plant in Vallejo might have been built. Encouraging the use of LEC building materials by governments looks set to proliferate but it may not be a straightforward process. Clear and consistent policies will be key.
Cemex achieves environmental impact labelling coverage across main products in its most important markets
21 September 2023Mexico: Cemex said that it has successfully implemented labelling showing the environmental impacts of all of its main products across its ‘most important markets.’ Depending on prevailing practices in each market, products’ packaging either displays an Environmental Product Declaration (EPD) or Cemex’s own third-party validated CERO2 designation.
General director Fernando González Olivieri said “We are committed to being the leading partner in sustainable construction for our clients. In this way, our clients have environmental impact information that they can use to develop sustainable construction.” He added “We continue to expand our portfolio of sustainable products, allowing our clients to effectively design and manage the carbon footprint of their construction projects.”
Holcim (Colombia) labels 100% of cement and concrete with environmental product declarations
14 August 2023Colombia: Holcim (Colombia) says that it has achieved 100% coverage of its cement and concrete range with environmental product declarations (EPDs).
CEO Marco Maccarelli said "This is in line with our global commitment to be a zero carbon company, and a vision of what we can contribute to sustainable construction in Colombia and the world.” He added "We want this new step we are taking to not only have a positive impact on the work of our customers, but also to contribute to sustainable construction, to obtaining environmental certifications for buildings and to inspiring the entire industry to work towards a more sustainable world today and in the future."
James Hardie publishes Sustainability Report 2023
10 August 2023Australia: James Hardie has published its Sustainability Report 2023, recording its progress towards achieving its sustainability goals up to the end of the 2023 financial year on 31 March 2023. The producer's Scope 1 and 2 CO2 emissions dropped by 26% compared to 2019 levels, against a new target of a 42% drop by 2030. Environmental product declarations (EPDs) covered 94% of its sales, ahead of a target for the year of 80%. The company launched a new goal to include 30% minority-identified people in its US management.
Chief sustainability officer and vice president, environmental social and governance, Jill Kolling said “Sustainability is a continuous journey, but a necessary one to drive value for our stakeholders, while delivering on our ambition to be a more resilient company. From our boardroom to our manufacturing plants, we are giving sustainability a place at the table to drive meaningful impact and instill accountability across all facets of our organisation.”
India: Four UltraTech Cement cement products have received Environmental Product Declaration (EPD) certification. UltraTech Cement's ordinary Portland cement (OPC), Portland pozzolana cement (PPC), Portland slag cement (PSC) and Portland composite cement (PCC) all successfully underwent lifecycle assessment studies in line with EPD requirements.
The Aditya Birla subsidiary said that 70% of its cement sales consist of blended cement. It offers over 70 different GreenPro certified products across its range.
Romania: Holcim Romania has published four new environmental product declarations (EPD) for its products, including ECOPlanet cement and ECOPact concrete. It says it is the first construction materials manufacturer in the country to do so. The subsidiary of Switzerland-based Holcim first started makings its EPDs available in 2014 for cement, concrete and aggregate products. These were revalidated in 2019 and again in 2022.
Egypt: Suez Cement says it is the first grey cement company in Egypt and Africa to obtain an environmental product declaration (EPD) certificate in accordance with international ISO standard. Four certificates have been issued for cement products manufactured at the company’s Helwan, Kattameya and Suez integrated plants. These are: CEMII BP 42.5N; CEMIIIA 42.5N; CEMII AL 42.5N; and Masonry 12.5X.
“With this certification, our customers will be able to make an informed choice of one of the lowest carbon footprint materials and reduce the environmental impact of emissions in their investments,” said Mohamed Hegazy, the managing director of Suez Cement.
Mexico: Holcim Mexico has launched ISO14044-compliant full-lifecycle Environmental Product Declarations (EPDs) for its ready-mix concrete range. The company says that the EPDs will help designers and builders to inform their materials selection processes. The Redacción newspaper has reported that data from five cement plants contributed to the declarations.
Concrete and aggregates director Manuel Sirtori congratulated the team for "demonstrating leadership by promoting transparency and reducing emissions in the construction industry."
Growing Portland limestone cement production in the US
16 February 2022Argos USA announced this week that its integrated Roberta plant in Alabama is set to produce 100% Portland limestone cement (PLC) by June 2022. As part of the transition three of its terminals in North Carolina will also switch over at the same time. The company also expects that all of its plants will convert to PLC in 2023. Cement sites including Newberry in Florida, Harleyville in South Carolina and Martinsburg in West Virginia are already producing PLC.
The change by Argos marks the latest example in an ongoing trend of US-based cement companies moving entire plants to PLC production. In September 2021 LafargeHolcim US said that its integrated Midlothian plant in Texas was preparing to convert to full PLC production and that it would be the first plant in the US to do so. It later confirmed that the plant had done so by the end of 2021. In October 2021 GCC said that its Trident Plant in Montana would fully move to PLC in early 2022. Then in November 2021 Titan America said that its Pennsuco cement plant in Florida would make the change possibly by 2023. Moving into 2022 brought the news that LafargeHolcim US’ Ste. Genevieve plant in Missouri and its Alpena plant in Michigan had each transitioned to PLC production. Lehigh Hanson then rounded up the bunch earlier this month, at the start of February 2022, when it announced that a PLC was the primary product now coming out of its Mason City plant in Iowa. It even invited a US Member of Congress to celebrate!
The current expansionist phase of PLC usage in the US dates back to late 2020 when the Portland Cement Association (PCA) launched a dedicated website to promote the use of the blended cement by discussing its applications and benefits. It then released a new environmental product declaration in March 2021 and PLC received a mention in the PCA’s Roadmap to Carbon Neutrality when it was released a year later in October 2021. Lots of work went into PLC prior to 2020 though, both by the PCA and others. The first commercial production of PLC in the US started in 2005 and PLC gained its own blended cement specification in 2012. Notably, the PCA has been tracking the state acceptance of PLC by the Department of Transportation and it grew markedly during the 2010s.
The US is playing catch-up with PLC. In Europe its usage dates back to the 1960s. Cembureau, the European Cement Association, reported usage of around 30% in 2004. More recently in 2020, the VDZ, the German Cement Association, reported a similar figure domestically with the proportion of blended cement shipments including limestone, shale and multiple additives at 31.6%. In the US it is hard to gauge the scale of the current move towards PLC by producers, due to limited publicly available data. A PCA survey reported PLC production of 0.89Mt in 2016. If all the plants mentioned above convert fully to PLC and maintain their rated production capacity that would be something like 14Mt/yr of PLC in 2023 or 11% of the US’s total cement capacity. For comparison, the United States Geological Survey (USGS) reported total shipments of all blended cements at 3.3Mt in 2020 and a total of 5.4Mt for the first 11 months of 2021. Plus, remember that PLC is just one blended cement among others, like those that use slag or fly ash.
Recent developments show that a large change is coming towards the US cement market in the update of blended cements. It’s been a long time coming but the last six months have seen brisk increases in PLC production at scale. The exact data is not available but one might expect something around triple the current number of production plants making PLC if the US market heads towards European levels. This rough estimate doesn’t take into account existing partial PLC production levels. At the same time the US cement sector should see a fall in its emissions due to PLC’s 10% reduction in CO2 emissions compared to ordinary Portland cement
