Bolivia: The Bolivian National Institute of Statistics (INE) recorded total national cement production of 3.3Mt during the first 10 months of 2022, up by 12% year-on-year from 2.9Mt in the corresponding period of 2021. Meanwhile, cement sales rose by 5.6% year-on-year to 3Mt, from 2.84Mt. Compared to 2019 volumes, cement sales fell by 5.6% from 3.96Mt. Nonetheless, Bolivian Cement and Concrete Institute (IBCH) general manager Marcelo Alfaro said that the results 'consolidated the rebound' that began in 2021. Cement sales volumes previously dropped by 23% year-on-year to 3.03Mt in 2020, amid successive Covid-19 lockdowns.

Fábrica Nacional de Cemento (FANCESA) commercial manager Álvaro Cuéllar said "FANCESA is making the necessary efforts to meet its share of the domestic market." Cuéllar added "We are close to 9Mt/yr of capacity for a market that in 2019 approached 4Mt/yr. That is why we have many kilns stopped and the industry is working at half speed."

India: The state of Himachal Pradesh will lose US$11.7m-worth of anticipated tax revenues in the first month of Adani Cement’s on-going closure of its Darlaghat and Gagal cement plants. In previous months, the 1.6Mt/yr Darlaghat cement plant paid US$3.29m/month in goods and services taxes, US$1.75m/month in electricity duties, US$1.45m/month in value-added tax (VAT) on diesel, US$640,000/month in mining royalties and US$363,000/month in goods carried by road and additional goods taxes. Meanwhile, the 4.4Mt/yr Gagal cement plant paid US$1.9m/month in goods and services taxes and mining royalties, US$1.57m/month in VAT on diesel, US$1.47m/month in electricity duties and US$701,000/month in goods carried by road and additional goods taxes.

The Tribune India newspaper has reported that, despite attending several rounds of talks with the state administration, Adani Cement has yet to signal any intention to resume operations at the plants. Both facilities have been closed since 15 December 2022.

Chad: Société National de Cimenterie (SONACIM) has placed an order with a China-based machine parts supplier for a part for its Baoré grinding plant’s generator. Alwihda News has reported that previously ordered the part from a supplier based in Egypt, which since failed to make the delivery. Cement production has been suspended at the plant since early July 2022, pending delivery of the missing part.

SONACIM’s deputy director general Koye Ndaye Benoît said “As soon as the part arrives, production will be restarted.”

430 people are employed in SONACIM’s operations in Chad.

India: Adani Cement has published its plans for the closure of two integrated cement plants in Himachal Pradesh. The Hindustan Times newspaper has reported the plants as ACC's 4.4Mt/yr Gagal cement plant in Bilaspur District and Ambuja Cements' 1.6Mt/yr Darlaghat cement plant in Solan District. The management of the Gagal cement plant said that losses ensuing from high operating costs, including transport costs, are the reason behind the decision to shut down that plant. ACC employs 1000 company staff and contractors at the site, and an additional 4000 truck drivers in its cement despatch operations. 3500 truck drivers also work in delivering cement from the Darlaghat cement plant. The Gagal cement plant alone reportedly despatches 5000t/day of cement for the Himachal Pradesh, Haryana and Punjab markets.

The Bilaspur District Truck Operators' Society said "The transport sector of Bilaspur is heavily dependent upon the Gagal cement plant. It's the source of livelihood for thousands of people, including operators, drivers and conductors. This decision should be reconsidered in the interest of the people." It added "Most roadside restaurants and mechanics' shops will also lose business. We never thought that this plant could ever stop functioning. It has been part of our landscape and economy for decades now."

South Korea: Cement producers say that an on-going truck drivers' strike will force them to suspend production from 5 December 2022 if it continues for another week. Yonhap English News has reported that Industry Minister Lee Chang-Yang spoke to industry representatives on a visit to Asia Cement's Jecheon cement plant in Chunbuk. The cost of missed deliveries after four full days of the strike on 28 November 2022 was US$34.6m.

Thailand: Siam Cement Group (SCG) recorded total national cement consumption growth of 6% year-on-year throughout the first nine months of 2022. The producer partly attributed the comparatively high figure to nationwide building site closures during the first nine months of 2021. In its management discussion and analysis of its third quarter 2022 results, the group noted commercial construction as the main driver of demand growth. Its cement consumption rose by 8% year-on-year, cement use by infrastructure projects grew by 6% and cement demand for residential projects rose by 5%.

Public construction supplies 40% of Thai domestic cement demand, with commercial and residential construction together accounting for the remaining 60%.

SCG previously reported that Thai cement demand had dropped by 5% year-on-year during the first half of 2022.

Philippines: Cemex Holdings Philippines subsidiary APO Cement has suspended operations at its 25,000 bag/day Davao cement terminal. The Philippines Star newspaper has reported that the cement producer and importer cited low sales volumes, along with high operating costs, as the cause of its decision. It added that an 'influx' of Vietnamese cement imports had precipitated the situation. Cemex's Philippines supply chain vice president Edwin Hufemia said that the suspension will allow the company to keep its focus on its cement plant and other facilities in the Philippines.

Hufemia said “We remain committed to supporting the country’s development programme and the administration’s Build, Better, More infrastructure programme, and we assure the public that there will be no disruption to the supply and delivery of our cement."

India: Gujarat Sidhee Cement again closed its Sidheegram cement plant on 11 September 2022. The producer says that the temporary suspension of production will last until 1 October 2022.

China: Sichuan Yadong Cement’s plant in Sichuan has restarted production following a suspension of electricity to industrial users due to a heat wave. The local authorities stopped supplying industrial plants in late August 2022. The subsidiary of Taiwan-based Asia Cement Corporation also reduced staff levels at the plant to cope with the extreme weather event.

India: Gujarat Sidhee Cement has stopped production at its Sidheegram cement plant in Gujarat for at least one week. The producer will use the suspension for repair and maintenance of the plant.
