29 April 2024Uzbekistan: China-based Conch International Holdings and Zhejiang Shangfeng Building Materials have successfully inaugurated their new 2.5Mt/yr Andijan cement plant, near Nayman on the border with Kyrgyzstan. Trend News has reported the cost of the plant as US$250m.

26 April 2024Uzbekistan: Investigative reporting by Radio Free Europe/Radio Liberty (RFE/RL) has found evidence of a company linked to President Shavkat Mirziyoyev's son-in-law carrying out ‘secret state contracts.’ These included a US$36m ‘overpriced’ natural gas supply contract for Qizilqumsement. The company, Ultimo Group, is reportedly without website or public profile and co-owned by a retiree with no business background. RFE/RL described its network of associated international companies as ‘Byzantine.’

Uzbekistan increases nine-month production so far in 2023
31 October 2023Uzbekistan: The State Statistics Committee has reported that cement plants produced 9.2Mt of cement during the first nine months of 2023, up by 5.9% year-on-year from the corresponding period of 2022. The Uzbek Building Materials Producers’ Association says that the new 1.4Mt/yr Karakalpak cement plant will further add to full-year production volumes in 2023 when it comes online later in the year.
China Energy International Group Samarkand Cement installs kiln at upcoming Samarkand cement plant
02 October 2023Uzbekistan: China Energy International Group Samarkand Cement has installed a 3Mt/yr kiln at its upcoming Samarkand cement plant. Local press has reported that the kiln is the largest at a cement plant in Uzbekistan. The Samarkand plant will cost US$313m to build. Parent company China Energy and the government of Uzbekistan previously indicated that construction would conclude in 2024. The plant will produce ordinary Portland cement (OPC) of the local designations M-400 and M-500. It will use coal as fuel in its cement production and directly employ 500 people.
Qatar National Cement may invest in Uzbekistan
02 October 2023Uzbekistan/Qatar: Qatar National Cement has been named among businesses that have attended meetings with the Uzbekistan Minister of Investment, Industry and Trade. UzDaily News has reported that the minister is visiting Qatar for talks with his Qatari counterpart, as well as ‘large companies’ from the heavy industry, energy and food sectors. The Uzbekistan government is reportedly evaluating the prospects for joint implementation of large investment projects in priority sectors of the economy.
Ceremony for cement plant project in Kattakurgan
27 September 2023Uzbekistan: Hengyuan Cement has held a ground-breaking ceremony at the site of its up-coming cement plant in the Kattakurgan district of Samarkand. The plant, a joint-venture between Chinese and Uzbek partners, will have a capacity of 3Mt/yr and cost US$350m to construct. Cement will be sold in the local market and, according to developers, exported to as far afield as the European Union.
At the opening ceremony, the Hokim of Samarkand region Erkinjon Turdimov and Chinese partners noted that cooperation between Uzbekistan and China has been developing steadily in recent years. The project will lead to 600 new direct jobs. The long-awaited cement plant was first announced in 2018, but has repeatedly been delayed, particularly by the Covid-19 pandemic.
