Israeli Ministry of Environmental Protection orders Nesher-Israel Cement Enterprises to reduce Ramle cement plant's emissions
07 August 2023Israel: Nesher-Israel Cement Enterprises has received an order from the Ministry of Environmental Protection to reduce emissions from its Ramle cement plant. BALLEG News has reported that the plant violated pollution rules over non-focal emissions and particle emissions values. Nesher-Israel Cement Enterprises also reportedly failed to submit data about defects, malfunctions and abnormal emissions, following 'several incidents.'
The producer previously paid a US$1.64m pollution fine in August 2022.
Australia: Alternative cement and concrete producers have welcomed a new Australian civil engineering standard that allows builders to use reduced-CO2 geopolymer concrete in infrastructure projects. Wagners, which produces Earth Friendly Concrete (EFC), said that the revision has removed on if its key barriers to wider market acceptance. EFC replaces 100% of cement with supplementary cementitious materials, including ground granulated blast furnace slag (GGBFS) and pulverised fly ash, by virtue of its binder technology. Wagners previously supplied EFC for the London Power Tunnels project in the UK, based on local technical approval-based building codes. The producer now expects a new standard like the Australian one to follow in the EU.
East African Portland Cement Company to resume full-scale operations at Athi River cement plant
01 August 2023Kenya: East African Portland Cement Company (EAPCC) says that it is ready to resume full-scale cement production at its 600,000t/yr Athi River cement plant. The Standard newspaper has reported that the plant is currently operating at 50% capacity, following refurbishment. EAPCC replaced a 16m-long section of kiln shell in the plant's clinker line, at a cost of US$3.5m. Managing director Oliver Kirubai said that the company raised the funds through the sale of land located in Athi River.
Kirubai said "Our employees have cut back a lot, in a situation where we have been struggling even to pay their salaries. We are now back on our feet." He added "A number of companies owed us millions of Shillings. They have been ordered to pay us by the government. If they honour the agreement, the problem we are facing will be a thing of the past.”
EAPCC says that it expects the scale-up of production at the Athi River plant to help lower the cost of cement for its customers.
Mexican government to offer Vulcan Materials US$390m for Quintana Roo quarry and terminal
01 August 2023Mexico: The Mexican ambassador to the US is due to make US-based Vulcan Materials an offer of US$390m to sell a 2400 hectare parcel of land in Quintana Roo to the government. The land includes a disused limestone quarry and the Riviera Maya cement terminal, which is currently used by Cemex. The government's Ministry of the Environment ordered the closure of the quarry in May 2022, when it also banned Vulcan Materials from despatching limestone.
Mexican President López Obrador said that Vulcan Materials 'shouldn't reject the offer.' He added "We’ll buy everything from them, we’ll pay immediately and we’ll turn 2000 hectares into a natural protected area. They’ll be able to say "We’re contributing to stopping climate change." And we’ll only keep one part, to carry out an ecotourism development with a cruise ship pier.”
Associated Press News has reported that Vulcan Materials has filed a valuation showing the land to be worth US$1.9bn.
India: ACC says that it will not carry out an independent investigation into its parent company Adani Group. US-based short-seller Hindenburg Research accused the group of stock manipulation and accounting fraud involving a 'labyrinthine network' of shell companies in January 2023. Prior to making its accusations, Hindenburg Research obtained a short position on Adani Group. An investigation into Adani Group's activities by the Securities and Exchange Board of India will conclude on 14 August 2023. Filings have also been submitted to the Supreme Court of India.
The Business Standard newspaper has reported that ACC said "Pending final outcome of regulatory investigations and related proceedings, the company has decided to not carry out any separate independent investigation in the matter, and the financial results do not carry any adjustments in this regard." It added "The expert committee submitted its report in the matter dated 6 May 2023, finding no regulatory failure."

Vietnam: The General Statistics Office (GSO) recorded national cement production volumes of 69.9Mt during the first seven months of 2023. This corresponds to a decline of 5.8% from seven-month 2022 levels. Việt Nam News has reported that July production was 10Mt, down by 2.9% year-on-year.
Throughout 2022, Vietnam produced 116Mt of cement, and increased its production volumes by 5.8% year-on-year.
India: Local press has reported that a 'leading Indian conglomerate' may have concluded a deal to enter the cement industry in the union territory of Jammu and Kashmir. The Kashmir Monitor newspaper has reported the value of the deal as US$30.4m.
At present, the Jammu and Kashmiri cement sector is comprised of state-owned J&K Cements and five private companies. J&K Cements previously ceased production at its 400,000t/yr Khrew cement plant in Pulwama amid 'financial difficulties.' It has since sought a buyer for its business.
Vietnam government issues directive over management of state assets in the construction industry
28 July 2023Vietnam: The government has directed state-owned businesses, including Vietnam Cement Industry Corporation (Vicem), to take measures to mitigate potential losses of state assets in construction. The Vietnam Investment Review newspaper has reported that a recent audit concluded that companies' equitisation processes created scope for such losses within the sector.
Holcim Deutschland secures government funding for Höver cement plant carbon capture project
25 July 2023Germany: The Ministry for Economic Affairs and Climate Action has approved funding for Holcim Deutschland's Höver cement plant carbon capture project. The test phase of the project is scheduled to commence in early 2024. Holcim Deutschland, together with project partners Cool Planet Technologies and Helmholtz-Zentrum Hereon, carried out preliminary testing in 2022. They reported 'positive' results in May 2022.
Plant manager Stephan Hinrichs said "The funding commitment from the federal government is great news for Holcim and our partners. We are doing real pioneering work for the entire cement industry, and look forward to the next step on our way to becoming a climate-neutral company."
Imperial College London team secures government funding for carbon negative cement development
20 July 2023UK: A team at Imperial College London has won a US$1.27m grant for its research into developing carbon negative cement from silica. The research won the Department for Energy Security and Net Zero (DESNZ)’s Carbon Capture, Usage & Storage (CCUS) Innovation 2.0 competition. The Imperial team sources its silica from natural olivine. It says that the compound behaves in the same way as other supplementary cementitious materials. Meanwhile, magnesia from the decomposition of the olivine can serve as a carbon sink in the form of magnesium carbonate. It, in turn, could serve as a raw material for concrete block production.
The DESNZ’s Net Zero Innovation Portfolio, of which the CCUS Innovation 2.0 competition is a part, has a budget of US$1.29bn.
