Pakistan: Cement producers dispatched a record 5.74Mt in October 2020. Exports rose by 12% to 875,000t from 784,000t. The Nation newspaper has reported that the figure brings Pakistan’s total dispatches for the first four months of the 2021 financial year, from 1 July 2020 to 31 October 2020, to 19.3Mt, up by 20% from 16.1Mt in the first four months of the 2020 financial year.

The All Pakistan Cement Manufacturers Association said that cement consumption may increase further if the government rationalises duties and taxes and withdraws excise duty.

Pakistan: The Competition Commission of Pakistan (CCP) has conducted a search of the All Pakistan Cement Manufacturers Association (APCMA) headquarters in Lahore, Punjab Province as part of it investigation into alleged anticompetitiveness by cement producers. The Daily Frontier Star has reported that the aim of the search was “to gather evidence of possible communication, arrangement, agreement or understanding between cement producers pertaining to the alleged violation of the provisions of the Competition Act.” The CCP launched the investigation in May 2020 following a request from the Ministry of Industries and Production (MoIP).

Pakistan: Cement producers dispatched 47.8Mt of cement in the 2020 fiscal year, which ended on 30 June 2020, up by 2% year-on-year from 46.9Mt in the 2019 fiscal year. Data from the All Pakistan Cement Manufacturers Association shows that the largest area of growth was in cement exports from southern Pakistan, up by 46% to 5.88Mt from 4.01Mt, while northern exports fell by 22% to 1.97Mt from 2.53Mt. Conversely, domestic dispatches fell by 29% in the south to 5.64Mt from 7.98Mt, and rose by 6% in the north to 34.3Mt from 32.4Mt, thus constituting 72% of total dispatches.

Exports are the theme this week with news that the value of Turkey’s cement exports fell by 26% year-on-year in April 2020. Reporting from the Trend News Agency showed that the export market has been stable so far for the year to date, with some countries, like Kazakhstan, increasing exports and others, like France, decreasing exports. However the change in April may mark the start of a new trend.

As Tamer Saka, the chairman of the Turkish Cement Manufacturers’ Association (TÇMB), said earlier in the year, his country is one of biggest cement exporters in the world and among its most important markets are the US, Israel, Ghana and Ivory Coast. To look at one of these countries, United States Geology Survey (USGS) data shows that cement and clinker imports from Turkey to the US grew by 26% year-on-year to 1Mt for the first quarter of 2020 but that exports fell by 24% year-on-year to 0.11Mt in March 2020. Each of these countries is being affected in different ways by the coronavirus pandemic and at different times. Overall though, Saka’s and the TÇMB’s forecast in February 2020 that exports would rise by 15% year-on-year in 2020 is looking decidedly shaky. Any knock to the export market in Turkey is particularly unwanted given the poor state of the Turkish economy at the moment.

What would be useful to know here is how other major cement exporters are coping with the global situation. Data from the Pakistan Bureau of Statistics shows that Pakistan’s cement exports dropped by 31% year-on-year to 0.36Mt in April 2020. Data from the All Pakistan Cement Manufacturers Association (APCMA) for the same month tells a similar story. Its data shows a 57% drop in exports to 0.25Mt in April 2020, with a bigger share lost by plants in the north of the country than those in the south.

The other country to note is Vietnam. Here, data from the General Department of Vietnam Customs shows that cement exports fell by 9.7% year-on-year to 7.73Mt in the first quarter of 2020. This follows the announcement by Vietnam Cement Association (VCA) chair Nguyễn Quang Cung in May 2020 that all cement plant projects scheduled to begin in 2020 would be suspended. Luckily those currently being built avoided this fate. This has included a new line at Thanh Thang Group Cement’s integrated Bong Lang cement plant, which Germany’s Loesche has just sent a pair of clinker mills to this week.

These changes from the major cement exporters are bad for their host countries but the other side of the chain is how their destinations are affected. For example, Australia’s clinker imports nearly doubled between 2010 – 2011 and 2018 – 2019 to 4.1Mt. This compares to local clinker production of 5.6Mt in 2018 – 2019, according to the Cement Industry Federation and the Australian Bureau of Statistics. With this in mind, this week saw the resolution to a legal dispute between Wagners Holdings and Boral over a cement supply contract. Boral found a cheaper source of cement from Cement Australia in early 2019 and the two parties argued over their contract. This dispute may have nothing to do with foreign import levels but Wagners Holdings, Boral and Cement Australia all operate standalone clinker grinding plants and will all be subject to general market pricing trends. Higher international clinker levels may add pressure to pricing issues surrounding cement supply contracts in Australia and elsewhere.

Finally, cement trade flows aren’t the only commodity that has been affected by coronavirus disruption. The mass movement of workers home and then back to work is expected to complicate India’s return to business, as discussed in last week’s column. In this context it’s pleasing to come across one sign of normality. Local press in Hubei, China reported this week that workers from Huaxin Cement finally flew back to Uzbekistan. They were originally meant to commission a new plant in March 2020 but became stranded at home when they returned for the Chinese New Year. Commissioning of the plant is now planned for later in June 2020.

Pakistan: Data from the All Pakistan Cement Manufacturers Association (APCMA) shows that local cement sales fell by 17% year-on-year to 3.2Mt in March 2020 from 3.9Mt in the same period of 2019 due to a contraction in construction activity, according to the News International newspaper. Exports rose by 5% to 0.51Mt but this is expected to fall as markets decline around the world due to the coronavirus outbreak. Both local sales and exports grew in the first two months of 2020.

The government has introduced an incentive package for the construction industry which is expected to help increase local cement consumption. The cement industry is also anticipating a reduction in federal excise duty, which it described as ‘very high’ regionally.

Pakistan: Cement despatches fell by 9% year-on-year to 34.6Mt in the nine months to the end of March 2019 from 34.8Mt in the same period to March 2018. Data from the All Pakistan Cement Manufacturers Association (APCMA) shows that despatches and exports fell in both the north of the country but that despatches fell and exports rose in the south. Exports more than doubled in the south to 3.14Mt. This was due to a reported start in seabourne clinker sales in the 2018 – 2019 year. Otherwise, overall cement exports to Afghanistan and India declined.

Afghanistan/Pakistan: The share of exports of cement from Pakistan to Afghanistan fell to 24% in the first eight months of the current 2019 Pakistan financial year compared to 48% in the 2018 period. The Cement Manufacturers And Export Association has blamed this on Afghanistan opening its market to imports from other countries including Iran, according to the Frontier Star newspaper. It has urged the government to take measures to cut local production costs and force anti-dumping tariffs on Iranian cement imports.

The association said that the cement industry in Punjab and Khyber Pakhtunkhwa has been most affected by the decline in exports to Afghanistan. Exports from these regions fell by 16% year-on-year in the first nine months of the current Pakistan financial year to February 2019.

Pakistan: The All Pakistan Cement Manufacturers Association (APCMA) has reported that cement exports during first eight months of the current Pakistani fiscal year, from 1 July 2018, saw growth of 52.3% year-on-year compared to the same period of the prior fiscal year. Exports were 4.65Mt compared to 3.05Mt.

In February 2019 exports were up by 69.1% year-on-year at 0.51Mt. The southern part of the country, particularly the Sindh region, fared considerably better than the national picture, as cement exports from the region increased by 185% to 0.35Mt in February 2019. Local consumption in the region was also higher, albeit less dramatically, with sales of 0.67Mt as compared to 0.61Mt a year earlier. However, plants in the north continued to suffer, with exports falling by 16% to 1.86Mt over the eight-month period from 2.21Mt a year earlier. In February 2019 exports from the north declined by 8.7% to 0.17Mt

Among other factors, the export of cement to India has been suspended due to a 200% increase in the import duty, as the Indian government had announced to de-list Pakistan from the status of ‘Most-Favoured Nation.’ The APCMA also said that rain in almost all parts of Pakistan had also affected construction activities.

Pakistan: Local cement despatches grew by 5.9% year-on-year to 40.9Mt in 2018 from 38.6Mt in 2017. Exports increased by 42% to 5.9Mt from 4.6Mt, according to data from the All Pakistan Cement Manufacturers Association. Overall, all cement despatches rose by 9.4% to 46.8Mt from 42.8Mt. By region, despatches and imports grew faster in the south of the country and exports fell by 7.8% in the north. Exports to Afghanistan fell by 12% but exports to India rose by 2% and overseas exports increased by 155%.

Pakistan: Local cement sales fell by 1.41% year-on-year to 19.6Mt in the first half of the reporting year to December 2018. The decline, the first in nine years, has been blamed in a cut in development spending, according to the News International newspaper. The All Pakistan Cement Manufacturers Association (APCMA) said that the decline in domestic cement consumption was more pronounced in the northern region where most of the country’s production capacity is based. Cement sales fell by 5.95% to 15.5Mt in the north but they increased by 20.7% to 4.1Mt in the south. Despite this, exports rose by 48% to 3.6Mt, supported by plants in the south.
