Cement consumption data for the first half of 2025 from Russia has been released this week and it is down from 2024. Added to this, Cemros announced earlier in July 2025 that it is preparing to suspend production at its Belgorod cement plant. What can these and other news stories tell us about the state of the Russian cement sector at present?

Figures from Soyuzcement, the Union of Cement Producers, in the local press reports that consumption fell by 8.6% year-on-year to 27.2Mt in the first half of 2025 from 28.4Mt in the same period in 2024. By region the largest declines were noted in the south (-14%), the Urals (-13%) and in Siberia (-11%). Producer Sibcem released some production data for the first half, also this week, and this reflected the national picture, with a 9% fall.

The national situation has been blamed on a suspension of infrastructure projects, a fall in the domestic building sector and mounting imports. Imports rose by 5.8% to 1.9Mt. Notably those trade flows have been coming in from other countries with restricted access to international markets such as Belarus and Iran. A China-based company Jinyu Jidong Cement in the far-eastern Heilongjiang Province also started exporting cement to Russia in July 2025. Unusually though, for these kinds of stories, exports from Russia have also risen. They grew by 9% to 0.5Mt, mainly to Kazakhstan. The general picture fits with Soyuzcement’s updated forecast for the local market from 2025 to 2027. It expects a decline of 6 - 12% in 2025 as a whole, followed by a change of -6% to +1% in 2026 and then the start of a recovery in 2027 under most scenarios.

One reaction to the shrinking market became apparent earlier in July 2025 when Cemros said it was preparing to suspend production at its Belgorod cement plant. The company plans to use the stoppage to assess the market, reduce its operating costs and consider market diversification options. It blamed the decision on a decrease in demand in the domestic market in Russia along with lower profits and higher imports. Back in May 2025, Cemros, the leading Russia-based cement producer, said that it had 18 plants, a total production capacity of 33Mt/yr and a 31% share of the local market. It also reported that it had two mothballed plants: the Savinsky cement plant in Arkhangelsk and the Zhigulovskiye plant in the Samara region. Although, to be fair to Cemros, up until fairly recently it had been spending money on its plants. It resumed clinker production in mid-2024 when it restarted one production line at its Ulyanovsk plant in mid-2024. Then in May 2025 it said it was getting ready to restart the second line at the site too as part of a €8m renovation project. Once back online the unit will have a total production capacity of 0.8Mt/yr. Another recent plant project by Cemros was the upgrade of a kiln at Katavsky Cement that was completed in June 2025. Elsewhere, Kavkazcement was reportedly planning to invest US$224m on equipment upgrades in April 2025 in response to a large rise in production costs in 2024.

The larger problem facing the Russian construction industry and the building material producers that supply it is the ongoing economic fallout from the war in Ukraine. The head of the country’s national bank said at the start of July 2025 that the nation had broadly adapted to economic sanctions and that inflation was slowing down. Growing cement demand since 2021 broadly supports this view. Yet, governor Elvira Nabiullina warned of further market turmoil ahead due to a slowing economy and high labour costs. This spells uncertainty for the cement sector as underlined by Soyuzcement’s gloomy forecasts for 2025 and 2026. In this kind of environment market mergers and acquisitions seem likely but international sanctions may limit the options. One general remedy the government has been advocating for has been the formation of a common commodities exchange for the Eurasian Economic Union that was suggested in late 2024. However, Soyuzcement has been lobbying against the proposal on the grounds of price volatility, increased competition and a reluctance by producers to join it. The cement sector in Russia faces challenging times ahead.

Russia: Kavkazcement plans to spend US$224m on equipment modernisation after cement production costs rose by 30–34% in 2024, according to local news reports. The producer recorded a production increase of 11% year-on-year to 2Mt in 2024 and aims to grow output by a further 10% in 2025.

General director Sergey Bogomaz said “Cement from Kavkazcement is in demand in many regions of Russia. The main deliveries go to the Rostov Region, Volgograd Region and Krasnodar Krai. In our region, we see an increase in construction volumes. New infrastructure projects are emerging, such as the construction of the first airport in Karachay-Cherkessia.”

Russia: Kavkazcement has announced that it will use its Kavkaz cement plant's annual shutdown in the winter of 2021 - 2022 to upgrade the plant's raw materials mills and kiln lines. The Eurocement subsidiary plans to spend US$7.14m on the work, which also includes the replacement of burners in kilns 2 and 4 and the installation of new drying drums, compressors and electrostatic precipitators. The upgrade will increase the 3Mt/yr plant's cement capacity by 10% and its clinker capacity by 30%. Managing director Vladimir Sokoltsov said that the upgrade focused on minimising the plant's environmental impacts.

Sokoltsov said “We will prepare the plant for the high construction season in April 2022. Our products are used in the construction of the largest industrial, transport and municipalinfrastructure in southern Russia." He continued "We understand that the quality of life of a large number of people depends on the pace of our work.”

Russia: Eurocement subsidiary Kavkazcement produced 0.89Mt of cement in the first seven months of 2020, up by 10% year-on-year from the corresponding period of 2019. General director Nikolay Muradov said, “Despite the difficult epidemiological situation in the region and in the country, Kavkazcement ensured the stability of production processes and increased production. This was made possible by product quality control and systematic work aimed at increasing efficiency at all stages of production, introducing advanced technologies and the high-quality servicing of equipment.”

Russia: Eurocement subsidiary Kavkazcement has announced the launch of a new CEM-II Portland limestone cement product. The company says that the cement has a wide range of applications, from “general purpose structures to objects operating under aggressive environmental conditions: concrete and reinforced concrete structures, monolithic structures, massive foundations and indoor structures, as well as in screeds, plaster mortars and dry building mixes.” Kavkazcement general director Nikolai Muradov said, “The use of cements with mineral additives provides a high-quality concrete surface; in finished products, the risk of efflorescence, cracking and other defects is reduced.” Customers can purchase the product in 50kg or 1t bags.

Russia: Eurocement subsidiary Kavkazcement has announced its acquisition of a Hitachi excavator for use at its clay quarry. The reasons behind the choice of excavator were its high productivity and low operating costs.

Kavkazcement director general Oleg Lopatin said, “The hydraulic excavator will develop clay reserves in areas complicated by large slopes, increasing the economic efficiency of raw material extraction and ensuring the stability of the final product. Kavkazcement systematically modernises all stages of production, which allows us to guarantee high quality and reliability of product deliveries to key construction sites in the south of Russia.”

Russia: Eurocement subsidiary Kavkazcement has reported the successful installation of a remote monitoring system at its 3.1Mt/yr integrated Kavkazcement plant. The system uses near field communication (NFC) tags and identification devices to feed real-time operational data from its four wet kilns to smartphones. Kavkazcement CEO Oleg Lopatin said, “Accurate and timely inspection of the equipment increases the efficiency and stability of the entire cement production line. The mobile monitoring system reduces the time and improves the quality of diagnostics.”

Russia: Eurocement subsidiary Kavkazcement has installed and commissioned a dry kiln to replace its reserve kiln at its plant in the Republic of Karachay-Cherkessia. The new kiln is part of a Euro5.79m investment which will increase the current 3.1Mt/yr integrated plant’s capacity by over 40% to 4.4Mt/yr when commissioned in mid-2020. Oleg Lopatin, Kavkazcement director general, said “A significant increase in the plant’s workload was made possible by the high demand for our cements.”

Russia: Eurocement Group’s subsidiary Kavkazcement has installed a gas-piston power plant at its 4Mt/yr clinker production plant in Karachay in the Karachay-Cherkass republic. The US$20.4m project forms part of a US$39.2m investment in the plant by the company and regional government, which includes the construction of an automated packing and shipping facility. Eurocement Group president Mikhail Skorokhod spoke of the impact of the power plant in terms of ‘improving energy efficiency and environmental friendliness, as well as cutting production costs.’

Russia: Igor Nikolenko has been appointed the new General Director of CJSC Kavkazcement, part of Eurocement. A Eurocement statement stated that the new appointment was highly qualified with a 'deep knowledge of Eurocement group's business processes and long experience in the field of construction materials.'

Igor Nikolenko was born in Belgorod in 1965. Having graduated from Belgorod Technological Institute of Building Materials in Mechanical Engineering in 1990, he came to work in the Belgorod cement plant. He worked as a Deputy General Director and Technical Director of Balcem, a General Director at Savinskiy cement plant and Deputy General Director and Technical Director of Eurocement Ukraine. Most recently he was the head of Mikhailovcement plant from 2012 until 2015.
