UK: The World Cement Association (WCA) has welcomed the introduction of the revised BS 8500 standard, which allows for a wider range of Portland limestone cement (PLC) and ground granulated blast furnace slag (GGBFS) combinations in concrete. WCA chief executive officer Ian Riley, however, described the revision as ‘not breaking new ground but catching up.’ He called on the UK and other jurisdictions to begin enacting performance-based standards.

Riley said “It is good to see BSI making this change to concrete standards, however, this is still a very modest step forward. Firstly, ground limestone has been used successfully as a cement component in many markets for decades. Secondly, in order to produce concrete with the lowest embodied carbon and the highest circularity, we need to move away from standards that require particular recipes.”

Egypt: Arabian Cement Company has hired consultancy A³&Co. to help develop a decarbonisation roadmap for its 5Mt/yr Sokhna cement plant. The roadmap will include the implementation of an integrated environmental, social and governance (ESG) business model, Science-Based Targets Initiative (SBTi)-verified targets, carbon market trading and EU carbon border adjustment mechanism (CBAM) registration. Arabian Cement Company will execute projects to achieve its goals via a strategic partnership with A³&Co and the European Bank for Reconstruction and Development (EBRD).

Arabian Cement Company CEO Sergio Alcantarilla said “We are excited about this partnership with EBRD and A³&Co., which showcases our commitment to environmental stewardship and sustainable development. By embracing cutting-edge solutions and adopting greener processes, we are not only reducing our carbon footprint but also setting new benchmarks for the industry.”

A³&Co. CEO Amr Nader said “Through our collective expertise, we are confident that we can drive meaningful progress towards decarbonisation and the production of green cement, setting a precedent for responsible business practices in the region. The renewed cooperation between Arabian cement and A³&Co. is an additional milestone in our successful collaboration over the past two years. A³&Co. will also develop a Climate Corporate Governance (CCG) framework for Arabian Cement Company, which is the cornerstone for a fully-functioning ESG system in line with international norms.”

US: Sustainable technology developer ClimeCo has welcomed the Climate Action Reserve (CAR)’s launch of the US Low-Carbon Cement Protocol. The protocol will provide guidance on quantifying, monitoring, reporting and verifying emissions reductions associated with the use of supplementary cementitious materials (SCMs) in alternative cement production. ClimeCo says that this will help to establish the eligibility of various waste streams and naturally occurring materials for use in cement.

ClimeCo president and CEO Bill Flederbach said "While demand for cement has never been higher, it remains an exceptionally difficult-to-abate industry. This new protocol demonstrates the power of credible, validated and science-based voluntary carbon credits in accelerating the pace and adoption of environmental reforms. It also confirms ClimeCo's belief that, by engaging the right partners and taking a holistic approach, every industry and every company, even those facing the biggest challenges, can make a huge difference. Europe: The Environmental Coalition on Standards (ECOS) has welcomed the EU’s new Empowering Consumers Directive. Under the directive, EU member states must enact laws preventing companies from labelling their products with climate claims based on offsetting. ECOS called the law a ‘significant measure against greenwashing.’ It called on the EU to further ensure that products neither rely on carbon credits, nor on contributions to sustainability projects, in calculating their impacts.

ECOS programme manager Elisa Martellucci said “The EU has taken aim at greenwashing. Climate neutrality claims based only on carbon offsetting are ambiguous and misleading for consumers because they are not linked to concrete efforts to combat the climate crisis. Instead, they rely on flawed carbon accounting practices that ‘write off’ greenhouse gas emissions. The amazing carbon emissions vanishing act is many companies’ dream – but emissions do not magically disappear. Policymakers have taken a strong stance against this deceptive practice.”

US: Sublime Systems’ Sublime Cement reduced-CO₂ cement has received an ASTM C1157 designation. InterestingEngineering News has reported that this enables builders to use it in various projects in line with international building codes. Sublime Systems’ cement consists of lime and silica produced by electrolysis using non-carbonate calcium compounds.

CEO Leah Ellis said "Our aim is to make a profound and lasting impact on global CO₂ emissions. The ASTM C1157 designation is a validation of our efforts to integrate low-carbon innovation into quality construction materials."

US: UK-based Breedon Group says that it is seeking a ‘beachhead’ acquisition from which to build its own building materials business in the Eastern US. CEO Rob Wood said that the top 10 US building materials companies control 40% of the market there, compared to 75% of the UK market being controlled by five leading companies. The Times newspaper has reported that Breedon Group is due to join the UK’s FTSE 250 share index in September 2023. The producer noted the slow progress of proposed reforms to UK building standards, which it says would enable it to reduce its non-fuel CO₂ emissions by 25%. It also said that the government may fail to co-adopt EU emissions trading scheme (ETS) carbon border adjustment mechanism (CBAM) measures, leaving the UK market more open for third-party exporters of cement and other heavy materials.

Wood said “The North American market has big growth opportunities, backed by the certainty of infrastructure investment.”

Australia: Alternative cement and concrete producers have welcomed a new Australian civil engineering standard that allows builders to use reduced-CO₂ geopolymer concrete in infrastructure projects. Wagners, which produces Earth Friendly Concrete (EFC), said that the revision has removed on if its key barriers to wider market acceptance. EFC replaces 100% of cement with supplementary cementitious materials, including ground granulated blast furnace slag (GGBFS) and pulverised fly ash, by virtue of its binder technology. Wagners previously supplied EFC for the London Power Tunnels project in the UK, based on local technical approval-based building codes. The producer now expects a new standard like the Australian one to follow in the EU.

Europe: Sustainability policy organisation ECOS says that the European Parliament must enact the recommended Sustainable Products Regulation. The parliament received the recommendation from its Environment, Public Health and Food Safety committee (ENVI). ECOS says that the regulation would submit cement to the EU's Ecodesign environmental impact framework.

Environmental Coalition on Standards (ECOS) programme manager Joren Verschaeve said “Members of the ENVI committee have voted to regulate one of the most polluting products on the market. The Ecodesign for Sustainable Products Regulation will provide the cement industry with a stable and predictable framework towards decarbonisation.”

ECOS founded the Alliance for Low-Carbon Cement & Concrete (ALCCC), an association of companies focused on alternative building materials production, in May 2023.

Cement producers in Bangladesh received a surprise at the start of June 2023 when the government budget proposed increasing the duty on imported clinker. The Bangladesh Cement Manufacturers Association (BCMA) reacted this week by calling for the duty on clinker to be reduced, while also calling for the same for a non-adjustable advance income tax (AIT) applied to associated imports and sales.

During a press conference, reported upon by the Financial Express newspaper and other media, BCMA president Alamgir Kabir said that the customs duty on key raw materials for the sector had previously been around 5% of the import value. However, he argued that the new suggested increased tariff was “disproportionate” because it placed the burden at 12 - 13%. He urged the government to treat the cement sector as a "priority sector" given that it was facing higher prices generally due to the aftermath of the Covid-19 pandemic, the energy shocks from the Russian invasion of Ukraine and negative currency exchange effects.

The BCMA’s latest lobbying call may sound familiar because it follows a similar battle against import charges from late 2022. A supplementary duty was introduced in November 2022 when the National Board of Revenue (NBR) changed the way limestone was coded in response to a significant increase in imports from 2020. At the time, the price of limestone imports reportedly nearly doubled. The BCMA may have won this battle because in March 2023 the NBR withdrew its supplementary duty. It did require that importers submit to further scrutiny including an updated Import Registration Certificate and various tax related requirements.

The timing of the NBR’s decision to relax the limestone duty is telling given that the previous month or so six of the country’s seven publicly listed cement producers reported either falling profits or losses for the second half of 2022 or the year as a whole. Only LafargeHolcim Bangladesh bucked the trend with an increase year-on-year in its annual profit after tax in 2022, although it attributed this to 95% volume growth in its aggregates business.

As discussed previously a characteristic of the cement sector in Bangladesh is that the country has no domestic limestone reserves. It all has to be imported. Arusha Ahmed Khan, Shun Shing Group presented a summary of the national industry at the Global Slag Conference that took place in early June 2023 in Düsseldorf. The country has two integrated cement plants and 36 grinding mills operated by 31 companies with a total capacity of 84Mt/yr. At present around 14Mt/yr of new cement grinding production capacity is planned by UK Bangla Cement, MI Cement, Confidence Cement and Dubai Bangla with commissioning dates expected from mid-2023 to mid-2025. Khan revealed that the government switched from British to European standards in the early 2000s leading to a high level (95%) of blended cements on the market. Use of slag cements has grown as more producers commission vertical roller mills and more uptake of slag and other blended cements using secondary cementitious materials (SCM) is expected in the future.

A key vulnerability for a grinding-heavy cement sector, like the one in Bangladesh, is any burden on imports such as logistic costs, currency exchange effects and government tariffs. Sure enough each of these examples has been reported locally. The government says that its proposed higher import tariff on clinker is the first such change in a decade. Cement producers have reacted, predictably, in a negative manner. Whether the authorities go ahead with the planned increase and how well the cement sector could absorb it remains to be seen. There may never be a good time for a tax rise but the BCMA has been able to present the current period as being especially bad.

Uzbekistan: Bekabadcement is carrying out a 'large-scale' upgrade to its 0.7Mt/yr Bekabadcement plant in Tashkent Region. The producer said that the upgrade involves a 20% capacity expansion of the plant's production line to 2500t/day. Austria-based Unitherm CemCon supplied burners for the upgraded line, while China-based Beijing Triumph International Engineering supplied heat exchanger components and a KC 4.1-0955 cooler. The upgrade also involves the installation of new kiln lining, and will transition the plant's cement production from wet to dry process. Germany-based Christian Pfeiffer previously upgraded the Bekabad cement plant's grinding unit in April 2023.

General director Vasily Korobkin "We see that (parent company) United Cement Group (UCG) is interested in the modernisation and development of the enterprise. The group adheres to international standards, so all plans for the development of the plant are built accordingly." He concluded "We expect to become a modern and successful enterprise in Uzbekistan which is capable of becoming a major player in the cement industry of Central Asia.”
