Taiwan: The Customs Administration has imposed five-year anti-dumping duties on Portland cement and clinker imported from Vietnam, according to the Taipei Times. Cement imported from Long Son and affiliate Long Son Industrials faces a 14% tariff, Thang Long Cement will be taxed at 19%, while Vissai Ninh Binh, Xuan Thanh Cement and Vicem Ha Tien Cement will be subject to a 15% rate. All other Vietnam-based producers and exporters will be taxed at 23%.

The Ministry of Finance and Ministry of Economic Affairs confirmed that companies had dumped cement and ‘caused substantial harm’ to local producers in a statement. The Ministry also found no sufficient evidence that the duties would have a markedly negative effect on Vietnam’s ‘overall economic situation.’

An investigation into dumping of cement from Vietnam began in August 2024 after the Taiwan Cement Industry Association applied for anti-dumping duties, citing suspected dumping and harm to domestic industries.

Kyrgyzstan: Imports of Portland cement from China in June 2025 rose 378% year-on-year to 4000t, according to China’s General Administration of Customs. The rise follows a May 2025 delivery of 2000t, after 18 months of negligible or no imports.

Rwanda: The government signed a 15-year industrial quarry licence agreement with cement producer Cimerwa on 17 July 2025, paving the way for a US$190m investment in a clinker plant in Musanze District, according to The New Times newspaper. The agreement aims to reduce cement imports, create jobs and support Rwanda’s infrastructure development through sustainable quarrying practices, according to a statement by the Rwanda Development Board.

Cement imports rose by 42% year-on-year to US$94m in 2024 from US$64m previously, according to data from the Ministry of Trade and Industry. On 16 July 2025, the Cabinet approved new mineral, quarry and exploration licences to boost mining in the country.

Zimbabwe: The government is ‘optimistic’ that Zimbabwe will become self-sufficient in cement by early 2026, according to The Herald newspaper. The Industry and Commerce Minister Mangaliso Ndlovu toured the country’s Chegutu cement plant, currently under construction, where he was upbeat about Zimbabwe’s cement manufacturing capabilities.

Ndlovu said “This project is addressing critical cement shortages that we are experiencing, leading to imports from neighbouring countries. We are happy that by the beginning of 2026, this plant will start producing cement, meaning that more than likely there will be no need to import.”

The plant is owned by China-based Shuntal Investment, and administration manager Yan Bo confirmed it had invested US$70m in the project. The plant will produce 0.8Mt/yr of cement. The project currently employs 300 local people, with total employment across Shuntal’s Zimbabwe operations expected to reach 4000.

Peru: National cement shipments rose by 6% year-on-year to 0.98Mt in June 2025, bringing the 12-month total up by 2%. Cement production reached 0.9Mt, up by 2% year-on-year, while clinker output rose by 24% year-on-year to 0.85Mt. Cement exports increased by 33% year-on-year to 12,000t and clinker exports rose by 166% to 98,300t during the same period.

Cement imports grew by 142% year-on-year to 71,000t, while clinker imports also increased by 496% compared to June 2024, to 0.1Mt.

Russia: Cemros has suspended cement production at its Belgorod cement plant due to market deterioration, reduced profitability and a rising share of imports on the domestic market. The company said that the forced downtime will be used for equipment repairs, with operations expected to resume within a few months.

Cement consumption in Russia fell by 9% in the first half of 2025, and by 10.5% in the second quarter. Consumption in the Central Federal District, including the Belgorod region, dropped by 12% in June 2025, and by 8% in the Belgorod region itself. Cemros expects the decline to reach 13-15% by the end of 2025. The producer attributed the decline to high interest rates, the end of preferential mortgage programmes and a slowdown in construction projects. Cemros said that imports in 2025 have increased year-on-year, with the majority coming from Belarus. Imports from Iran have also increased by 25% since 2024. The producer said that the total volume of imported cement will be around 4Mt by the end of 2025.

Cemros said that all employees will remain on staff with pay and benefits, and some will be relocated to other plants.

Argentina: Cement shipments rose by 12% year-on-year to 0.81Mt in June 2025, according to Portland Cement Manufacturers Association (AFCP) data. The total includes 0.81Mt for domestic use, up 12% year-on-year, and 5250t for export. Imports, which recently returned after a six-year absence, rose by 82% to 147t. Shipments totalled 4.81Mt in the first half of 2025, up by 13% from the same period in 2024.

However, analysts expect ‘weak and erratic’ growth ahead. “The halt in public works, the elimination of the exchange rate gap that prevents reducing costs in dollars in a sector with a high level of informality, and the fall in housing prices are affecting construction,” said consulting firm LCG.

Armenia: The government will extend restrictions on cement and clinker imports from Iran and ‘other countries’ for another six months, from 21 July 2025 to 21 January 2026. The measure aims to support local producers, who reportedly face falling competitiveness and reduced production volumes, according to local press.

Armenian cement output declined by 7% year-on-year to 1.05Mt in 2024, despite a domestic capacity of 2.5Mt/yr and market demand of around 1.4–1.5Mt/yr. Imports from Iran rose by 72% year-on-year to 436,000t in 2024, following a 3.5-fold increase in 2023.

The Ministry of Economy said the restrictions ensure sufficient market supply while maintaining fair competition between domestic manufacturers and importers.

Pakistan: Cement exports rose by 22% year-on-year in the first 11 months of the 2024–25 financial year, which started in July 2024, reaching over 8Mt, according to the Pakistan Bureau of Statistics. Shipments increased by 30% year-on-year from 6.18Mt to 8.0Mt. In May 2025, exports rose by 6% year-on-year to US$34m in value and by 45% month-on-month from April 2025. Overall, national exports grew by 5% while imports rose by 7.5% over the same period.

Peru: National cement shipments rose by 5% year-on-year to 1.01Mt in May 2025 and by 0.7% over the 12-month period, since the start of June 2024, according to national cement association ASOCEM. Cement production reached 929,000t, up by 5% year-on-year and down by 1% in the 12-month period. Clinker production rose by 16% year-on-year to 832,000t but fell by 7% across the 12-month period.

Cement exports dropped by 27% to 7900t year-on-year, while rising by 4% over 12 months. Clinker exports rose by 0.4% year-on-year to 70,600t but declined by 31% across the 12-month period. Cement imports dropped by 28% year-on-year to 9000t and rose by 99% in the 12-month period. Clinker imports rose by 213% year-on-year to 88,000t and increased by 31% across the 12-month period.
