Kazakhstan/Uzbekistan: The head of Kazakhstan’s Cement and Concrete Producers Association (QazCem), Erbol Akimbayev, has claimed that Uzbekistan’s Cabinet of Ministers issued a confidential order in July 2025 that disrupted cement exports from Kazakhstan, ‘severely impacting’ bilateral trade.

Akimbayev alleged that the document requires Kazakh exporters to declare cement at a price 10 times higher than normal and pay taxes accordingly, making exports unprofitable, according to local press.

Akimbayev said “As a result, in August 2025, imports of Kazakh cement to Uzbekistan dropped to zero for the first time in seven years. At that price, no one in Uzbekistan will buy it. But if Uzbekistan acts this way, Kazakhstan has every right to introduce reciprocal measures.”

He added that the association is in discussions with government bodies and industry partners, warning that reciprocal measures could lead to a fall in imports from Uzbekistan. He suggested that Uzbekistan is seeking to protect its domestic producers amid market oversupply ‘by any means necessary.’

Uzbekistan: Czech Republic-based PSP Engineering will build the Jizzakh cement plant for local company Jizzakh Avantage Plus, with an investment of US$183m, according to Forbes Czech Republic. The turnkey project is scheduled for completion at the start of 2028.

The plant will have a production capacity of 1Mt/yr, covering about 5% of Uzbekistan’s annual cement output once operational. Turkish company SanDeks is participating as a strategic partner, while selected Czech companies will contribute to the supply chain. The project is reportedly financed by an international investment fund. Jaroslav Koutňák, technical director and board member of PSP Engineering, said the Jizzakh Avantage Plus plant represents the company’s largest project in Central Asia and the Middle East.

Uzbekistan: Cement plants in Uzbekistan produced 9.16Mt of Portland cement during the first half of 2025, according data from the National Statistics Committee (NSC). The NSC reported that this was 18.2% more than in the first half of 2024, when 7.74Mt was produced. First half production has now increased by nearly 60% in just two years, with just 5.73Mt produced in the first half of 2023.

Uzbekistan: Local cement companies produced 4.76Mt of cement between January and April 2025, up by 5.5% year-on-year from 4.51Mt in 2024, according to the National Statistical Committee. Output was from 3.27Mt in 2023.

Uzbekistan: Cement companies produced 3.65Mt of cement in January - March 2025, up by 62% year-on-year from 2.26Mt in 2024. According to data from the National Statistical Committee, output had previously risen by 31% from 2.03Mt in the first quarter of 2023 to 2.26Mt in 2024.

Uzbekistan: The country's cement companies produced 0.85Mt of cement in January 2025, according to the national Statistics Agency. Cement production increased by 35% year-on-year. In 2023, Uzbekistan produced 0.26Mt and in 2024 it produced 0.63Mt.

Uzbekistan: Cement companies in Uzbekistan produced 16Mt of cement in 2024, according to data from the national Statistics Agency. This represents a 34% year-on-year increase from 2023, when companies produced 11.9Mt.

Tajikistan: The Ministry of Industry and New Technologies has blamed falling cement production in Tajikistan on growth in production in neighbouring Uzbekistan. It also noted rising output in Afghanistan, according to Asia-Plus. Local production fell by 2% year-on-year to 4.35Mt in 2024 from 4.46Mt in 2023. Ministry data shows that exports of cement from Tajikistan dropped by 30% to 0.29Mt from 0.66Mt. In November 2024 Uzbekistan sharply increased customs clearance fees on Tajik cement to US$300/t from US$35/t.

Uzbekistan: Cement sales on the Uzbekistan Commodity Exchange (UZEX) grew by 58% year-on-year to 5.9Mt in 2024, with average monthly sales exceeding 0.49Mt, according to Business World Magazine.

Ahangarantsement held 18% of total cement sales volume, followed by Kyzylkumsement (3%) and Bekabadcement (1%). Tashkent and the Tashkent region observed the highest demand for cement at 34% of purchases, followed by Samarkand (15%) and Kashkadarya (14%). Ferghana held 8%, with other regions purchasing smaller volumes.

Uzbekistan: Cement production reached 14.74Mt between January and November 2024, up 32% year-on-year from 11.17Mt during the same period in 2023, according to the Statistics Agency.
