US: Continental Cement Company will pay a US$74,440 civil penalty and spend at least US$282,000 to procure low-emission buses for a local school district as part of a settlement following alleged Clean Air Act violations. The replacement propane buses will reduce air pollution in areas impacted by excess emissions from Continental Cement’s operations.

According to the Environmental Protection Agency (EPA), it identified inadequate operation of leak detection systems during a December 2022 inspection, which are designed to notify the company of potential hazardous emissions. Without a functioning leak detection system, the facility would be unaware of whether pollutant filters are operating effectively to reduce emissions of particulate matter and other air pollutants.

Niger: The Nigerien government has closed nine commercial establishments in Niamey for 15 days for failing to comply with new cement price caps set in October 2024, with any further infringements leading to a five-year administrative closure. The decision follows traders' continued sale of cement above the capped prices despite measures to lower the cost of living, according to the Journal du Niger newspaper.

Minister of Trade and Industry Asman Seydou said “We do not tolerate any breach of the law. Nigerien consumers have the right to benefit from the prices set by the government, and we will do everything in our power to ensure that they are respected.”

The Ministry of Commerce has introduced a reinforced control system, including a hotline for reporting violations. The government has also granted tax exemptions to cement importers and producers to support domestic production.

Malaysia: Police reported the death of a man at a cement plant in Kinta District on 16 August 2023. The 26-year-old contractor had been cleaning hardened cement from a silo through its manhole, when he fell in and was submerged by cement. Medical staff pronounced him dead after his arrival at hospital. Perak State Occupational Safety and Health Department has issued a stop-work notice to the contractor.

Cement plants in Kinta District include Aalborg Portland Malaysia’s Aalborg Perak plant, Malayan Cement’s Kanthan plant and Tasek Cement’s Tasek cement plant.

US: Titan America subsidiary Roanoke Cement has settled on a fine of US$3640 with the Virginia Department of Environment Quality (DEQ) for the breach of emissions regulations after a kiln gas outlet at its 1.5Mt/yr Troutville plant in Botetourt County, Virginia, recorded an average temperature of 121°C over a nine-hour period on 26 June 2019. Virginia DEQ enforcer Marvin Booth said there was ‘no documented harm to public health or the environment’ resulting from the violation.

US: The attorney’s office of Harris County in Texas filed a lawsuit against Sesco for alleged public safety and environmental violations following multiple complaints to the Harris County Pollution Control Board about dust. Piles of debris in an outdoor area of Sesco’s Houston cement terminal may have caused high dust levels in and around the facility and high pH levels in water located nearby. Houston Business Journal conjectured that the stockpiles might consist of surplus cement being stored unlawfully. Sesco stands accused of operating two silos and three hoppers without proper environmental clearance. Inspections in 2019 uncovered set cement in storm drains at the facility.
