Swiss cement deliveries fell in 2024
14 January 2025Switzerland: Cement deliveries declined by 4.6% year-on-year to 3.6Mt in 2024, impacted by slow economic recovery, uncertainty and high energy prices, according to industry association Cemsuisse.
However, the fourth quarter of 2024 showed a 2.1% year-on-year increase in deliveries to 0.89Mt, reportedly driven by declining inflation and low interest rates, with Cemsuisse stating that it is ‘cautiously optimistic’ about 2025. The proportion of cement types with reduced clinker content rose to almost 97% from just under 96% in 2023. The proportion of cement transported by rail fell slightly to 37.4% from 37.6% in 2023.
Switzerland: After an initial increase earlier in 2024, the Swiss cement industry experienced a decline from July - September 2024 with deliveries falling by 8% year-on-year to 914,625t, according to AWP Swiss News. In its latest report, Cemsuisse attributes this decline to a continued reluctance to invest in construction. Despite this, the organisation notes potential signs of recovery, particularly in infrastructure projects.
Swiss cement deliveries decline
10 July 2024Switzerland: Cement deliveries in Switzerland decreased by 8% year-on-year in the second quarter of 2024, reaching 965,200t. Over the first half of 2024, a decline of 8% to 1.8Mt was also reported. Industry organisation Cemsuisse attributes the drop to economic uncertainties, supply chain disruptions and high energy prices. Although civil engineering projects may stabilise the market, a quick recovery in residential construction is not anticipated, according to a press release given by Cemsuisse on 9 July 2024.
Cement production in Switzerland falls in first quarter
10 April 2024Switzerland: Cement production fell to 786,000t in the first quarter of 2024, representing a year-on-year decrease in volume of 8%. Cemsuisse attributes this decrease to ongoing challenges in planning construction projects amidst uncertainties in interest rates, energy prices and supply chain stability.
Cemsuisse urges CBAM adjustment for cement industry
25 March 2024Switzerland: The decision of the Swiss government in June 2023 against the implementation of a Carbon Border Adjustment Mechanism (CBAM) has been strongly criticised by the Swiss cement association, Cemsuisse. The association warns of a potential relocation of the Swiss cement industry without such a mechanism, referencing a report by Polynomics. This report concludes that a Swiss CBAM is necessary to level the playing field with EU and non-EU cement suppliers. The EU initiated a CBAM test phase in October 2023, aiming to mitigate production relocation risks to countries with less stringent environmental regulations.
The federal government concluded that a CBAM in Switzerland would benefit few emission-intensive industries at the expense of the wider economy, while also facing regulatory and trade policy risks. It plans to reassess the need for a CBAM in mid-2026, in line with the EU's interim CBAM report.
Cemsuisse, referencing the Polynomics report, states that waiting to potentially introduce a CBAM in Switzerland is not an option. Investments in carbon capture and storage (CCS) are deemed essential for Switzerland's net-zero climate goal and without a CBAM, there is a risk of these investments being unviable due to uncertainty over cost recovery.
The report also points to the risk of increased clinker imports from third countries into the EU, which would be processed and then exported to Switzerland without CBAM levies. As an example, Cemsuisse mentions a planned milling station in Ottmarsheim, Alsace. It says that without a CBAM, the production site in Switzerland faces serious threats.
Cemsuisse said “Without CBAM, this certainty is lacking. And without CCUS, long-term production in Switzerland won't be viable. The population has accepted the climate protection law last summer, where the net-zero goal is legally anchored."
Swiss cement deliveries drop slightly in 2022
11 January 2023Switzerland: Cemsuisse, the Swiss cement association, recorded full-year national cement deliveries of 4.15Mt/yr throughout 2022. The figure represents a 0.7% year-on-year decline from 4.18Mt/yr throughout 2021. During 2022, ready-mix concrete batching plants received 73% of deliveries, while building sites received 20%. 37% of cement travelled to its destination by rail.
Cemsuisse said that energy uncertainty and rising inflation impacted on deliveries during the fourth quarter of the year.
Switzerland: The Swiss cement association Cemsuisse has published Roadmap 2050, a plan for the achievement of net carbon neutrality by 2050. As part of the plan, the association says that Swiss cement producers will launch carbon capture and storage (CCS) installations at their plants from 2030. Individual companies’ plans also involve the reduction of products’ clinker factors and alteration of cement kiln fuel mixes.
Cemsuisse lobbied the government to approve producers’ mining permits in order to prevent an increase in imports from 686,000t in 2020. The figure corresponds to 15% of the nation’s 4.70Mt consumption.
Swiss cement deliveries remain stable in 2018
14 January 2019Switzerland: Deliveries of cement rose slightly to 4.29Mt in 2018 from 4.27Mt in 2017. CemSuisse, the local cement association, said that it was expecting lower imports in 2018 due to reduced cement demand. Over half of the deliveries were made by rail at 51.5% but the share of road deliveries increased. Over 70% of local cement production was delivered to ready-mix concrete plants and around a further 20% was sent to in-situ concrete plants at major construction projects.
Switzerland: Cement deliveries grew by 3% year-on-year to 1.22Mt in the second quarter of 2018 from 1.19Mt in the same period in 2017. Deliveries for the first half of the year grew slightly to 2.06Mt according to the CemSuisse.
Update on Switzerland
10 January 2018Recent data from Cemsuisse, the Swiss Cement Industry Association, shows that cement shipments fell by 2.8% year-on-year to 4.3Mt in 2017. The local industry has fluctuated from a high of just below 4.7Mt in 2011 with various peaks and troughs since then as can be seen in Graph 1. The current drop has been blamed on a poor start and end to 2017 despite some rallying activity in the third quarter.

The local industry tends to get overlooked somewhat due to its modest size, its geographically landlocked position and its exclusion from the European Union (EU) despite being surrounded by member states. This is a mistake though because the territory offers lessons on how a developed cement industry can function and co-exist with a large neighbour. In Switzerland’s case it has access to the EU market through a series of bilateral agreements that provide parity with EU legislation. After a potential crisis over immigration following a local referendum in 2014, Switzerland and the EU came to an agreement in 2016 that softened the labour rules for foreigners. Pertinent to the cement industry, the EU and Switzerland signed a deal to link emissions trading systems in 2017. It is currently anticipated to come into force in 2019. Trading in the EU may come at the price of free movement of labour but emissions trading parity will also help to protect Switzerland’s cement plants.
The country has a cement production capacity of 4.3Mt/yr according to Global Cement Directory 2017 data. This divides into three plants operated by LafargeHolcim, two by Ireland’s CRH’s local subsidiary Jura Cement and one by Vigier Cement, a subsidiary of France’s Vicat. Most of these plants are around the 0.8Mt/yr mark, with the exception of Jura’s smaller Cornaux plant.
After a strong performance in 2016 with growing cement sales volumes, LafargeHolcim started 2017 with continued positive cement sales but this failed to compensate for low aggregate sales and falling ready-mix (RMX) concrete sales. CRH reported a similar experience that it blamed on poor weather at the start of the year and a competitive environment. This then led to an 8% fall in cement sales in the first nine months of 2017 with RMX sales and operating profit down too. Vicat’s experience in the country followed that of its competitors, with cement sales rising slightly over the first three quarters but concrete and aggregate sales dropping. Among other reasons it blamed the situation on the completion of road and civil engineering projects.
Cembureau, the European Cement Association of which Cemsuisse is a member, forecast a stable year in 2017 following the wind-down of infrastructure projects with support from the housing sector. However, it then expected the market to soften as demographic trends saw slower growth in population reduce housing demand. This state appears to have arrived early. On the plus side though the industry’s sustainability credentials have grown as the split between truck and train transport of cement hit its highest ratio in favour of rail in 2017 at 53%. The trend switched from truck to train in 2013 and it hasn’t looked back since then.
As a mature economy in the heart of Europe, Switzerland generally pops up in the industry news as the home of the world’s largest non-Chinese cement multinational, LafargeHolcim. That company’s headquarters are in Jona and Holcim had its headquarters in Holderbank. LafargeHolcim’s single largest shareholder, with an 11% share, is the Swiss billionaire Thomas Schmidheiny, who inherited his portion of the family business. He notably called for a better deal for Holcim during the merger negotiations between Lafarge and Holcim in 2015 and boardroom struggles have dogged the combined company ever since. Consideration should also be granted to the country’s other engineering and construction industry related multinationals such as ABB, Sika and the like. By the numbers Switzerland has a case for being one of the world’s most important nations for the cement industry.
