LafargeHolcim and San Miguel Corporation’s Holcim Philippines deal falls through

Philippines: LafargeHolcim’s sale of its 86% stake in Holcim Philippines to San Miguel Corporation for US$2.15bn has fallen through after the Philippines Competition Authority (PCC) failed to approve the deal within 12 months of its conclusion. Reuters News has reported that the agreement, dated 10 May 2020, covered the exchange of four integrated plants and one grinding plant. LafargeHolcim has been divesting assets to pay off debt. The sale of its Holcim Philippines stake would have completed its withdrawal from the South-East Asia market, where its operations across Indonesia, Malaysia, Singapore and the Philippines had been valued at US$4.90bn.

LafargeHolcim has said that three of its four integrated Philippines cement plants have been able to resume operations following the lockdown due to the coronavirus outbreak. It says that it will ‘focus on strengthening operations in the Philippines.’

Eurocement and PIK Group extend cooperation agreement

29 January 2020

Russia: Eurocement has announced the continuation of its cooperation agreement with construction company PIK Group in 2020. The 30.7Mt/yr-capacity cement producer, Russia’s largest, sold 0.2Mt of cement to PIK Group in 2019, bringing the total volume exchanged in the course of their cooperation to 0.8Mt. Eurocement sales vice president Ilya Kosykh said, “We guarantee our customers stable cement performance and uninterrupted deliveries of building materials on time.”

Cembureau warns European Green Deal to encourage investment, certainty and competitiveness

Belgium: Cembureau, the European Cement Association, has called on the European Union’s (EU) Green Deal to incentivise investment in low-carbon technologies, provide long-term legal certainty and foster the industry’s global competitiveness. It said that the new proposal to tackle climate change showed ‘great promise’ and ‘ambitious vision’ but that this needed to be converted into action to support a successful industrial transformation.

The association is concerned about a new carbon border adjustment mechanism. In its view, “the replacement of the existing carbon leakage measures by an untested mechanism would create considerable uncertainty and risks.” Instead it called on the EU to look at a design that complements the existing carbon leakage measures and is fair for third country importers and EU producers.

Aspects of the European Green Deal that the association praised included the recognition that the cement industry is ‘indispensible’ to the European economy. It also liked the European Commission’s (EC) emphasis on the circular economy that fits with work the sector is doing already from alternative fuels usage to recycling concrete.

"The European Green Deal is our new growth strategy – for a growth that gives back more than it takes away. It shows how to transform our way of living and working, of producing and consuming so that we live healthier and make our businesses innovative. We can all be involved in the transition and we can all benefit from the opportunities,” said EC president Ursula von der Leyen in relation to the new policy proposal.

The EC published its recommendations on how to help energy-intensive industries meet the EU’s 2050 climate target in late November 2019. Its key suggestions were to create markets for climate-neutral and circular products, develop large-scale pilot projects on clean technologies and switch to alternative climate-neutral energy and feedstock sources. It added that the pilot projects should be supported by EU funds and given easier access to private financing. These recommendations will be presented to the EU member states, the EU Competitiveness Council and the European Parliament in early 2020.

Saudi Industrial Exports Company extends sales and marketing deal with Al Jouf Cement

Saudi Arabia: The Saudi Industrial Exports Company (SIEC) has signed a one-year sales and marketing contract extension with Al Jouf Cement. It previously agreed with Al Jouf in November 2017 to sell 72,000t/yr to Jordan.

Industria Nacional del Cemento and Housing Ministry sign cement pricing agreement

Paraguay: Industria Nacional del Cemento (INC) has signed an agreement with the Ministerio de Urbanismo, Vivienda y Hábitat (MUVH), the government body responsible for commissioning residential home construction, for preferential cement prices for companies to which the latter awards building contracts. INC president Ernesto Benítez Petters said “Cooperation with the MUVH will strengthen the consumption of cement produced in Paraguay by ensuring it a price and the provision of demand from this type of project.”

UltraTech Cement in talks to buy stake Emami Cement

India: UltraTech Cement is in talks to buy a stake in Emami Cement for up to U$800m. Sources quoted by the Economic Times newspaper say that UltraTech Cement is working with private equity companies, including KKR and Temasek Holdings, on the potential deal. Emami Group is reportedly still deciding whether to sell its entire cement business, a stake or selected assets.

Emami Cement operates a 2.5Mt/yr integrated plant at Risda in Chhattisgarh and a 2.5Mt/yr grinding plant at Panagarh in West Bengal. It acquired a 0.6Mt/yr grinding plant at Bhabua, Bihar in September 2018. In addition, the firm has mining assets in Guntur in Andhra Pradesh and near Jaipur in Rajasthan. Its main markets are in West Bengal, Chhattisgarh, Odisha, Jharkhand, Bihar, Maharashtra and Madhya Pradesh. It markets its products under the Double Bull brand.

Loma Negra reaches agreement with union to keep Barker cement plant open

24 June 2019

Argentina: Loma Negra has signed an agreement with the Asociación Obrera Minera Argentina (AOMA) union and the government to keep the Barker cement plant open. The deal follows three months of negotiations, according to La Nacion newspaper. The cement producer wanted to reduce the number of shifts at the grinding plant. It previously said it had started to close the plant in early-June 2019. The plant will continue to operate with 160 staff working a reduced workload amongst other concessions.

Adelaide Brighton signs cement supply deal with Oz Minerals

Australia: Adelaide Brighton has signed a deal with Oz Minerals to continue supplying cement to the Oz Minerals Prominent Hill Operation. It will last five years with options to extend. In addition to the supply of cement, Adelaide Brighton will also supply aggregate and sand from its Sellicks Hill Quarry and its Price sand operation, as well as auxiliary logistics services.

Tianrui Cement starts clinker supply deal with Ruiping Shilong

China: Tianrui Cement has entered into a clinker supply deal with Ruiping Shilong. It will buy clinker from Ruiping Shilong from 1 April 2019 until 31 December 2021. The price and quantity will be set following negotiations, although a cap of around US$74m/yr has been set. Tianrui Cement’s chairman and his wife hold a significant minority share in Ruiping Shilonga.
