State government to reopen Bheema Cements

22 June 2017

India: The state government of Telangana plans to help reopen the 0.9Mt/yr Bheema Cements plant at Bhavya. Following the recommendations of a committee the government intends to revive the plant subject to certain conditions and payments, according to the Press Trust of India. The plant was closed due to financial losses in 2014. Mining leases allocated to the plant have also expired.

Hail Cement Company secures export licence

Saudi Arabia: Hail Cement Company has obtained an export licence from the Ministry of Commerce and Investment. The licence is valid for one year from the date of issue. No significant financial impact is expected upon the financial results of the company.

Prism Cement receives licence to mine limestone in Madhya Pradesh

28 April 2017

India: Prism Cement has received a letter of intent from the state government of Madhya Pradesh to grant it a lease to mine cement grade limestone at Chulhi and Majhiyar, Satna district for 50 years. The lease covers reserves of about 23.6Mt and it applies to the cement producer’s plants in the state.

Tabuk Cement acquires export license

17 March 2017

Saudi Arabia: Tabuk Cement says it has obtained an export license from the Ministry of Commerce and Investment. The licence will be valid for one year, according to Mubasher. Sales volumes of cement fell by 25% year-on-year to 4Mt in February 2017.

Cross River state secures licences to set up cement plant

Nigeria: The government of Cross River state has secured operational licenses from the Federal Government to build its own cement plant and limestone quarry in the Akamkpa region of the state. George O’Ben-Etchi, Commissioner for Solid Minerals Development, made the announcement following a meeting with the Solid Minerals Development Board, according to the Daily Trust newspaper. The plant and quarry are intended to compliment the state’s Superhighway project.

Egyptian government sells three cement licences for US$28m

02 December 2016

Egypt: The Industrial Development Authority (IDA) has tendered three licences to build new cement plants to El Sewedy Cement, South Valley Cement and Cement Egypt. The licences were sold for a total of US$28m, according to the Daily News Egypt newspaper. IDA chairman Ahmed Abdel Razek said that the three cement plants built using the new licences will have a total production capacity of 6Mt/yr. The new capacity is intended to support local infrastructure projects including the construction of a proposed new capital city.

Fecto Cement goes to high court to resume mining in the Margalla Hills

Pakistan: Fecto Cement has appealed to the Islamabad High Court to allow it to continue mining in the Margalla Hills. In August 2016 it had its mining lease cancelled by the Capital Development Authority (CDA) and a fine was issued. This followed an order by the Supreme Court in March 2015 to stop all development and stone crushing activities, according to the Dawn newspaper. In 2013 the Islamabad Capital Territory issued a mining lease that allowed Fecto Cement to carry out stone crushing activities in the area until 2030.

Fecto Cement issued US$4m fine for ‘illegal’ mining

Pakistan: The Capital Development Authority (CDA) has cancelled the mining lease for Fescto Cement and issued a fine against it of US$4m for illegally operating in the Margalla Hills National Park near Islamabad. The CDA has also requested that the local explosives inspector ask the cement producer to remove explosives dumped in the park area and it has asked police to take action.

A report by the CDA says that the cement producer’s 30 year lease was extended for another 18 years by the director of the Industries and Mineral Development department of the Islamabad Capital Territory in June 2012. However, a forestry director raised objections to the extension.

Asia Cement chases missing mine money

21 June 2016

Thailand: Asia Cement has arranged negotiations with the Ministry of Industry to retrieve a US$8.5m deposit placed as a guarantee for a limestone mine licence application. The cement producer was granted a licence to operate a limestone mine in Nakhon Si Thammarat province in 1997. However, an environmental order nullified the licence and allowed the government to keep the deposit, according to the Bangkok Post.

"The government and Asia Cement have set up legal teams to negotiate and seek solutions that are acceptable to both sides," said Chat Hongtiamchant, director-general of the ministry's Department of Primary Industries and Mines. The subsidiary of Italcementi also wants to drop the mine project due to a change in the market demand.

Industrial Development Authority receives eight requests for cement licences after deadline ends

02 June 2016

Egypt: The Industrial Development Authority (IDA) has received eight requests from local and international companies for Ordinary Portland Cement (OPC) licences after the deadline for applications closed on 31 May 2016. IDA Chairperson Ismail Gaber said the authority would start studying submissions in accordance with the rules and regulations approved by the terms of reference and verify their match to requirements within 60 days.

The technical qualification committee decides on the qualified companies to join the bid for obtaining licences. The IDA has completed the delivery of terms of reference on 14 new licences for the launch of OPC projects in nine governorates, with a total production capacity of 28Mt. The applicants are responsible for the management of its energy needs, where 35 local and foreign companies bought 37 terms of reference.

The IDA had previously extended the application period to 31 May 2016 according to Daily News Egypt.
