Building codes and low-embodied carbon building materials
15 November 2023Last week the US General Services Administration (GSA) announced that it was investing US$2bn on over 150 construction projects that use low-embodied carbon (LEC) materials. The funding is intended to support the use of US-manufactured low carbon asphalt, concrete, glass and steel as part of the Inflation Reduction Act. For readers who don’t know, the GSA manages federal government property and provides contracting options for government agencies. As part of this new message, it will spend US$767m on LEC concrete on federal government buildings projects following a pilot that started in May 2023. This is relevant because the US-based ready-mixed concrete (RMX) market has been valued roughly at around US$60bn/yr. One estimate of how much the US federal government spent on concrete was around US$5bn in 2018. So the government buys a significant minority of RMX in the country, and if it starts specifying LEC products, this will affect the industry. And, at present at least, a key ingredient of all that concrete is cement.
This isn’t the first time that legislators in the US have specified LEC concrete. In 2019 Marin County in California introduced what it said was the world’s first building code that attempted to minimise carbon emissions from concrete production. It did this by setting maximum ordinary Portland cement (OPC) and embodied carbon levels and offering several ways suppliers can achieve this, including increasing the use of supplementary cementitious materials (SCM), using admixtures, optimising concrete mixtures and so on. Unlike the GSA’s approach in November 2023 though, this applies to all plain and reinforced concrete installed in the area, not just a portion of procured concrete via a government agency. Other similar regional schemes in the US include limits on embodied carbon levels in RMX in Denver, Colorado, and a reduction in the cement used in RMX in Berkeley, California. Environmental services company Tangible compiled a wider list of embodied carbon building codes in North America that can be viewed here. This grouping also includes the use of building intensity policies, whole building life cycle assessments (LCA), environmental product declarations (EPD), demolition and deconstruction directives, tax incentives and building reuse plans.
Government-backed procurement codes promoting or requiring the use of LEC building materials for infrastructure projects have been around for a while in various places. The general trend has been to start with measurement via tools such as LCAs and EPDs, move on to government procurement and then start setting embodied carbon limits for buildings. In the US the GSA’s latest pronouncement follows on from the Federal Buy Clean Initiative and from when California introduced its Buy Clean California Act in 2017. Outside of the US similar programmes have been introduced in countries including Canada, Germany, the Netherlands, Sweden and the UK. On the corporate side members of the World Economic Forum’s First Movers’ Coalition have committed to purchasing or specifying volumes of LEC cement and/or concrete by 2030. Examples of whole countries actually setting embodied carbon emissions limits for non-government buildings are rarer, but some are emerging. Both France and Sweden, for example, introduced laws in 2022 that start by analysing life-cycle emissions of buildings and will move on to setting embodied carbon limits in the late 2020s. Denmark, Finland and New Zealand are also in the process of introducing similar schemes. The next big move could be in the EU, where legislators are considering embodied carbon limits for building materials as part of its ongoing revisions to its Energy Performance of Buildings Directive or the Construction Products Regulation legislations. Lobbying, debate and arguing remains ongoing at present.
To finish, Ireland-based Ecocem spent a period in the 2010s attempting to build a slag cement grinding plant at Vallejo, Solano County, in the San Francisco Bay Area of California. The project met with considerable local opposition on environmental grounds and was eventually refused planning permission. The irony is that slag cement is one of those SCM-style cements that Marin County, also in the San Francisco Bay Area, started encouraging the use of just a few years later. Ecocem held its inaugural science symposium in Paris this week. A number of scientists who attended the event called for existing low carbon technologies to be adopted by the cement and concrete sectors as fast as possible. One such approach is to lower the clinker factor in cement through the use of products that Ecocem and other companies sell. A point to consider is, if Marin County’s code or the GSA’s recent procurement directive came earlier, then that slag plant in Vallejo might have been built. Encouraging the use of LEC building materials by governments looks set to proliferate but it may not be a straightforward process. Clear and consistent policies will be key.
Etex joins the First Movers Coalition
03 March 2023Belgium: Etex has joined the First Movers Coalition to help reduce carbon emissions related to cement production. The coalition seeks to explore options to reduce the carbon footprint of cement used in the building and construction industry by as much as 80% compared to the 2021 US emissions baseline. Etex wants to contribute to worldwide advanced research and development developments in the field of cement. Once developed, Etex and other players will help the new technologies gain ground by buying at least 10% near-zero cement per year of their total cement volume by 2030. The plan follows Etex’s 2030 decarbonisation target reduce greenhouse gas emissions (intensity of scopes 1 and 2) by 35% compared to 2018.
Etex is a light buildings materials manufacturer with products such as gypsum wallboard, insulation, building systems, cladding and fibre cement boards.
Update on COP27
09 November 2022Readers may have noticed the 2022 United Nations Climate Change Conference (COP27) is currently taking place at Sharm El Sheikh in Egypt. Many of the cement companies, suppliers and related associations are present at the annual jamboree and getting stuck in. For example, Holcim’s chief sustainability officer Magali Anderson was scheduled on 8 November 2022 to discuss solutions to decarbonise the built environment at the event’s Building Pavilion, Cemex’s chief executive officer Fernando A González took part in the First Movers Coalition (FMC) panel, FLSmidth is down for a number of talks and both the Global Cement and Concrete Association (GCCA) and World Cement Association are busy too.
Stone cold progress, if any, from the conference is yet to emerge although there is still time given that the event runs until 18 November 2022. No doubt some sort of ‘big message’ style international commitment or plan will emerge from the haggling. However, on the cement sector side, the biggest story so far has been the FMC plan for some of its members to procure at least 10% near-zero cement and concrete for its projects by 2030. Both Holcim and Cemex were founding members of the collation of companies that intend to use their purchasing power to support sustainable technologies in hard to abate sectors. Commitments for the aviation, shipping, steel and trucking sectors were set at COP26 in Glasgow, aluminium and CO2 removal followed in May 2022 and chemicals and concrete were scheduled for November 2022. The latter has started to happen with the formation of the FMC’s cement and concrete group. Companies involved include ETEX, General Motors, Ørsted, RMZ Corporation and Vattenfall. Of these, Sweden-based energy producer Vattenfall has publicly said it is going for the 10% near-zero cement and concrete target by 2030.

While we wait for more announcements to escape from Sharm El Sheikh it might be worth reflecting upon one of the targets some of the cement companies have set themselves for 2030. Table 1 above compares the net CO2 emission intensity for cement production at some of the large cement producers. It doesn’t tell us much, other than that the CO2 emission intensity for these companies was in the region of 550 - 600kgCO2/t of cementitious material in 2021. This compares to 580kgCO2/t in 2020 for the GCCA’s Getting the Numbers Right (GNR) data for the companies it covers. The companies featured in Table 1 are all aiming – or appear to be aiming – for 475 - 525kgCO2/t by 2030. This may not sound like much but it has and will require hard work, innovation, investment and risk on the part of the cement producers. This is also before carbon capture, utilisation and/or storage (CCUS) units will have been built at most cement plants. Yes, until the CO2 emission intensity goes to down to zero, if cement production volumes keep rising sufficiently then total gross CO2 emissions from the cement industry will also increase. Yet, gross CO2 emissions from cement production are likely to peak sometime between now and 2030 if they haven’t already.
One sobering fact to end with is that 1990 is now further in the past than 2050 is in the future. If you can remember George Bush Sr as US president or you saw the film Goodfellas at the cinema then that’s the amount of time we have left to reach net zero. The global economic shocks of the post-coronavirus period and the war in Ukraine are stressing the world’s climate targets more than ever before. Let’s see how COP27 reacts to this. So far though, serious commitments to using low-carbon cement and concrete from big companies are a useful step to entrenching these products in the market.
Cemex chief participates in First Movers Coalition panel at COP27
09 November 2022Egypt: Cemex’s chief executive officer (CEO) Fernando A González was part of the First Movers Coalition panel at the 2022 United Nations Climate Change Conference (COP27) in Sharm El Sheikh on 8 November 2022. He participated alongside the World Economic Forum’s president Borge Brende, Microsoft president Brad Smith, ReNew chair and managing director Sumant Sinha, Volvo Group chief purchasing officer Andrea Fuder and US Special Climate Envoy John Kerry.
Cemex is a founding member of the First Movers Coalition, a partnership between the World Economic Forum and the US Office of the Special Presidential Envoy for Climate, John Kerry. It is the only buyers’ club working to scale new technologies across the heavy industry and heavy-duty transport sectors.
As a First Movers Coalition member, Cemex committed to making 32% of its heavy-duty transport purchases zero emissions by 2030. This commitment aligns with the company’s ambitious goals of reducing transport carbon emissions by 30% by 2030 and becoming net zero by 2050, part of its Future in Action program to achieve sustainable excellence and become a net zero CO2 company.
This commitment is particularly challenging, as zero-emission heavy-duty transport is presently unavailable at scale. At the panel, Fernando A Gonzalez talked about how collaboration and innovation are at the core of his company’s efforts. Cemex is already piloting fully electric concrete mixer trucks with partners like Volvo. It is also investing in transition technologies such as natural gas, replacing 200 diesel trucks with this lower-emission alternative in 2022.
Cemex will a host a discussion panel called Working Together to Decarbonise the Construction Value Chain, to be moderated by Thomas Guillot, chief executive of the Global Cement and Concrete Association (GCCA), on 10 November 2022. The panelists will include Diane Hoskins (Gensler Co), Aniruddha Sharma (Carbon Clean), Hubertus Meinecke (BCG) and Adair Turner (Energy Transitions Commission), in addition to Cemex’s Fernando A González.
HeidelbergCement joins First Movers Coalition
19 May 2022Germany: The World Economic Forum and US State Department have welcomed HeidelbergCement as the newest member of the First Movers Coalition. Founded in 2021, the coalition brings together companies across multiple industrial sectors to coordinate the creation of demand for emerging reduced-CO2 production technologies. As part of its membership, HeidelbergCement commits to purchasing zero-emission vehicles for 30% of new heavy-duty truck purchases and 100% of medium-duty truck purchases by 2030.
US Special Presidential Envoy for Climate John Kerry said “I welcome HeidelbergCement to the First Movers Coalition, and its commitment to purchasing zero-emissions trucking solutions that the world must focus on scaling up over this critical decade. The First Movers Coalition is a critical pillar of the world's efforts to advance breakthrough zero emissions technologies to decarbonise many of the largest sectors of the global economy and to put us on a track to achieve net zero emissions by 2050.”
Cemex publishes 2021 Integrated Report
28 March 2022Mexico: Cemex has published its 2021 Integrated Report. Under the report’s Climate Action section, Cemex recorded a 4.7% year-on-year decrease in its CO2 emissions per tonne of cementitious material. Alternative fuel (AF) substitution rose to 29%, while its products’ average clinker factor fell to 75%. It was the first company to complete a global roll-out of its reduced-CO2 cement and concrete range (Vertua). It established Science-Based Targets Initiative (SBTi)-verified well below 2°C 2030 climate action goals and joined the UN’s Race to Zero and the Business Ambition for 1.5°C coalition. It also became a founding member of the World Economic Forum’s First Movers Coalition for zero-carbon economic development.
The year also brought major Sustainability and Circular Economy milestones, including managing 57 times the volume of waste it sent to landfill, positively impacting 25m lives through its Social Impact Strategy and processing 61% of global sales through its Cemex Go digital sales platform. For the second consecutive year, its Net Promotor Score was 68, ‘substantially above’ the construction and engineering industry average.
World: Three cement producers - Cemex, Dalmia Cement and Holcim – are founding members of COP26’s First Movers Coalition public-private partnership. The partnership plans to use its global purchasing power to create markets for emerging CO2 emissions reduction technologies, in order to accelerate and scale collective impact towards the global realisation of emissions reduction targets.
The coalition expects technologies currently on the market to account for 82% of CO2 emissions reduction before 2030 and 50% before 2050, while it expects future technologies to account for 15% before 2030 and 46% before 2050.
