Namibia: The Mineworkers Union of Namibia (MUN) and Cheetah Cement yesterday reached a wage agreement to end a strike that has crippled the company’s Otjiwarongo plant for the past three months. A total of 80 Cheetah Cement’s employees, which is the trading name of the Chinese-owned company Whale Rock Cement (WRC), had been striking after the company and the MUN failed to reach an agreement in negotiations about wage increases and improved conditions of service.

The agreement will see all workers receive a 5% increase in salary, as well as a 5% increase in housing allowances. “We would like to place on record that the company's generous offer is not based on an admission of affordability but rather a commitment to bring an end to the prolonged wage dispute,” said WRC’s general manager Kevin Lee said in a statement.

Other increases include the company paying 80% of employees’ medical aid contributions, the introduction of a new pension fund in January 2023 and back-pay for 12 months at employees’ new rates, to be paid by the company within 14 days.

Namibia: 200 Cheetah Cement employees have gone on strike to protest low wages and lack of pensions and medical aid. The Namibia Press Agency has reported that salaries have fallen behind inflation, having remained level for four years.

Cheetah Cement general manager Kevin Lee called strikers’ demands ‘unrealistic’ and said that the producer had done everything in its power, but now ended in a ‘deadlock’ with workers.

South Korea: A truck driver strike has ended after seven days. The Korea Herald newspaper has reported that the government has agreed to extend a freight rate-based minimum wage system. The total cost to the cement industry was US$70.6m,

South Korea: Korea Cement Association (KCA) members’ cement shipments fell by 90% over two days to 13,000t on 8 June 2022 from 180,000t/day prior to a truck driver strike which began on 7 June 2022. The association claimed that producers lost US$23m-worth of sales in the first two days of the strike, which also affects other industries. 17 ready-mix concrete batching plants in the Seoul area have suspended operations. The Korea Herald newspaper has reported that the association representing the construction industry has also voiced concerns about the supply situation.

Canada: Workers at St Mary’s Cement’s Port-Daniel-Gascons cement plant have voted in favour of taking strike action in a dispute over matters including wages and pensions. Local press has reported that workers and the company, a subsidiary of Brazil-based Votorantim Cimentos, will sit in negotiations on 13 and 14 June 2022. Employees previously rejected a ‘final and comprehensive’ offer from the company earlier in May 2022.

Algeria: Some cement truck drivers have launched protests against a change in the law which limits their vehicles’ loads below the previous maximum weight. The L’Expression newspaper reports that protests include refusals to depart and the establishment of roadblocks. The actions have prevented the export of some Algerian clinker. Lafarge Algérie said that it raised drivers’ pay per tonne of goods following the law change. The company stated that the new level of pay ensures that transporters will not lose out as a result.

Algeria is targeting cement and clinker exports of 10Mt in 2022.

Uruguay: Workers at Administación Nacional de Combustibles, Alcohol y Portland’s (ANCAP) Paysandú and Minas cement plants held two days of strikes without warning in early February 2022. The La República newspaper has reported that the Single National Union of Construction and Annexes (SUNCA) called the action to put pressure on the producer not to sell the businesses to private investors. The potential buyers are reportedly planning to visit the plants.

Jordan: Lafarge Jordan is negotiating with the Jordan government to find a solution to end protests by its employees. The Jordan Times newspaper has reported that the workers went to Parliament to protest their rights, which they claim have been impinged on by the company. Labour Minister Nayef Steitieh urged the parties to establish a compromise in order to resolve the protesters’ demands.

Argentina: Sit-in protesters from the Argentinean Mining Workers Association (AOMA) have blocked access to the hoppers of limestone crushers at Minerar’s Olavarría quarry, according to the Clarín newspaper. The quarry supplies limestone to Loma Negra’s La Amali cement plant.

The cement producer said “The biggest problem is that if they don't solve the problem, and stop the supply raw material, it will complicate cement production."

India: JK Lakshmi Cement resumed dispatches of cement as usual from its Durg cement plant in Chhattisgarh on 19 October 2021. India InfoLine News has reported that this followed the ending of a strike by the Chhattisgarh Cement Transport Association (CTA) on 18 October 2021.

The company said “The illegal strike called by the CTA has since been called off by them. It is hoped that normality will be restored shortly.”
