Tajikistan: The Ministry of Industry and New Technologies has blamed falling cement production in Tajikistan on growth in production in neighbouring Uzbekistan. It also noted rising output in Afghanistan, according to Asia-Plus. Local production fell by 2% year-on-year to 4.35Mt in 2024 from 4.46Mt in 2023. Ministry data shows that exports of cement from Tajikistan dropped by 30% to 0.29Mt from 0.66Mt. In November 2024 Uzbekistan sharply increased customs clearance fees on Tajik cement to US$300/t from US$35/t.

Uzbekistan: Customs authorities have raised the clearance fee for cement imported from Tajikistan by seven-fold. In early November 2024 the fee was increased by US$300/t from US$35/t previously, according to the Asia Plus news agency. A source quoted by the news agency speculated that the move follows a strategy meeting by local cement manufacturers in October 2024. Tajikistan has previously been the main supplier of cement to Uzbekistan. However, as the country has built new cement plants, often supported by investors in China, domestic production capacity is growing. The Uzbek government previously banned cement imports for a short period in mid-2020.

Tajikistan: Cementi Tojik announced the closure of the 1.1Mt/yr Dushanbe cement plant and its disbandment as a company on 26 December 2023. Asia-PLUS News has reported the reason for the company’s departure from the industry as a government regulation issued in mid-2023, which ordered the closure of the plant due to ‘serious’ emissions violations.

Tajikistan: President Emomali Rahmon has officially opened Tojikcement’s new plant in the Ismoili Somoni district of Dushanbe. The 1.2Mt/yr cement plant will replace the company’s existing production site in the city which is due to be closed. Products manufactured at the new unit will include cement of sulfate 500 and 400 brands. Construction work on the new plant started in 2019 and China-based Jiangsu Pengfei and Linsen was the main contractors.

Tajikistan: Cement producers exported 538,000t of cement during the first half of 2023, down by 20% year-on-year from 676,000t during the first quarter of 2022. Uzbekistan received 342,000t (64%) of Tajikistan's cement exports, while Afghanistan received 194,000t (36%). The Tajik government banned cement exports for five days in July 2023, due to a domestic cement shortage that affected important infrastructure projects. Asia-PLUS News has reported that the government now expects producers to export 1.5Mt of cement throughout 2023. The Tajikistan cement industry is expected to produce 4.5Mt of cement in 2023, corresponding to a capacity utilisation of 80% across its 5.6Mt/yr installed capacity.

Tajikistan: The government ordered the immediate shutdown of Tajikcement’s Dushanbe cement plant ‘due to serious air pollution’ on 18 July 2023. Asia-PLUS News has reported that the suspension will likely last until the end of 2023. The government has indicated that an upgrade to the plant’s equipment would be necessary for it to be able to reopen. It previously stated that the plant would have to shut down altogether and relocate to a new site, to be replaced by a confectionary factory.

Tajikistan: The Tajik parliament has ratified an agreement for the construction of a 1.8Mt/yr integrated cement plant at Qubodiyon in Khatlon Province. ASIPLU News has reported that the government signed an agreement with Orien Invest for the plant's construction on 7 September 2022. Orien Invest said that it hopes to attract US$160m-worth of foreign investment in the project. When commissioned, the Qubodiyon cement plant will be Tajikistan's largest and create 1300 new jobs locally.

During the first nine months of 2022, Tajikistan produced 3.2Mt of cement, down by 0.7% year-on-year from nine-month 2021 volumes. Full-year production was 4.2Mt in 2021, in line with the two previous years.

Tajikistan: Cement production fell by 7% year-on-year to 2Mt in the first half of 2022 from 2.16Mt in the same period in 2021. The Avesta News Agency reports no reason for the decline but it noted that the construction sector had grown so far in 2022. The country’s cement industry exports around 1.5Mt/yr to neighbouring countries including Afghanistan, Uzbekistan and Kyrgyzstan.

Tajikistan: Fon-Cement has laid the first stone in the construction of its upcoming Ayni cement plant in Sughd Province. Once operational, the plant will create 120 jobs locally.

Tajikistan: Data from the Agency for Statistics under the President of Tajikistan shows that cement production fell by 5.9% year-on-year to 0.97Mt in the first quarter of 2022 from 1.03Mt in the same period in 2021. The country produced over 4.2Mt of cement in 2021, according to Asia-Plus. However, in April 2022 the government set an export target of 2Mt/yr by 2024.
