Holcim Argentina contractors cause hotel lockdown
20 July 2020Argentina: Employees of two companies hired by LafargeHolcim subsidiary Holcim Argentina to carry out maintenance work at its suspended 2.4Mt/yr integrated Malagueño plant in Córdoba Province have taken up residence at the Hotel Uruguay in the resort town of Villa Carlos Paz, causing the hotel to lock down because they did not have the proper certification from the Centro de Operaciones de Emergencias (COE) provincial coronavirus lockdown authority.
The El Diario de Carlos Paz newspaper has reported that the workers, from Olavarría and San Nicolás, Buenos Aires Province, planned to remain locked down in the hotel for fourteen days. Due to their lack of COE certification, Villa Carlos Paz security locked down the hotel while coronavirus tests are carried out. Holcim Argentina manager of corporate affairs Belén Dagher said, “Following our application in June 2020, the COE and the Municipality of Malagueño gave us the authorisation for the arrival of the workers. The companies hired the hotel, and negative coronavirus tests for all workers were sent to the relevant authorities.” He added, “We are making a special space for them to stay at the plant.”
Holcim Argentina is carrying out essential maintenance work on the Malagueño plant, which is scheduled to reopen in mid-to-late 2020.
Update on South America
15 July 2020Data is starting to emerge from South American countries for the first half of 2020 and it’s not necessarily what one might expect. Countries had different trends in play before the coronavirus pandemic established itself and then governments acted in their own ways with mixed results. Here’s a brief summary of the situation in the key territories.

Brazil’s cement sector looked set to become the big loser as global events seemed poised to dent the recovery of cement sales since a low in 2018. This didn’t happen. The Brazilian national cement industry union’s (SNIC) preliminary data for the first six months of 2020 shows that sales grew by 3.7% year-on-year to 26.9Mt. This is above the growth rate of 3% originally expected. Indeed, the monthly year-on-year growth rate in June 2020 was 24.5%. SNIC is not wrong in describing this kind of pace as being ‘Chinese.’ All this growth has been attributed to the home improvement market as people used their lockdown time to renovate their homes, renovations and maintenance in commercial buildings during lockdown and growing work on real estate projects. The government’s decision to implement weak lockdown measures clearly helped the sector but this may have cost lives in the process.
SNIC’s president Paulo Camillo Penna pointed out that producing and selling cement could co-exist with fighting coronavirus. However, trends such as a slowing real estate sector, less large construction projects and mounting input costs are all seen as potential risks in the second half of 2020. What SNIC didn’t link to the wider fortunes of the local cement industry was the economic consequences of coronavirus. The World Bank, for example, has forecast an 8% fall in gross domestic product in Brazil in 2020 due to its coronavirus, “mitigation measures, plunging investment and soft global commodity prices.”
Peru, in contrast to Brazil, implemented a strong lockdown early in March 2020. Unfortunately, it didn’t seem to work as well as hoped possibly due to informal and structural issues such as reliance on markets, the informal economy and residential overcrowding. This means that production and sales of cement are significantly down without any public health benefit. Both production and despatches fell by about 40% to around 2.9Mt in the first half of 2020 with close to total stoppages in April 2020. In terms of coronavirus, Peru is at the time of writing in the top 10 worldwide for both total cases and deaths, behind only Brazil in South America. It should be pointed out though that Peru’s testing rate is reportedly high for the region and this may be making its response look dire in the short term. All of this is particularly sad from an industrial perspective given that Peru was one of the continent’s strongest performers prior to 2020. One consolation though is that the economy is expected to recover more quickly compared to its neighbours.
Argentina started 2020 with a downward trend in its local market. Cement sales had been falling since 2017, roughly following a recession in the wider economy. Throw in a strong lockdown and sales more than halved at its peak in April 2020. So far this has led to a drop of 31% to 3.83Mt for the first half of 2020 compared to 5.51Mt in the same period in 2019. Unfortunately, a recent spike in cases in Buenos Aires has led to renewed lockdowns in the capital. Due to this unwelcome development and the general economic situation Fitch Ratings has forecast an overall decline in cement sales volumes of 25% for 2020 as a whole.
Finally, Colombia’s cement production fell by 24% year-on-year to 3.90Mt in the first five months of 2020 from 5.14Mt in the same period in 2019. April 2020 was the worst month affected. The country’s lockdown ended on 13 April 2020 for infrastructure projects and on 27 April 2020 for cement production and residential and commercial construction. On 5 May 2020 Cementos Argos said that domestic demand was at 50% of pre-lockdown levels. Data from DANE, the Colombian statistics authority, shows that local sales fell by around a third year-on-year to 0.71Mt in May 2020 from 1.06Mt in May 2019.
Most of the countries examined above follow the pattern of reduced cement production and sales in relation to the severity of the lockdown imposed and the resulting intensity of the coronavirus outbreak. Stronger lockdowns suppressed cement production and sales in the region of 20 – 40% in the first half of the year as governments shut down totally and then released industry and commerce incrementally. The exception is Peru, which has suffered the worst of both worlds: a severe lockdown and a severe health crisis. Local trends have continued around this, like the recovery in Brazil in the construction industry and the general recession in Argentina.
SNIC’s president has said that making and selling cement needn’t be exclusive with public health measures. He’s right but Brazil’s surging case load is an outlier compared with most of its continental neighbours and the rest of the world. Cement sectors in countries with growing economies like Peru and Colombia are expected to bounce back quicker than those with stagnant ones like Argentina. The risk for Brazil is what its government health strategy will do to the construction sector in the second half of 2020.
Russia: Siberian Cement has reported a 4% year-on-year rise in total cement production across its five integrated cement plants to 2.2Mt in the first half of 2020 from 2.1Mt in the same period in 2019. Angarskcement increased production by 9% to 289,000t from 265,000t, Iskitimcement by 8% to 454,000t from 420,000, Krasnoyarsk Cement by 2% to 295,000t from 289,000t and Topkinsky Cement by 1% to 1.0Mt from 990,000t, while Timlyuycement kept production level at 165,000t. The group shipped 101,000m3 of concrete over the period, down by 21% due to the impacts of the coronavirus lockdown on demand.
Vice president Gennady Rasskazov said, “The first half of 2020 turned out to be a difficult period. In April 2020, which traditionally opens the high construction season in Siberia, construction collapsed and demand fell by 20% from April 2019 levels. We closed this gap on a half-year basis due to increased sales after construction resumed. However, the situation remains difficult, it is almost impossible to predict its development.”
Peruvian cement consumption down by 49% in June 2020
10 July 2020Peru: Domestic cement sales were 500,000t in June 2020, down by 59% year-on-year from 984,000t in June 2019. La República newspaper has reported that sales were nonetheless at their highest since the start of the coronavirus lockdown, up by 45% month-on-month from 343,000t in May 2020 and by 4100% from 12,000t in April 2020. Phase two of post-lockdown economic reactivation began in 2020, with the start of works related to public investment and public-private partnerships.
Cementos Argos Colombia publishes progress update
26 June 2020Colombia: Cementos Argos Colombia has reported on its situation and shared its business outlook as it returns to full operations post-coronavirus lockdown. The company says that 1700 people are currently active in operations, with 910 working from home and 660 on furlough. In May 2020 it served 5300 customers, down by 74% year-on-year from 7210 in May 2019. Cement volumes fell by 41% and concrete volumes by 43%. 44 of Cementos Argos Colombia’s 58 concrete plants were operational, and 73 of its 92 work centres.
During the lockdown period the company completed over 100 new infrastructure project supply contracts. Cementos Argos Colombia regional vice president Tomás Restrepo said, “We are confident in a positive future, in our resilience, in the ability to face challenges and that we have extraordinary talent who are aware of the importance of self-care and who work every day on good ideas to continue to be the best allies of our client.”
India: The India Cements recorded a profit of US$4.70m in the fiscal year ending 31 March 2020, down by 49% year-on-year from US$9.18m in the 2019 fiscal year. Sales fell by 10% to US$669m from US$744m. The company attributed the fall in revenue partly to the suspension of operations in the fourth quarter following the beginning of the nationwide coronavirus lockdown in late March 2020.
Digital trends in cement
24 June 2020Many people have been adapting to home working over the last few months due to the coronavirus pandemic and the resulting lockdowns. The digital tools have been present for years but current events were all that was needed to force everyone to try it out en masse, moving much of the back office, supporting and managerial functions to the homes of staff. Some of this communal clerical working may never come back in the views of some commentators. Other functions related to networking, such as sales or knowledge transfer, have moved to different channels like webinars and social networking or have resorted to older methods like using the telephone more. The balance between real world and remote networking may change but a return to some level in favour of the former seems likely.
The core processes of cement manufacture are resistant to this trend as workers need to be on site to mine limestone and maintain production lines. Although, that said, Global Cement Magazine has covered examples of remote commissioning and maintenance of equipment at plants in recent issues. Prior to this there has been steady work on remote monitoring of equipment and plants by both suppliers and producers and moves by cement companies to focus on digital operation such as LafargeHolcim’s ‘Plants of Tomorrow’ Industry 4.0 from 2019 or Cemex’s work on autonomous cement plant operations with Petuum.
Some ways in which cement companies have coped with social distancing recently have been revealed as they have published their best practice guides. Last week, for example, Holcim Philippines was promoting its various online customer interaction tools including its existing sales platform and a new online customer engagement program to ‘provide updates on the company’s directions, share knowledge and best practices on Health and Safety and to bond with business partners while quarantines are in place.’ Other companies have done similar things like the Cemex Go platform. On the supplier side there have been various announcements as companies have pushed their digital offerings. Meanwhile, the companies offering automation or remote operation products have been handed a unique stage to promote their wares.
Another example of cement companies trying something new in digital is the pilot that was announced this week by Siam Cement Group with the Bank of Thailand to test out payment systems using a central bank digital currency (CBDC). This likely has very little to do with the cement industry and much more to do with the sheer size of that conglomerate in Thailand. As the second largest company in the country, it’s an obvious target to try out something new like this at scale. The project will run from July 2020 until the end of the year. It will build on work that the central bank has carried out on Project Inthanon, a project between the bank and the eight financial institutions to study and develop a method for domestic wholesale funds transfer using wholesale CBDC. Any benefits using a CBDC eventually bring to Siam Cement Group and other producers in the country are likely to be limited to finance departments but savings are always welcome wherever they arise.
One cautionary note to consider though is that introducing changes to national currency systems can have impacts upon cement companies through general effects to the economy as a whole. The classic example of this in recent years is that of banknote demonetisation in India in late 2016. Cement production growth declined for about half a year at the time due to the disruption it caused.
The downside of this increased reliance on digital products and platforms is increased exposure to cybercrime. There was a rare good-news story in this area recently when Schmersal Group revealed that it had intercepted a network attack in progress in May 2020. It promptly took its IT network offline and disconnected its various systems, from the telephones, to its business software, to its production processes and automated storage systems, at all of its locations. Systems were then gradually cleansed and restored over the next two weeks. Schmersal’s response is commendable but chillingly it ended its press release by saying that, “the attack demonstrated that standard protection from antivirus programs and a firewall is powerless in the event of a targeted attack with previously unknown malware.” Companies had the same vulnerabilities before the pandemic but the increased reliance on digital platforms has heightened the potential risk. As we mentioned last time we covered this topic companies that admit to large scale malware attacks are hard to find most likely because it looks bad. Although since that article was published, Buzzi Unicem admitted that a ransonware attack on its information systems originating from its Ukrainian operations were delaying its financial disclosures in mid-2017.
In the longer term it will be interesting to see how much of the altered working patterns or methods created by the coronavirus lockdowns remain afterwards. The current situation isn’t quite like the ‘disruptive innovation’ business theory pedalled by Clayton M Christensen that has led in-part to established companies setting up start-up incubators to try and spot the next big new thing. Yet, existing trends are being sped up and this may lead to some surprises that were coming down the road anyway. For example, buying someone shares in video networking tool Zoom would have made a nice Christmas present this year! Hindsight is a wonderful thing.
Vicat publishes business activity update
24 June 2020France: Vicat says that group business activity increased month-on-month between April and May 2020. In a special update on business in the context of the coronavirus, the company said that the outbreak’s impacts varied across the 12 countries in which it operates, all of which locked down due to the pandemic.
In France, the level of business is “slightly lower” than in May 2019 following a steady recovery from a “strong slowdown in mid-March 2020.” Macroeconomic and competition issues continue in Egypt and Turkey, not however due to the coronavirus outbreak, while volumes and prices have generally increased in Switzerland, the US, Brazil and Western Africa, except in Senegal, where the government has cancelled infrastructure projects. Following the pan-Indian lockdown between 24 March 2020 and 17 April 2020, business in India has resumed, albeit at a “level significantly below that of the same period of 2019.”
The group says that it is planning cost-cutting measures and has postponed a planned US price rise to late 2020.
India: JK Cement’s sales rose by 10% year-on-year to US$763m in the financial year to 31 March 2020 from US$691m in the same period in 2019. Its sales volumes of cement decreased slightly to 9.8Mt and its profit after tax nearly doubled to US$63.5m. However, its sales fell slightly in the fourth quarter, sales volumes of cement dropped by 7% year-on-year to 2.9Mt and it reported a significantly reduced standalone net profit.
The cement producer said that its operations had gradually stabilising since coronavirus lockdown measures were relaxed. All of its integrated and cement grinding plants had resumed production and despatch. It noted that due to lower power demands less fly ash was available so it is sourcing this from other locations. Labour shortages are also affecting bag supplies and the availability of drivers. As part of cash conservation measures it has restricted capital expenditure to US$66m in the current financial year.
Philippines: LafargeHolcim subsidiary Holcim Philippines has said that digital innovations enabled it to continue serving its customer base throughout the coronavirus lockdown. The company said that utilisation of its customer service platform grew to 91% year-on-year in May 2020 from 56% in May 2019.
Through its information sharing platform E-Konekta, the company has hosted 40 events covering fields from Holcim Philippines’ corporate vision and health and safety to business networking. Holcim Philippines sales senior vice president William Sumalinog said, “Particularly in times of crisis, a customer’s interaction with a company can trigger an immediate and lingering effect on his or her sense of trust and loyalty. It is vital for us to keep our warm ties with customers so they continue to feel being part of the Holcim family.”
