Foreign workers charged at Siam Cement-CITIC Heavy Industries plant project in Myanmar
10 October 2016Myanmar: Five foreign workers at Mawlamyine Cement, a cement plant being built by Siam Cement and CITIC Heavy Industries, have been charged for violating visa regulations. The workers failed to report the initial arrival of 11 of their colleagues’ to the local immigration authorities, according to the Myanmar Times. Four Chinese and one Thai citizen have been charged with violating three sections of the Registration of Foreigners Rules of 1948 which require the registration of foreigners with relevant immigration officials within 24 hours of arrival at a hotel.
Siam Cement and CITIC Heavy Industries signed a deal in 2013 to build a 5000t/day plant for US$197m. The plant is expected to become operational later in 2016.
India: Orient Cement is to buy three cement plants from Jaiprakash Associates for US$292m. The cement producer will acquire a 74% stake in Bhilai Jaypee Cement for US$217m from Jaiprakash Associates and the Nigrie cement grinding plant from Jaiprakash Power Ventures for US$75m, according to the Press Trust of India.
Bhilai Jaypee Cement, a joint venture between Jaiprakash Associates and the Steel Authority of India Limited (SAIL), has a 2.2Mt/yr integrated Portland slag cement plant in Satna Madhya, Madhya Pradesh and a grinding plant in Bhilai, Chhattisgarh. The acquisition will also give Orient Cement access to limestone reserves and other raw materials including slag. The Nigrie cement grinding plant in Singrauli, Madhya Pradesh, has a capacity of 2Mt/yr.
"The current proposal to acquire BJCL from JAL is a significant step towards accomplishing our current mission of reaching a capacity of 15Mt/yr by 2020," said CK Birla Group chairman CK Birla, owner of Orient Cement. At present, the cement producer has 8Mt/yr from three plants in Telangana, Maharashtra and Karnataka.
ARM Cement secures US$140m from CDC Group
07 October 2016Kenya: ARM Cement has completed an equity deal to secure US$140m in funding from CDC Group. The investment is believed to be the largest equity deal in Kenya and East Africa in 2016, and one of the largest equity deals in Kenya to date. The cement producer intends to use the investment to build a new cement plant in Kitui County.
“This deal is indicative of the increased infrastructure development in the East African region. The demand for quality and sustainably produced cement has never been higher, and this deal capacitates ARM to meet this demand head-on. The deal is good news as it is expected to create jobs due to increased production and opportunities all along the supply chain,” said Paras Shah, a partner with Bowmans Kenya, the firm that advised ARM on the legal aspects of the transaction.
Ugandan government to build cement plant in Karamoja
07 October 2016Uganda: The government intends to build a cement plant in Karamoja in partnership with Moroto Ateker Cement. The company is a formation of Uganda Development Corporation and Savannah Mines, a local firm based in Karamoja, with a shareholding of 51% and 49% respectively, according to the Monitor newspaper. Moroto Aterer has contracted India’s Saboo Technologies to build the cement plant in the Moroto Industrial Park. Saboo has completed a feasibility study and say that the plant will be completed in two phases.
Rioters attack Dangote cement plant in Ethiopia
05 October 2016Ethiopia: Rioters have set fire to trucks and machinery at the Dangote cement plant at Ada Berga in Oromia, according to the Ethiopian state broadcaster Fana. The riots have followed the deaths of at least 55 people in a stampede at a local religious festival on 2 October 2016. Regional government offices were also set on fire and a police station was stormed during the fracas.
Eurocement Group mulls upgrade at Savinskiy Cement Plant
05 October 2016Russia: Eurocement Group is considering implementing upgrades at its Savinskiy cement plant in the Arkhangelsk region. Production at the plant was stopped in 2010, according to the Rossiyskaya Gazeta newspaper. The plans were discussed at a forum in Sochi.
Cemex Latam clears interim land rights for Maceo project
04 October 2016Colombia: Cemex Latam has secured an interim contract with the government for its cement plant project in Maceo, Antioquia. The temporary solution will last until the end of an investigation into the irregular acquisition of the land, tax-free area and mining rights for the factory by Cemex Latam Holdings in 2012, according to the El Espectador newspaper. The company also intends to negotiate an extension of the lease contract, as per its original plans, in order to commence operation of the plant in early 2017.
An internal probe into the land deal found that irregular payments of US$20.5m had been made to Eugenio Diaz Correa, an individual connected to the deal. Cemex has fired Edgar Ramirez, vice president of planning, and Camilo Gonzalez, head of legal department, as part of the investigation and Carlos Jacks, the company's regional director, resigned. Cemex Latam has hired an external audit team and legal representatives in the case that was passed on to the Attorney General's Office of Colombia.
Lucky Cement set to open plant in Democratic Republic of Congo
04 October 2016Democratic Republic of Congo: Pakistan’s Lucky Cement is set to open its US$270m Nyumba Ya Akiba cement plant in Bas-Congo later in October 2016. The 1.2Mt/yr plant will be operated with Groupe Rawji, a local company, under the name CIMKO. It is financed by the African Development Bank, the International Finance Corporation, EKF and by Habib Bank among others, according to Bloomberg.
“We will take care of everything that can hinder your production, unfair competition, fraudulent imports, we will take care of that,” said Prime Minister Matata Ponyo Mapon to CIMKO executives in a show of support for the project at a recent meeting.
Palestine Investment Fund launches cement plant project
03 October 2016Palestine: The Palestine Investment Fund (PIF), the investment arm of the Palestinian Authority, has launched the first phase of a new cement plant, the first in the Palestinian areas. Investment in the plant is expected to reach US$310m and production will start in 2018.
The opening ceremony took place at the Jaser Palace in Bethlehem under the patronage of President Mahmoud Abbas. PIF chairman of the board Mohammad Mustafa attended the event with Louai Kawas, chief executive officer of Sanad Construction Industries Company, a PIF-owned company in charge of the plant.
Sanad Construction Industries Company was established in 1994 for the purpose of meeting the needs of the Palestinian construction market such as the provision of building material. The cement plant is intended to provide 90% of the cement needs for the Palestinian construction market. At present cement for the territory is purchased from Jordan and Israel.
Tabuk Cement delays opening of second clinker line to 2017
30 September 2016Saudi Arabia: Tabuk Cement says that its second clinker production line is expected to be commercially operational in the second quarter of 2017. The revised opening date is a delay from the original announced date of the third quarter of 2016. The cement producer has blamed the delay on ‘irregular non-compliance with the required capacity and specification’ of the second line. It added that the company will not incur additional costs due to the hold-up.
