Chzhungtsai Mohir Cement plant opens in Tajikistan
25 August 2016Tajikistan: The Government of Tajikistan and the Chzhungtsai Mohir Cement company have started operation at their joint-run 1.2Mt/yr cement plant in Yovon district of Khatlon district. The president of Tajikistan Emomali Rakhmon inaugurated the plant. It will be the first cement plant in Central Asia to produce ‘400’, ‘500’ and ‘600’ branded cement, according to Asia Plus. The plant cost US$121m to build with 35% of the cost procured from local investors and 65% from foreign investment.
BASF opens admixtures plant in Sri Lanka
23 August 2016Sri Lanka: BASF has opened its first production plant for admixtures at Sapugaskande near Colombo. The plant will produce standard and custom-made performance-based construction chemicals under the Master Builders Solutions brand. These include concrete admixtures product ranges such as MasterGlenium, MasterPolyheed, MasterRheobuild and MasterPozzolith. The site is supported by an office, warehouse and testing laboratory.
“Asia Pacific is one of the fastest growing markets globally and South Asia is a strategic growth engine of this market. With the new admixture plant in Colombo, we will now be able to rapidly supply our customers with admixtures for all cement and aggregate types, whether their construction projects are located in the capital or in remote areas,” said Himanshu Kapadia, Vice President, Market Management, Construction Chemicals Asia Pacific, BASF, at the inauguration of the new plant on 19 August 2016.
Gloria Group buys Cementos Otorongo from Votorantim
17 August 2016Peru: Consorcio Cementero del Sur (CCS), a subsidiary of Gloria Group, has signed a contract to buy all of Brazil’s Votorantim’s shares in Cementos Otorongo for US$4m and those of Votorantim’s subsidiary Corporación Noroeste. Cementos Otorongo is planning to build a cement plant in southern Peru for US$125m, according to the Gestión newspaper. Cementos Otorongo submitted an environmental impact study on the project in 2011 for proposed sites in La Joya, Arequipa and Mollendo, Islay. The planned plant will have a production capacity of 0.65Mt/yr.

Cementos Argos to close San Gil plant
17 August 2016Colombia: Cementos Argos plans to close its oil well cement production plant at San Gil in Santander. The closure follows falling demand for this type of cement caused by falling global oil prices. The National Construction Material Industry Workers' trade union Sutimac has requested that the cement producer transfer its 75 employees at the San Gil plant to other parts of the business, according to the El Colombiano newspaper. The union hopes that Cementos Argos will repeat its recent transfer of workers from the now-closed Sabanagrande, Atlantico factory to its plants in Cartagena, Tolu and Antioquia.
Oman Cement to start joint-venture with Raysut Cement
16 August 2016Oman: Oman Cement has registered a new joint-venture company with Raysut Cement to operate in the Duqm Special Economic Zone Authority. The new Company is named Al Wusta Cement Company and it will set up a new cement plant following a feasibility report.
Canadian investor takes charge at McInnis Cement
12 August 2016Canada: Caisse de dépôt et placement du Québec (CDPQ), a pension and insurance fund manager, has taken control of the McInnis Cement plant currently being built on the Gaspé Peninsula in Quebec. The US$850m project was facing ‘significant’ cost overruns and the CDPQ stepped in to protect its investment. It has agreed to invest an additional US$96.5m into the project with a US$96.5m debenture using funds managed by BlackRock Alternative Investors. The CDPQ has said that the US$193m of additional investment will be enough to complete the project.
“We believe that this project has high-quality fundamentals. For this reason, la Caisse has entered into a change-of-control agreement with Beaudier. With the new executive team in place and the new capital structure we are announcing today, McInnis Cement will be able to capitalise on attractive market opportunities and generate returns for la Caisse’s clients,” said Christian Dubé, Executive Vice-President, Québec, at the CDPQ.
McInnis Cement announced a change in its management on 2 August 2016 including recruitment for a new CEO.
India: The state government of Odisha has asked the Steel Authority of India to build infrastructure, including a cement plant, in the Sundargarh district. The admission came about at a meeting between Steel Authority chairman P K Singh and chief minister Naveen Patnaik at the state secretariat. Other projects the state would like the steel producer to build include a hospital, a medical college and an education centre, according to the Times of India.
India: Bokaro district officials in the state of Jharkhand will support the construction of a 1.5Mt/yr cement plant by UltraTech Cement in the Bokaro Industrial Area Development Authority (BIADA). UltraTech will be the second cement producer to build a plant in the BIADA region following Dalmia Cement. Local officials have met UltraTech staff to discuss infrastructure connections, the availability of slag and other raw materials and environmental clearance, according to the Times of India.
CILAS Biskra cement plant starts production
09 August 2016Algeria: The CILAS Bikra cement plant started production in mid-July 2016, 11 days before the scheduled start of operations. The 2.7Mt/yr plant is a joint venture between Lafarge Algeria and Souakri Group. The project had an investment of Euro270m and it took 21 months to build, according to Le Matin newspaper.
Qatar: Qatar National Cement Company (QNCC) has signed a financing deal with Saudi Arabia’s Samba Financial Group (Samba) for US$100m. The facility, which has a two-year grace period, will go towards financing the construction of the company’s fifth cement plant and should be repaid in three and half years.
QNCC signed a letter of intent with Fives FCB in 2014 to build the 5000t/day clinker production line at a cost of US$261m. The plant was expected to become operational within 27 months, according to local media. The company decided to build its fifth cement plant in response to an expected increase in demand in the run up to the 2022 FIFA World Cup being held in Qatar. In June 2016 QNCC also announced plans to close cement plant 1 with effect from the start of the month.
