Russia: Siberian Cement is spending around Euro4m on upgrading the automated process control system (APCS) at its cement plants. The project, which is about half way along, is scheduled for completion in 2023.

Russia: Oligarch Oleg Deripaska has moved the ownership of BaselCement’s Serebryansky Cement Plant by MKAO Fenestraria Consultants from Cyprus to Kaliningrad, Russia. Companies associated with Deripaska underwent redomiciling procedures in May 2019, according to Interfax. The change follows the creation of Russian special administrative regions in 2018 to encourage companies to relocate domestically in response to international sanctions.

Russia: The Akkermann cement brand has entered the Perm market. The Gornozavodskcement Plant near Perm has started producing cement products under the brand name, according to the Pro Perm website. 400, 500 and 600 strength products will be available in bags and CEM I 42.5N and CEM II / A-W 32.5B products will be available in bulk. The Akkermann brand is part of the South Ural Mining & Processing Company, which operates an integrated cement plant at Orenburg.

Russia: Vostokcement Group has warned both federal and regional government that its on-going legal troubles will delay infrastructure projects in the Far East district, including the Zvezda shipyard, Vostochny Port coal terminal, Sila Sibiri gas pipe and a bridge over the River Amur. It said it also might be unable to pay up to 5000 workers. The cement producer previously said that office of the Prosecutor General of Russia had seized the financial accounts at Spasskcement, Teploozersk Cement and other subsidiaries in relation to a civil legal case where the defendants are trying to recover Euro44.5m.

Eurasian Economic Union: The Eurasian Economic Union (EEU) produced 12Mt of cement in the first quarter of 2019. Armenia produced 68,000t and imported 47,200t. Belarus produced 0.84Mt, imported 79,500t and exported 0.26Mt. Kyrgyzstan produced 0.35Mt, imported 38,600t and exported 0.15Mt. Kazakhstan produced 1.47Mt, imported 0.11Mt and exported 0.33Mt. Russia produced 9.3Mt, imported 0.18Mt and exported 0.17Mt. Usually production in the first quarter represents 16 – 19% of annual production. Consumption of cement in the EEU region is expected to grow by 2.5% year-on-year in 2019.

Russia/Ukraine: Dyckerhoff cement plants in Russia and Ukraine have gained OHSAS 18001 or ISO 45001 certification in occupational safety. The OHSAS 18001 and ISO 45001 standards provide for a safe and healthy workplace environment and set forth guidelines for continually identifying and controlling health and safety risks, reducing accidents and improving overall performance.

Russia: Alexander Sapronov has been appointed as the senior vice president of Eurocement. His responsibilities include production, sales and purchases, transport and logistics, strategy and marketing, industrial safety and capital construction. Sapronov has held a variety of senior positions are large industrial companies in Russia, including Freight One, Novolipetsk Steel, Rosneft and others.

Belarus/Moldova/Russia/Ukraine: Tariffs on on imported building materials from Belarus, Moldova and Russia imposed by the Ukrainian government will start on 26 June 2019, according to Interfax. The interdepartmental commission for international trade has set duties of 115% for goods originating in Russia, 57% for goods from Belarus and 94% for goods from Moldova.

Ukraine/Russia: The Ukrainian government has imposed an embargo on Russian-manufactured cement and plywood in response to Russia’s ban on the entry of Ukrainian goods to the Russian market. The Ukrainian Economic Development and Trade Ministry recommended to the Cabinet of Ministers of Ukraine that imports be blocked for the following goods: Portland cement, calcium aluminate cement, slag cement, sulphate resistant cement and similar hydraulic cement varieties, pigmented and non-pigmented, finished or clinker, as well as glue wood, lamwood panels and similar materials made from laminated wood.

Ukraine imported an estimated US$17m worth of cement products from Russia in 2018. The latest sanctions follow a block by Russia on goods from Ukraine in mid-April 2019.

Egypt/Qatar/Russia/Turkey: Dal Engineering Group has released information about recent project from its Dal Teknik Makina subsidiary in Russia, Egypt and Qatar. In Russia Dal Teknik Makina is currently converting a production line at Eurocement’s Zhigulovskiye Stroymaterialy plant in Samara to manufacture white cement. The project started in November 2018.

In Egypt Dal Teknik Makina conducted a technical audit for HeidelbergCement’s Helwan Cement plant in February 2019. It was carried out on clinker production line one. In Qatar Dal Teknik Makina was awarded a contract in February 2019 to install a pilot scale plant for a calcium sulfoaluminate clinker production line. Dal’s engineers will evaluate the concept and identify the possible problems with operation, and supply the complete engineering and instrumentation for the whole project.
